PREVIOUS PLANNING COMMISSION ACTION: The Planning Commission and City Council
previously approved the site plan for the S & H Development.
BACKGROUND INFORMATION: The City Engineer has reviewed the final plan and his comments
have been included. In a discussion with him the comments are minor in nature and he noted the items
that the Planning Commission may want to address, particularly the street light on 4h and screening on
the end of the parking lot.

We reviewed the preliminary site, grading, and utility plans dated October 10, 2013, and have the
following comments.
Preliminary Construction Drawings
1. Sheet CS 1 of 1:
a. The proposed private street should terminate in a geometry that will permit a vehicle to
turnaround. It is recommended that a "hammer head," at a minimum, or other turnaround
geometry be provided to facilitate vehicle maneuvering. Alternately, consideration for a
street connection to the apartment complex access road may be warranted for outlet
purposes.
b. The Planning Commission shall determine any required provisions for screening (for
vehicle headlights), particularly at the end of the street facing the rear yards of Elle Court
c. The Planning Commission shall determine the need/requirement for curb cuts and
pedestrian ramp construction for a pedestrian crossing to the trail on the east side of 4t'
Ave SE.
d. Provide street name and traffic control sign requirements (stop sign, no on- street parking,
etc) and details.
e. Given the apartment complex and townhouse access road connections to 4`I' Ave SE and
the 0 Ave SE street curvature, it is advisable that the vicinity of the intersections be
illuminated with a street light.
2. Sheet C l of 6
a. It's noted that the general specifications identified on the sheet define several of the
technical construction requirements. It is anticipated that a comprehensive project manual
defining general contract provisions, correction period/warranty provisions, contractor
insurance requirements, contract completion times, etc. will be submitted with final
construction documents. The City of St. Joseph and Short Elliott Hendrickson Inc. shall
be included as additional insureds.
b. All side and rear yard ditches and swales shall be graded for a minimum slope of 2 %.
c. Topsoil placed in the public right of way shall be a minimum of 5- inches thick and meet,
at a minimum, the provisions of MnDOT 3877 for Select Topsoil Borrow.

d. Sanitary sewer service pipe and wyes shall be PVC Schedule 40 or SDR 21 (manually
strike SDR 26 note on City detail SAN -07).
e. Water main shall be of ductile iron pipe materials, not PVC C900. Strike specification
language. 6 -inch and 8 -inch ductile iron pipe shall be Class 52. 10 -inch diameter pipe,
and larger, shall be Class 50.
f. Concrete thrust reaction blocking for water main will not be permitted. Strike
specification language.
g. Sanitary sewer castings shall be provided without concealed pick holes. Sanitary sewer
shall be jet cleaned and televised on DVD format. The first 400 LF of downstream
existing sewer (to nearest manholes) shall also be jet cleaned and televised. Two copies
of the sewer televising report/log and DVD shall be provided to the City Engineer.
h. Reference the newer MnDOT standard construction plans for any pedestrian ramp and
detectable warning device construction within the right of way.
i. Storm drain catch basins shall be equipped with external chimney seals or HDPE 19
barriers.
3. Sheet C2 of 6 Standard Details
a. City standard detail plates shall be referenced for municipal utility construction.
b. Gate valves shall be equipped with operating extension stems.
4. Sheet C3 of 6 Grading Plan
a. Side and rear yard swales shall be graded to a minimum of 2.0% slope.
b. The proposed street grade is graded to sheet drain to one side of the street (no street
crown). A normal street crown (and associated storm drain inlets) should be provided.
c. The catch basin that connects to the existing 18 -inch storm drain shall have an earthen
collar graded to retain swale drainage. The illustrated construction location on the plan
does not appear to align with the surveyed location of the existing storm drain.
Construction of the proposed catch basin shall not disturb private property to the west,
and a connection point to the existing pipe further to the south may be necessary.
d. There is insufficient survey /contour data at the southwest end of the site to illustrate that
drainage will be contained on the proposed development. The appropriate swales/berms
shall be constructed to protect adjacent property from drainage exiting the development.
e. The concrete gutter pan at the street entrance at 4"' Avenue SE shall be reconstructed to
maintain flow /drainage.
f. It's not clear from the topographic survey if the existing landscaping and bushes along
the west lot lines are on, or over, the property line. Please add a plan note to protect the
existing landscaping/bushes.
5. Sheet C5 of 6 Storm Water Pollution Prevention Plan
a. Inlet protection shall be provided at both catch basins on 4"' Avenue SE.
b. Define the volume of rip rap materials required for the outfall.
c. Illustrate on the plan where erosion control blankets will be installed (ie pond slope /storm
drain outlet).
6. Sheet C6 Utility & Paving Plan
a. Where the sanitary sewer main pipe is identified to be insulated per the City's detail,
insulation shall also be illustrated to cover the sanitary sewer service pipes.

b. Note on the plan the proposed horizontal offset between the water main and the sanitary
sewer.
c. Add notes to the plan that the existing curb stop boxes from 4" Ave SE shall be adjusted
to final grade (record drawings indicate there are 4 sets of sewer and water services).
d. Water main construction parallel to 0 Ave SE may conflict with an existing buried
private utility and the four sets of sewer and water services referenced above.
e. Consider adding notes to brace /protect existing property for the sanitary sewer
construction at SANMH4. The adjacent private property shall be protected against
disturbance unless arrangements are made with the property owner.
f. Illustrate installation of private utility company conduits (electrical, natural gas, etc.) that
have either been coordinated with the utility companies or that will be incorporated into
the project for the contractor to install.
