Administrator Judy Weyrens RE: Establishment of Economic Development District Mayor The EDA approved a resolution calling for a public hearing on this matter for April 17, 2014 Rick Schultz at the March EDA meeting. The public hearing was postponed. Therefore, the EDA is being asked to authorize a public hearing for May 1, 2014. Background information Councilors contained in the March memo follows: Steve Frank Bob Loso Background: Renee Symanietz The St.Joseph City Council with assistance from a facility task force has been studying Dale Wick administrative and police department space needs.The City Council is to vote on a proposed government center which would replace the current City Hall structure. The EDA government center would be located on the same property and financed through a lease Doug Danielson revenue bond issued by the EDA.This is the same financing mechanism used for the initial Steve Frank purchase of the current City Hall and the public works building on Elm Street. Gary Osberg Larry Hosch In order to issue lease revenue bonds and economic development district must be created, Dale Wick similar to that which was created when the Millstream TIF project was approved. Creation of an economic development district requires a public hearing.The economic development district can be designed to include other properties that may experience redevelopment in the near term (i.e.Al Zimmer house on Ash Street, Loso house across College from City Hall, Dale Schneider rental lots, etc). The EDA is asked to approve a special joint session with the City Council for 6 a.m. on Thursday, May 1st to hold a hearing on the economic development district establishment. Action: A call for a special meeting is kindly requested. JOSEPH, MINNESOTA HELD: April 23, 2014 Pursuant to a meeting of the Board of Commissioners of the Economic Development Authority of the City of St. Joseph, Stearns County, Minnesota, was held at the City Hall Council Chambers on April 23, 2014, at 5:00 p.m., for the purpose, in part, of calling a public hearing on the proposed establishment of Economic Development District No. 1. The following members were present: Danielson,Frank, Osberg, and Wick and the following were absent: Hosch Member introduced the following resolution and moved its adoption: RESOLUTION CALLING PUBLIC HEARING ON THE PROPOSED ESTABLISHMENT OF ECONOMIC DEVELOPMENT DISTRICT NO. 1 BE IT RESOLVED by the Board of Commissioners(the "Board")of the Economic Development Authority(the "EDA") of the City of St. Joseph, Minnesota(the "City"), as follows: 1. Public Hearing. This Board shall meet on May 1, 2014, at approximately 6 p.m., to hold a public hearing on the proposed establishment of Economic Development District No. 1, all pursuant to and in accordance with Minnesota Statutes, Sections 469.090 through 469.1082, inclusive, as amended. 2. Notice of Hearing: Filing of Program. The Secretary is hereby authorized to cause a notice of the hearing, substantially in the form attached hereto as Exhibit A, to be published as required by Minnesota Statutes, Sections 469.101, Subdivision 1. The property proposed to be included in Economic Development District No. 1 is described as follows: [INSERT DESCRIPTION] All interested persons may appear at the hearing and present their view orally or in writing.
