As secretary to the Joint Planning Board I was contacted by Rich Remer to appear before the Joint Planning Board to discuss a proposed concept plan for the property formerly owned by Bob Herges and Rick Heid. Rick Remer is with American National Bank and they received ownership of the property. They are looking at opportunities to sell the property and how the Joint Planning Board envisions this property in the future. The City did not initiate any discussion or propose to annex the property, this agenda item merely started as an opportunity for discussion by the bank looking for opportunities. In a discussion with Heidi from Stearns County, she and Chelle Benson did meet with Rich Remer to discuss opportunities. The property in question is approximately 238 acres and based on the Stearns County Ordinance the six development rights could be established, one home per 40 acres. Knowing that that at some point the property could be annexed and subdivided, the exhibits prepared by Remer are an illustration of what a ghost plat could be. The agenda item is for discussion only, and I anticipate gathering additional items for future discussions. THIS PAGE INTENTIONALLY LEFT BLANK ST.JOSEPH DEVELOPMENT PLAN OBJECTIVE: The broad purpose of our project is to create a development opportunity that will be acceptable to both the City and Townships long term development plan for the property owned by American National Bank.The most appropriate development for the property is what we are seeking guidance for. NARRATIVE: Currently,the developable portion of the property resides in the township and is zoned and utilized for agricultural crop production. Based on the parcels and acreage on the north side of the Sauk River,the current ordinance would allow for six building entitlements. Due to the nature of the current market,the applicant wishes to develop the property with a rural nature to it while allowing and planning for the long term ability to subdivide the property further to a more urban setting when desired or annexation to the City of St.Joseph occurs. Roads are proposed to be designed and developed as rural with ditches and would be set such that sewer and water could be added at a later date. THIS PAGE INTENTIONALLY LEFT BLANK : ol-. .
