HomeMy WebLinkAbout[09ai] PUD Amendment S & H 9(a-i) Council Agenda Item MEETING DATE: August 15, 2013 AGENDA ITEM: PUD Amendment, S & H Partnership SUBMITTED BY: Administration BOARD/COMMISSION/COMMITTEE RECOMMENDATION: The Planning Commission conducted a public hearing on August 5, 2013 and recommended the Council approve the preliminary PUD Amendment changing the traffic circulation for an approved PUD. Final approval will require development plan details to include landscaping and lighting PREVIOUS COUNCIL ACTION: The Council previously approved a development agreement for S & H Partnership approving a PUD to allow for the construction of the Graceview Apartments and a future phase for 10 town/patio homes with garages accessing on both sides of the property, serving as paved roadways. The Agreement further identified the process for amending the PUD, both major and minor. BACKGROUND INFORMATION: The proposed plan before the Council reduces the pavement on the site to one central private road, providing green space on the out edges of the property. The unit count remains at 10 as that is what the settlement agreement entitled the property owners when the apartments were constructed. The developer is submitting preliminary plans at this time and if approved will move forward with final detailed plans. This page intentionally left blank +�.�T�:�x;;•i.,�r�H�,�i Planning Commission Agenda Item 4 MEETING DATE: August 5, 2013 AGENDA ITEM: Public Hearing, PUD Amendment SUBMITTED BY: Administration STAFF RECOMMENDATION: PREVIOUS PLANNING COMMISSION ACTION: The City Council, upon recommendation of the Planning Commission approved a PUD for S &H Partnership and executed a development agreement which allowed for the construction of an apartment complex and townhome development. The site plan for the townhome development was recorded with the Development Agreement, stating the specific terms of development. BACKGROUND INFORMATION: S &H Partnership is requesting a minor PUD Amendment for the Townhome development. The original plan that was approved included two four plexes and one duplex with a total of 10 units. This plan had paving on both sides of the lot for driveways and access. The new plan has two three plexes and two duplexes accessing one road in the middle. The development agreement includes a process if the developer wishes to change the plan. Based on the recorded document,the changing of the road is considered a minor amendment which requires a public hearing. The document presented at this time is a foot print and if the Planning Commission and City Council approve the amendment,the civil plans will be prepared and reviewed. This page intentionally left blank Judy Weyrens City Administrator City of St.Joseph Judy, S& H Partnership is requesting to be heard by the Planning and Zoning Board to revise the previously approved Phase 11 Town Home plat just south of the Graceview Estates apartment's site.We are proposing to use the existing access from Graceview Estates and put a road basically through the middle of the new plat with homes on either side.We are proposing to build 2 two unit buildings and 2 three unit buildings on the site.The new design of the units will cut down on the massive roof lines the quad units create.There will also be more green space with only one road and less water runoff instead of the two streets in the original plat with an additional curb cut ta 4th Avenue.We are requesting to change the plat to make it more neighborhood friendly and make the units more affordable.
