The Council had previously set a budget of 4.4 — 4.5 M for the project. BACKGROUND INFORMATION: The City utilized the services of a Construction Manager throughout the process. Therefore, when the project was bid, the City was not seeking a general contractor; rather, the bidding was for each component. RA Morton serves in the role of the general contractor and coordinates all the contracts and subs. This was a public opening attended by many local and regional contractors. The planning, design, estimating and bid process was a collaborative effort between the City Facilities Committee, Administration, HMA Architects, Design Tree Engineers, and R.A. Morton, Construction Managers. The large majority of the construction work will be completed by local area contractors. The results of this aggressive Bid Package were favorable and include the following highlights: • 36 independent sections were established and bid. • 329 local and regional contractors were directly contacted to inform them of the project and request bids for the project. • 14 independent builder's exchanges were informed of the project. • 238 contractors expressed interest in bidding the project. • 117 separate bids were collected and opened at bid opening. • 11 Alternates were bid to identify specific costs of value engineering ideas. Please see the attached handouts for bid results and overall project detail. a By utilizing a Construction Management bid process, exact costs by bid section have been obtained to verify the true cost of work as specified. We are very pleased with the level of local contractor interest and in the quality of the contractors who submitted low bids. The timing of this project has been extremely good and the City of St. Joseph is getting a great value. The next step in the process is to pre -award interview the apparent low bid contractors to confirm their bid amount and construction schedule. We anticipate there will be some contracts awarded to the second low contractors due to the selection of alternates or confirmation of bid completeness.
