NOTICE IS HEREBY GIVEN that the Joint Planning Board of Township /City of St. Joseph will be
conducting a public hearing on Monday October 14, 2013 at 7:00 PM in the Town Hall, 935 College Ave
South. The purpose of the hearing is to consider a two (2) lot plat entitled "St. Joseph Industrial Park East
Plat 4" submitted JR Partners of St. Cloud, LLC, St. Cloud MN according to Stearns County Subdivision
Ordinance #230 and Land Use and Zoning Ordinance #439. The property is zoned Industrial (I). The
2.98 acre plat is located in part of Lot 9 Block 1 St. Joseph Industrial Park East and in Lot 1 Block 1 St.
Joseph Industrial Park East Plat 2 in Section 12, St. Joseph Township (124 /29) lying northwesterly of
Pearl Drive.

Lot Size and Density Requirements
The acreage within the plat is 2.98 acres. The lots meet the lot size requirements for a
conventional development in the Industrial zoning district.
Soil Suitability
Septic system areas: Primary and secondary septic site locations have been shown. Soil borings
locations have been shown and a site evaluation report has been submitted and approved.
Building Sites: Each lot contains an existing building site. All structures meet the required
setbacks. Impervious lot coverage is limited to 60 %. Existing impervious lot coverage for Lot 1
is 51% and Lot 2 is 50 %.
Wetlands
There are no wetlands within the plat.
Feedlot Setbacks
Feedlot setbacks do not apply.
Access
Both lots have frontage on Pearl Drive. If Lot 1 will be using the existing access on Lot 2 or the
access from Lots 9 & 10 St. Joseph Industrial Park East, an easement will be required.
Stormwater Management
Stormwater from the plat is being managed through an approved stormwater management
plan from the plat St. Joseph Industrial Park East and St. Joseph Industrial Park East Plat 2.
STEARNS COUNTY COMPREHENSIVE PLAN
Future land Use Map: Urban Expansion district
The Urban Expansion category is described as:
"Areas anticipated to be annexed and provided with municipal services during
the time frame of this plan. Also includes areas under Orderly Annexation
Agreements. Variety of land uses to be determined through joint city- township
planning. Residential uses remain restricted until annexation occurs. Limited
commercial /industrial uses may be considered."
Policy Area: Metropolitan Growth Area
The multi- county St. Cloud Metropolitan area will continue to attract a substantial
portion of the region's jobs and population growth. It will also be the location for most
major transportation projects, as planned and programmed by the St. Cloud Area
Planning Organization (APO). This policy area generally encompasses the boundaries
established by the 2000 St. Cloud Area Joint Planning District plan, with some
adjustments to the "ultimate service area" for wastewater treatment.
Policies:
1. Support and update the policies of the Joint Planning District plan regarding
regional coordination of services.
2. Support extension of coordinated, centralized wastewater treatment to the
ultimate service area.
3. Protect the ultimate service area from premature subdivision by limiting large -
lot residential development.
Comments
Suggested conditions:
1. A Declaration of Restriction will be required stating, in order to protect the two soil
treatment areas on each lot for sewage treatment use, they shall be maintained in an
undisturbed and natural state.
2. A Subdivision Agreement will be required stating the following:
A. Construction site best management practices (BMPs) shall be required during
construction of any new structures in accordance with Section 7.10 of Stearns County
Land Use and Zoning Ordinance 439; or successor ordinance.
B. In order to protect them for sewage treatment use, the two soil treatment areas on
each lot, as designated on the preliminary plat, shall be staked and roped off prior to
any ground disturbing activity on each lot.
C. Additional requirements as approved by the Joint Planning Board...
3. An ingress and egress easement is required for Lot 1 to access Pearl Drive through Lot 2 St.
Joseph Industrial Park East Plat 4 or through Lots 9 & 10 St. Joseph Industrial Park East.
4. Water supply verification (suitable water test for nitrates)
