Engineer Reports — 2013 Street Improvement

BOARD /COMMISSION /COMMITTEE RECOMMENDATION:
PREVIOUS COUNCIL ACTION: The City Council on February 7, 2013 ordered the improvement for the project
entitled 2013 Bituminous Overlay and on April 25, 2013 authorized the City Engineer to solicit bids for the making
of the improvements.
BACKGROUND INFORMATION: On Wednesday, June 12 the City Engineer opened the bids for the proposed
improvement (see following pages). The City has in the past conducted the assessment hearing before awarding
the contract to minimize risk. Therefore the Council is being asked to conduct a public hearing on Tuesday, July 9,
2013 a 6:30 PM. The contract would be awarded after the assessment hearing is conducted. The project is
scheduled to be constructed this year following the assessment hearing.

Hearing on Proposed Assessment
2013 Bituminous Overlay (STJOE 123390)
WHEREAS, by a resolution passed by the council on June 17, 2013, the City Administrator was
directed to prepare a proposed assessment of the cost or the 2013 bituminous overlay improvement
which affects the following areas: Baker Street, from 2nd Avenue SE to 7th Avenue SE; 7th
Avenue SE from Baker Street to Minnesota Street E; Ridgewood Court, from Ridgewood Road
(CR 134) to the cul -de -sac, approximately 1,100 feet west of Ridgewood Road (CR 134); Cedar
Street E, from 1st Avenue NE to Northland Drive; 1st Avenue NE, from Cedar Street to Date Street
E; Date Street E, from College Avenue N (CSAH 2) to 1st Avenue NE; Date Street W, from 1st
Avenue NW to College Avenue N (CSAH 2); and 1st Avenue NW, from CSAH 75 to Date Street
W.
AND WHEREAS, the City Administrator has notified the council that such proposed assessment
has been completed and filed in her office for public inspection,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH,
MINNESOTA:
A hearing shall be held on 9th day of July, 2013 in the city hall at 6:30 PM to pass upon such
proposed assessment and at such time and place all persons owning property affected by such
improvement will be given an opportunity to be heard with reference to such assessment.
The City Administrator is hereby directed to cause a notice of the hearing on the proposed
assessment to be published once in the official newspaper at least two weeks prior to the hearing,
and he /she shall state in the notice the total cost of the improvement. He /she also cause mailed
notice to be given to the owner of each parcel described in the assessment roll not less than two
weeks prior to the hearings.
The owner of any property so assessed may, at any time prior to certification of the assessment to
the county auditor, pay the whole of the assessment on such property, with interest accrued to the
date of payment, to the City Administrator, except that no interest shall be charged if the entire
assessment is paid within 30 days from the adoption of the assessment. He /she may at any time
thereafter, pay to the City Administrator the entire amount of the assessment remaining unpaid,
with interest accrued to December 31 of the year in which such payment is made. Such payment
must be made before November 15 or interest will be charged through December 31 of the
succeeding year.

Bids were opened in the City Hall at 11:00 a.m. on Wednesday, June 12, 2013, for the above - referenced
improvement. The low bid was submitted by Knife River Corporation, of Sauk Rapids, Minnesota. A
complete tabulation of bids is enclosed.
We know of no reason the project should not be awarded to the low bidder for the amount of
$312,501.25.
