BOARD /COMMISSION /COMMITTEE RECOMMENDATION:
PREVIOUS COUNCIL ACTION: The Council has previously approved a preliminary budget with the final budget
hearing scheduled for December 5, 2013.
BACKGROUND INFORMATION: Stearns County plans to submit a few resurfacing applications in this year's
APO federal funding solicitation. One of them is at least partly within St. Joseph's city limits - CSAH 75 resurfacing
between Collegeville Road and CSAH 81. Would you be willing to ask your council to adopt the attached
resolution of support since the APO would like to see this type of resolution this year, even though there is
typically no cost share on a resurfacing project? Right now this project has been added to the 2018 construction
year in our 5 Year Plan (updated since we adopted the wheelage tax).

RESOLUTION OF MULTI - JURISDICTIONAL SUPPORT FOR
FY 2018 & 2019 FEDERAL TRANSPORTATION PROJECT
SUBMITTAL TO THE ST. CLOUD AREA PLANNING ORGANIZATION
WHEREAS: federal formula funding authorized within the Moving Ahead for Progress in the 2151 Century
(MAP -21) has been apportioned by the United States Congress to Minnesota for State and local
transportation needs; and
WHEREAS: the Minnesota Department of Transportation (Mn /DOT) has distributed these federal funds
to eight (8) Area Transportation Partnerships (ATPs) within Minnesota; and
WHEREAS: the District 3 ATP receives 10.2 percent of this federal formula funding, which is distributed
75 percent to Mn /DOT District 3 and 25 percent to local units of government within District 3; and
WHEREAS: the St. Cloud Area Planning Organization (APO) receives 20.53% of the District 3 ATP local
government share for annual programming within the APO Planning Area; and
WHEREAS: the Stearns County has recognized the need for improvements to resurface CSAH 75
between Collegeville Road and CSAH 81 by including this project in its currently held valid Capital
Improvement Program, and intends to submit this project to the APO as a candidate for TY 2018 & 2019
federal funding; and
WHEREAS: a portion of the aforementioned CSAH 75 resurfacing lies within the city limits of St. Joseph.
NOW, THEREFORE, BE IT RESOLVED, that the City of St. Joseph hereby supports the APO federal funding
application for the resurfacing of CSAH 75 between Collegeville Road and CSAH 81 submitted by Stearns
County.
