Regional Human Rights Joint Powers Board Meeting
Wednesday, November 5, 2014 at 5:00 PM in Conference Room #1 of St. Cloud City Hall
1.Call to Order
2.Appointments to the Regional Human Rights Commission
There are currently 3 vacancies on the Human Rights Commission. Attached are
the applicants on file for your consideration. Since your last appointments, there is one
new applicant Emily Ackerman. The other applicants were considered previously
when there were more applicants than vacancies.
The most recent appointment, Julie Pratt-Blenker, did not attend any meetings.

In addition to filling vacancies, the Board can re-appoint Judy Foster and Val
Young to new terms ending 2017.
3.Regional Human Rights Office Budget.
The primary expenditure of the Joint Powers Board (JPB) is to pay the State of
Minnesota for services to provide a local, regional human rights office. The annual
contract amount has been $110,000. In 2014, the JPA was to pay the State $93,000 and
utilize some fund balance held by the State to make-up the difference to $110,000.
In the past, the City of St. Cloud utilized CDBG funds for approximately $70,000
of the total. The office of Housing and Urban Development (HUD) has determined that
we cannot utilize CDBG funds for the program anymore.
In 2014, the City paid the State $55,433.18. At the same time, we requested:
1)The staff of the office be reduced to one instead of two to reflect the existing
workload. This could be accomplished by using staff for other outstate
caseloads while still being housed in St. Cloud or other options as desired by
the State.
2) Existing fund balances be utilized to make-up any difference.
The City budgeted $50,000 for the program in 2015. We have had productive
conversations with Commissioner Lindsey about the State Department of Human

after the elections.
