Mayor RE: BFA Grant Application: Sisters and Co(Cheryl Wilhelmi, Jodi Brinkman)
Richard Schultz
Councilors Background:
Steve Frank Cheryl Wilhelmi and her sister Jodi Brinkman are leasing a portion of the property at 31
Bob Loso Minnesota Street West. They will be opening an upscale clothing consignment retail storefront
Renee Symanietz and d.b.a. Sisters&Co.
Dale Wick
I met with Wilhelmi and Brinkman regarding a Business Façade Architectural Program grant.
EDA The duo propose replacing the existing window facing Minnesota Street with a larger store front
Doug Danielson window for greater visibility and aesthetic appeal. Sisters and Co are preparing for a summer
Steve Frank opening.
Larry Hosch
Gary Osberg Wilhelmi and Brinkman have received an estimate of $2,500 for the window replacement. A
Dale Wick representative from Sisters & Co. will be attending the EDA meeting on the 26th at/about 5:00
p.m. The application is attached.
I have previewed the proposed work under BFA grant guidelines. I am confident the window
replacement is exactly the type of project envisioned when the BFA grant program was
established.
Upon reviewing the proposed activity and meeting with Wilhelmi and Brinkman I find:
• The proposed project is eligible for the BFA grant and consistent with the intended goal
to further revitalization/renewal efforts.
• The property is current with taxes and assessments.
• The property is zoned commercial and is consistent with the City's Zoning Ordinance
and Comprehensive Plan.
• Work previously completed at the site is not in need of a building permit.
The EDA's 2014 capital allocation included funding for BFA Grant applications and other
revitalization efforts. The balance is sufficient to cover this BFA application. BFA program
oversight and authority for grant approval was delegated to the EDA.
Action:
EDA consideration of the grant application is kindly requested.
