Background
The EDA in 2012 worked on formulation a structure for a downtown master plan. In 2013 the

EDA surveyed property owners in the downtown. After reviewing survey results and discussing

the level of interest by property owners the EDA put the project on hold until the City Council

decided whether or not a community center would be located in the downtown.

At the May meeting Chairperson Wick announced the Council had reached consensus that the
government and police department offices should remain downtown but a community center

would be better located elsewhere. Discussion on work on a master plan and what that may or

may not include was reinitiated. At the May meeting the EDA reached consensus to discuss at

the June meeting what a downtown master plan should entail. For example, should the master

plan include drawing lines on paper, an architectural rendering of what `could be', a simple

narrative, a plan to purchase properties, etc.
