Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in special
session on Monday, August 04, 2014 at 6:30 PM in the St. Joseph City Hall opening with the Pledge of
Allegiance.
Members Present: Chair Matt Killam, Commissioners, Ross Rieke, Gina Dullinger, Chad Hausmann,
Daryl Schaefer. Council Liaison Rick Schultz. City Administrator Judy Weyrens.
Others Present:
Approval of the Agenda: Rieke made a motion to approve the agenda with the addition to discuss
the September meeting date. The motion was seconded by Schultz and carried unanimously by
those present.
Approval of the Minutes: Schultz made a motion to approve the minutes of July 7, 2014. The motion
was seconded by Hausmann and carried unanimously by those present.
52.09 PUD Provisions: Weyrens presented the Planning Commission with a proposed amendment to the
PUD Ordinance regarding the ratio of residential and commercial in the B1 Zoning District. Staff has
been working with a developer on a downtown project consisting of a residential and commercial mix.
Based on the current ordinance two levels of residential would not be allowed as current requirement
limits residential to 50% of the structure. Staff is asking to amend the PUD Ordinance rather than the B1
Ordinance so the additional rental should be allowed as part of a large development, not a single
property.
Schultz questioned what the changes to the Ordinance would be. Weyrens stated that the only changes
occur in 52.09.Subd 3b(2). Weyrens added that the change is expanding the portion of the space that can
be a rental. Rieke questioned if the Planning Commission would approve, would it go to the City Council.
Weyrens stated that there would need to be a public hearing at the next meeting and if approved, it will be
forwarded to the Council. Weyrens added that this change only applies to the B1 district which runs from
1 st Ave NE down to 2nd Ave NW.
Hausmann asked where the footage and measurements came from. Weyrens stated that staff reviewed
other municipalities and ratios used in similar situations. Schultz stated his only concern is how the
change in ordinance will affect further development areas. Weyrens stated that this only qualifies in
instances where there are multiple lots in the B1 zoning district being developed as a PUD. It is staff's
opinion that this standard would be acceptable for others developing in the zoning district so the provision
is not being amended for one project.
Rieke made a motion to approve a public hearing set for the meeting in September. The motion
was seconded by Hausmann and carried unanimously by those present.
Discussion: Schultz asked where the developer is at in the process. Weyrens stated that they are
in the process of submitting their final plans for the Planning Commission to begin reviewing.
Sign Ordinance: Weyrens stated that the public hearing for the signs has been delayed one month so that
both the Sign hearing and the PUD Ordinance hearing could be held in the same meeting.
Development Update: Weyrens updated the Planning Commission on current development projects
which include:
• Graceview Estates 4: Elite Development has purchased property near Klinefelter Park and is
following the preliminary plat for Graceview Estates. It is anticipated that he will be constructing
homes this fall. The Planning Commission has established that if a final plat is consistent with the
preliminary plat, they developer does not need to seek Planning Commission approval, only City
Council.
• Rivers Bend Plat 3: Cory Ehlert is developing another portion of the Arcon Development which
was preliminary platted in 2005 and amended in 2007. The proposed development is on the west

side of CR 121, across the street from Rivers Bend Plat 2 and will consist of single family homes.
He is also hoping to begin construction shortly.
Council Liaison Report
Schultz stated that two half cent sales tax meetings were held and input from the meetings will be put
together and sent out by Thursday.
Schultz presented at the school board hearing showing St. Joseph's thoughts on a long term plan for a K-
12 school at Kennedy School. Kennedy would be a third high school.
Tuesday is national night out and the Movie Under the Stars will be showing at Millstream at 9PM.
The APO meeting was very brief and the APO Long Range Transportation Plan was reviewed. There
were not too many issues relating to St. Joseph other than some congestion problems at some of the
main intersections.
Rieke stated he would like to give kudos to whoever designed the brochure for the Outdoor Movie Night.
Schultz mentioned that he has a friend in Willmar where they are modifying their ordinances on medical
marijuana. Schultz asked where St. Joseph would stand on an issue like that. Weyrens stated that it
would fall into the biomedical area, but will double check.
Weryens stated that for those on the Joint Planning Board, there will be a meeting on Monday, August
11 th at 7:OOpm. There will be a public hearing regarding a garage being constructed partially in front of
the home.
Adjourn: As the agenda had been completed, Killam adjourned the meeting at 7:02 PM
