AGENDA ITEM: Donations
BACKGROUND INFORMATION: The Fire Department has wrote for three small grants this year,one
from ADM, one from the DNR, and one from Midcontinent Communications. We have not heard back
from the DNR or Midcontinent yet, but we did receive a grant from ADM in the amount of$3,500.00.
This grant was written for a new Ground Monitor for Ladder 2 and two water curtains,one for each the
ladder and our pumper. (we are in the process of purchasing these). We also did a house burn on July
29th and the home owner donated 2 new N's to us to help with training.

REQUESTED ACTION: Have the Fire Board except the Grant from ADM and the TV donation
St.Joseph Police Department
DAMA Box Key
PURPOSE: It is the Policy of the St.Joseph Police Department to provide officers with guidelines
for the use of DAM Box Keys.
SCOPE: This policy applies and is distributed to all peace officers(full and part time)of the St.
Joseph Police Department engaged in the discharge of official duties,whether within or
outside the corporate limits of the City of St. Joseph Minnesota.
PROCEDURE When a need arises for officers of the St. Joseph Police Department to access the DAMA
Box they will do so under the following situations:
1. In the event of any life threatening situation to an officer, citizen, fire personnel,
or any other assisting agency.
2. To investigate any violation of MN Statute,City Ordinance or other issue that is
creating a nuisance for tenants such as loud music, loud parties or running water.
3. To assist in the execution of an approved search warrant.
4. Requests by tenants to be let into their building should be referred to
management. The DAMA Box Key should NOT be used for this purpose.
All squads will be equipped with a DAMA Box Key. Officers sharing squads will be
responsible for the key being in the squad during car checks.
Any key that is missing from a DAMA Box shall be reported to a supervisor as soon as
possible.
SECURING OF KEY
Keys obtained from a DAMA Box need to be returned as soon as possible after the
officer is through handling the incident at the location.
1. Any time the DAMA Box is used, it should be noted in either CAD(Computer
aided dispatch)comments or an arrest report,who opened the box and who
returned and locked the keys back in the box.
2. Officers shall not use the DMA Box keys for any reason other than the types of
incidents described above. Officers are strictly prohibited from giving
unauthorized personnel access to the DAMA Boxes and/ar keys.

AGENDA ITEM: Fire Chief's Report
• The two new members,Joe Bye and Brian Theisen started on June 11th and are doing great.
They will be starting the Fire Fighter class in September with a completion date of December
21st. After the first of the year,Joe will be taking his First Responder class. (Brian already has
this class completedj They both have already been working on their class B license.
• Membership—the department is at capacity of 30 Members.
• On June 29th,the department was able to do a house burn off of Cedar street and got some
great training. On August 3rd, we were able to do another house burn on St. Bens campus
with even more great training. All went very well,except we did have a little smoke issue
with the one on June 29th.
• Joanne Zipp,who cleaned the Fire Hall meeting room, kitchen and restrooms once a week
decided that she wanted to retire fully and resigned at the end of July. We are currently
working on finding a replacement.
• No word yet on the DNR or Midcontinent Grants that we wrote for.
• Our New Air Packs should be arriving soon from Metro Fire. The department decided to go
with MSA air packs which is also what 90�0 of our Mutual Aid departments use,which will
make things a lot easier when we work together. SCTCC has shown interest in our old packs
and I will be meeting with them in the near future to see what we can get out of them.
• I met with Nancy Scott and Ann Reischl about DAMA box issues getting on new commercial
business's. She stated that she didn't know our think that it was her job and that she has
made contact with Stearns County and that they will hand out the DAMA box application with
the permit that they give out. I told her that we had a discussion back when Wenner Gas
moved into the township and didn't get a box on and that she agreed to take care of doing
this, but if the county is willing to do it, I was fine. As long as somebody does it.
