Mayor Background:
Rick Schultz The St. Joseph City Council with assistance from a facility task force has been studying
administrative and police department space needs. The City Council is to vote on a
Councilors proposed government center which would replace the current City Hall structure.The
Steve Frank government center would be located on the same property and financed through a lease
Bob Loso revenue bond issued by the EDA.This is the same financing mechanism used for the initial
Renee Symanietz purchase of the current City Hall and the public works building on Elm Street.

In order to issue lease revenue bonds and economic development district must be created,
EDA similar to that which was created when the Millstream TIF project was approved.

Steve Frank Creation of an economic development district requires a public hearing.The economic
Gary Osberg development district can be designed to include other properties that may experience
Larry Hosch redevelopment in the near term (i.e.Al Zimmer house on Ash Street, Loso house across
Dale Wick College from City Hall, Dale Schneider rental lots, etc).
The EDA is asked to approve a special joint session with the City Council for 6 a.m.on
Thursday,April 17th to hold a hearing on the economic development district establishment.
Action:
A call for a special meeting is kindly requested.

Pursuant to a meeting of the Board of Commissioners of the Economic Development
Authority of the City of St. Joseph, Stearns County,Minnesota, was held at the City Hall Council
Chambers on , 2014, at :00 p.m., for the purpose, in part, of calling a
public hearing on the proposed establishment of Economic Development District No. 1.

Member introduced the following resolution and moved its adoption:
RESOLUTION CALLING PUBLIC HEARING ON THE PROPOSED
ESTABLISHMENT OF ECONOMIC DEVELOPMENT DISTRICT NO.
BE IT RESOLVED by the Board of Commissioners(the "Board")of the Economic
Development Authority(the"EDA")of the City of St. Joseph,Minnesota(the"City"), as
follows:
1. Public Hearing. This Board shall meet on , 2014, at
approximately p.m.,to hold a public hearing on the proposed establishment of
Economic Development District No. 1, all pursuant to and in accordance with Minnesota
Statutes, Sections 469.090 through 469.1082, inclusive, as amended.
2. Notice of Hearing; Filing of Program. The Secretary is hereby authorized to
cause a notice of the hearing, substantially in the form attached hereto as Exhibit A, to be
published as required by Minnesota Statutes, Sections 469.101, Subdivision 1.
The motion for adoption of the foregoing resolution was duly seconded by member
and, after full discussion thereof, and upon a vote being taken thereof,the
following voted in favor thereof:

Economic Development Authority(the "EDA")of the City of St. Joseph, (the "City"), Stearns
County, Minnesota,will hold a public hearing on ,2014, at _p.m., at
the St. Joseph City Hall, 25 College Avenue North, in the City of St. Joseph, Minnesota,
relating to the proposed establishment of Economic Development District No. 1,pursuant to
Minnesota Statutes, Section 469.090 through 469.1082, inclusive, as amended.
