TOPICS OF CONCERN:
How did the assessment rate and the #�ate of interest get esta.blished?
7�'Avenue from Minnesota to Baker Street has 16 houses. Occupants of these houses
consists of
8 over 70 years+
6 widowed
3 single - working
3 couples - working
1 empty
1 retired and 1 working
This is a bedroom community without any industry.
According to the City of St. Joseph, we have 1,800 households that pay for all the cities
expenses. Also, there is 44% of the �ity that does not pay property taxes. This places
a very huge burden on these few households. We are not St. Cloud, Sauk Rapids or
Sartell.
When 7'�Avenue SE from Minnesota Street to Baker Street was tota.11y redone, these
property owners paid for a new street with storm sewer, curbs and gutters. When the
new addition across from Baker Street was being built, there were lots of heavy trucks
up and down our street. It was our understanding that it was not to be used for a thru
street during construction but it didn't stop the trucks or the trai�'ic. This new addition
has created a lot of day-to-da.y traffic on our street. We feel it is up to the city to
maintain as it is used as a thru street to get to these new homes and apartments.

PETITION OPPOSING 2013 BITUMINOUS OVERLAY
As property owners, we are opposed�o being charged for maintenance work to be done
to 7�' Avenue SE from Minnesota St�eet to Baker Street and 2"d Avenue SE to 7�'
Avenue SE on Baker Street. In the past, we have paid for the installation of these
roadways. We feel it is the Cities res�onsibility to mainta.in them once installed. This
is a maintenance issue and should not be the responsibility of the affected property
owners.
