Pursuant to due call and notice thereof the Joint Planning Board for the Township and City of St.Joseph
met in regular session on Monday, March 10,2014 at 7:00 PM in the St.Joseph Township Hall.
Members Present: Chair Jeff Janssen. Members Rick Schultz, Ralph Eiynck, Renee Symanietz, Hal
Undersander, Mike Koltes, Ross Rieke. Commissioner Mark Brommenschenkl.
Others Present: Brenda Stanger, Jerome Salzer,Ann Reischl
Aaprove Minutes: Schultz made a motion to approve the minutes of November 12,2013; seconded
by Eiynck and passed unanimously by those present.
Public Hearinq, Conditional Use Permit. Charles Koenig; Chair Janssen called the hearing to order to
which Weyrens stated the purpose of the hearing is to consider issuance of a conditionai use permit to
allow the construction of an office addition to an existing facility located in the Industrial zoning district.
The request for conditional use permit is in accordance with Stearns County Land Use and Zoning
Ordinance#439 Sections 4.8, 7 and 9.11.5V. The property under consideration is located at 8055
County Road 75, tegally described as that part of the S'/2 of the SE'/4 of the SW'/lying southerly of
County Road 75 in Section 12 of 5t. Joseph Township(124/29). The request for conditional use permit
has been submitted by VNC, St. Joseph MN for Charies Koenig, 25224 Forestview Cir. St. Cloud MN
56301.
Jerome Salzer requested that the Board restrict the roof line to that of the existing facility. Chair Janssen
stated that based on the drawings the submitted to the board for consideration, the office addition would
tie into the existing roof line; therefore that would not be an issue.
Salzer questioned why the property owner was required to submit an application for conditional use to
simpiy add office space. Weyrens responded that the County Ordinances does not list office space as
permitted;therefore, a conditional use permit is required.
There being no one further wishing to testify, nor no written testimony submitted to the board for
consideration, Janssen closed the public hearing at 7:10 PM.
Rieke stated that as preparation for the meeting he visited the property and agrees with the issuance of
the conditivnal use permit; however, he questioned if there would be an opportunity for the Board to add
some requirements for aesthetics.
Weyrens stated that the proposed office expansion has been reviewed in relation to the City's
transportation and utility plan and the proposed plan does not have a negative impact on the future
infrastructure. Stearns County has also submitted a staff report that indicates he proposed addition is
consistent with the Stearns County Comprehensive Plan and Land Use controls.
Symanietz made a motion to grant a conditional use permit to VNC on behalf of Charles Koenig to
construct an office addition at 8055 County Road 75 with the following contingencies:
9. Sign space is►imited to 250 square feet total area and a free standing sign shall not
exceed 25 feet above the average grade.
2. Any new lighting installed ms�st rraeet Stearns County Standards to include
deflecting light away from any ad%oiniRg property or public streets.
3. Any outdoor trash enc/osures must be enclosed on three sides per Section 7.3i of
Stearns County Ordinance 439.
4. The addition shal/meet the accessibillty portfon of the State Building Code,
Minnesota Rules, Chapter 9341;or successor rules,
