Dale Wick At the September meeting, EDA Member Wick reported on a City Council workshop. He noted
EDA the Council discussed re-prioritizing economic development goals. Specifically the Council's
shifting of focus from creating shovel ready lots at 1-94(Walz/GTI)to projects with a more

Gary Osberg in what has been referred to as"Parkway Business Center". At the September meeting the
Dale Wick EDA requested additional background information about the former development be provided
for discussion.
"Parkway Business Center"was a 52 acre proposed development east of the existing industrial
park. Plat and construction documents were prepared for the proposed development in 2008.
Prior to final approval of the project the developer defaulted on a loan and property ownership
reverted to Great Northern Bank(St. Michael)which has since merged with another bank and
been renamed First American Bank.
For your information, please find attached the preliminary plat of`Parkway Business Center', an
opinion of cost for improvements to the development, and a sales flyer for the property.As
illustrated:
• The 52 acre development is made up of four separate lots which are zoned for and
guided to business park/industrial development(similar to Buettner Business Park).
• Improvement costs are estimated at approximately$1 per square foot.
• The list price of the property is$1.2M or$.86/sf. The estimated market value of the four
combined parcels is$316,000 or$0.14/sf.
1 have contacted the bank regarding property pricing.The contact person has indicated a
willingness to discuss moving the property at a lower cost.
In addition I have asked a member of MDG staff who is a licensed real estate agent to provide
comparable sales pricing for vacant raw industrial land in Stearns County. I have also asked my
Associate to research and report on the competitiveness of industrial lots priced at or below
$2/sf. Additional information is expected in advance of the EDA meeting on the 22"d.
At this time there are four industrial lots available within the City of St.Joseph, two of which are
build-to-suit. The information provided is intended to facilitate discussion about the merit of
actively developing additional shovel ready lots.

ACTION
Discussion regarding the creation of shovel-ready industrial lots with participation by the EDA is
kindly requested. A potential first step is to authorize one or two EDA members to meet with
bank representatives and City/consulting staff to determine whether or not a suitable structure
for development could be defined.
