Saint Joseph Park Board Meeting
August 27, 2014
6:00 p.m.
St. Joseph City Hall
Members Present : John Anderson (Chairman) Terry Thene (Staff Liaison) Bob Loso (Council Liaison)
Andrew Deuhs, Jody Keehr, Sharon Young, Troy Gorake.
Call to Order: 6:00 p.m.
Approval of Minutes: Approved
New Bussiness:
a.Tax Forfeited Land discussion
Kristi Mohs addressed the park board in hopes to encourage the city to pursue purchasing the
st
property at 714 1 Ave SW and having it become a new city park. After some discussion it was
determined to not be feasible for the city due to fiscal restraints. There were many other costs
associated with this property not known at the time of the proposal.
Old Business:
Matt Killam representing the Splash Pad Coalition addressed the park board to encourage the group
to recommend the splash pad to the city council. The projected cost of the project would be around
600,000. The coalition is hoping to raise 200,000 dollars in donation and asking the additional funds
be raised by using the city’s half cent sales tax. Many points were brought up as to where the park
would be located and whether the funds could even be used for such a project. A motion was
brought to go ahead and move the plan forward and the park board voted to accept the concept.
Liaison reports:
Terry Thene:
Report was given to update as to what has been happening in Park Terrace, the grading of the sledding
hill and the adjoining areas. A member asked if there were any new incidences of vandalism in the city
parks and Terry had no problems to report. An update to Cloverdale was also brought up and the plants
appear to be healthy and vibrant.
Bob Loso:
Budgets will be worked on in September. The group then asked about the use of sales tax and the
potential of using such funds for the Sauk River Park.

Terry has met with an individual who has been working on a rustic type of sign for trail use.

d.Klinefelter Project
The possibility of installing a pavilion was discussed. The parks original design was to be a walking
park with a focus on nature. So it was felt by some that this feature would be not needed here. John
brought up that, thought should be given to Millstream building and its current state and the
possibility of another future project. The prefab building /restroom facility was than viewed by the
park board and was very well received. It was also agreed that restrooms were needed at that
location. Judy was going to look at getting updated or current pricing for this.

b.Budget
Sauk River Park budgeted $7,500 for year 2015. $4,000 would be allocated for Millstream.
Master park plan was brought up by council member Bob Loso and it was suggested they be
redone. In the future to what the board agreed to a more realistic outlook that better fit with
the city’s budget requirements. After this budget cycle the Park Board’s balance would be zero.
