At the September meeting the EDA discussed an effort wherein the EDA would secure billboard
square footage either adjacent to CSAH 75 in St. Cloud or adjacent to 1 -94 south /east of St.

Joseph. Then a number of businesses could sublease space on the billboard. The sub - leasers

could advertise around a specific event (e.g. Millstream Arts Festival, Farmer's Market in

Downtown, "Heritage Festival ", etc.) or around a central advertising message (e.g. progressive

sale, sidewalk sales, garage sale weekend, etc).

The Board by consensus requested additional information regarding pricing and availability of
billboards.
Since the meeting I have been in contact with representatives from Lamar Advertising and
Franklin Outdoor Advertising.
Franklin Outdoor reports lease rates on 1 -94 and County 75 range from $395 - $1,095 per
month depending on size and location, type of billboard program, length of contract, etc. At this
time Franklin doesn't have any available space adjacent to west bound 1 -94 between Clearwater
and Highway 23.
Lamar reports variable rates as well. Those adjacent to CSAH 75 range from $500 to $2000 per
month with one time set -up costs of $150 to $1,400. Lamar doesn't have any lease billboards
available adjacent to 1 -94 between Clearwater and Highway 23 as all are permanently leased.
On a side note, I met with Jim Degiovanni from the Farmer's Market regarding moving the event
to the Downtown next year. I mentioned billboard rental and he indicated an interest in sub-
leasing the billboard for Farmers Market, if approved by the Market Executive Board.
