PREVIOUS COUNCIL ACTION: For the past many years the Council has approved two part time officers
as part of the Department. The part time positions are not regularly scheduled officers, rather they fill
in to cover vacations and hours. The current part time officers are Casey Jansky and Richard Etshokin.
BACKGROUND INFORMATION: Casey Jansky submitted his resignation effective January 14, 2014. He
has accepted a part time position in the private industry and will no longer have available time. The part
time positions are needed to help provide continuous coverage and is only used when leave hours need
to be covered or for special events. For the year 2014 Casey only worked 150.5 hours and Richard
worked 315.50.
The City has a reserve officer, Eric Brutger, that is eligible to be licensed that I would recommend placing
as a part time officer. As in the past, he has agreed to pay for his physical and psychological and after
one year he is reimbursed that amount. While the City could advertise for a part time officer, it is
difficult when regular hours are not scheduled. In addition, Eric has been with the department as a
reserve officer since December 2012 and know the department and the City. He would be a good
addition to the staff.
The part time position is required to be part of PERA and the Council must pass a resolution illustrating
that the employee has been approved by the governing body.

REQUESTED COUNCIL ACTION: Authorization to hire Eric Brutger as a part time officer on an as needed
basis.

Resolution Authorizing Enrollment in PERA
WHEREAS
, the policy of the State of Minnesota declared in Minnesota Statutes 353.63 is to
give special consideration to employees who perform hazardous work and devote their time and skills to
protecting the property and personal safety of others; and
WHEREAS
, Minnesota Statutes Section 353.64 permits governmental subdivisions to request
coverage in the Public Employees Police and Fire plan for eligible employees of police departments who
position duties meet the requirements stated therein and listed below.
BE IT RESOLVED
that the City of St. Joseph, hereby declares that the position titled Police
Officer, currently held by, Eric Brutger meets all of the following Police and Fire membership
requirements:
1. Said position requires a license by the Minnesota peace officer standards and training
board under section 626.84 to 626.863 and this employee is so licensed;
2. Said position's primary (over 50%) duty is to enforce the general criminal laws of the
state;
3. Said position charges this employee with the prevention and detection of crime;
4. Said position gives the employee the full power of arrest, and
5. Said position is assigned to a designated police or sheriff s department.
BE IT FURTHER RESOLVED
, that this governing body hereby requests that the above-named
employee be accepted as a member of the Public Employees Police and Fire Plan effective the date of this
employee's initial Police and Fire salary deduction by the governmental subdivision.
