HomeMy WebLinkAbout[04e] Treasurer Report Council Agenda Item 4\[e\] MEETING DATE: November 10, 2014 rd AGENDA ITEM: Financial Report – 3 Quarter 2014 & September 2014 Financial Reports SUBMITTED BY: Finance BOARD/COMMISSION/COMMITTEE RECOMMENDATION: N/A stnd PREVIOUS COUNCIL ACTION: Council accepted the 1 and 2 quarter, July and August Financial Reports. BACKGROUND INFORMATION: Quarterly and monthly reconciled cash/investment and budget to actual position are provided for Council review. The numbers presented are the cash balances as of September 30, 2014. There are a couple points to highlight from the reports. CASH POSITION : - The market rate of return is approximately 1.43% with an average maturity of two years. On th September 30 the 10-year Treasuries were 2.46%; 2-year Treasury is 0.56%. The City tiers the maturity dates within the boundaries of the Investment Policy. The tiered maturity dates has helped the City maintain a higher rate of return than the current market. Sentry Bank and the Central MN Credit Union have given the City favorable rates on the money market and CD accounts. - Interest earnings for 2014 have rebounded in comparison to 2013. The City’s policy is to hold investments until maturity. GASB 31 requires the City to mark investments at the current market value as of the close of each month. In doing so, earnings will show great fluctuations. Since the City holds investments until maturity, investment earnings over the life of a security will be healthy. The alternative would be for the City to invest in money market funds. The money market funds are earning interest similar to the Treasury rates and would equate in much lower returns than the securities we hold. Interest earnings through September total $151,757. - Overall, the cash and investments balance increased $136,662 from the beginning of the year. FUNDS REPORT : General fund - The spent 75% of the 2014 budget and received 51% of the revenue budget. nd Expenditures are mainly operational in nature. The 2 half state aids and tax settlement will be received in December (the largest portion of general fund revenue). Enterprise Funds - The show expenses more than revenues. The reports show 9 months of expenses and 8.5 months utility revenue received. The revenues will show positive as the year goes on. The amounts include debt interest payments and operational activity for the year. The proceeds for the 2014A water revenue bonds issued in June were removed from the revenues. Water fund analysis (fund 601/501) – The enclosed spreadsheet shows an analysis of the water fund, including the Water fund (601) and the Water Access fund (WAC-501). The City has received a few WAC charges in the first three quarters. The Graceview 4, Rivers Bend 2 and Bayou Blues and Flats developments will be fall 2014 projects. Construction (WAC fees) is anticipated to pick up once the developments go in. The water tower project is near completion with a few punch list items to correct. ½ ¢ Sales Tax (fund 200): The sales tax fund has a balance of $1,328,179 at the end of September. The City anticipates collecting $3,372,754 in sales tax revenue through 2018; $2,360,415 was collected to date. Collections the past couple of years have been higher. The distribution formula is reviewed annually between the area cities. St. Joseph has gained a higher percentage of the distribution each year. Population and sales taxes paid increased St. Joseph’s share of the distribution. Also, the economy is showing improvements where people are spending more. The anticipated expenditures total $1,721,433 leaving approximately $1,651,321 remaining for future projects. The balance includes transfers from the General and Recreational Center funds. CIP REPORTS: - Capital outlay has seen some activity so far in 2014. The Council approved a study to move the power lines off of Minnesota Street, the police dept replaced squad 704 (and squad equipment) with a leased squad, public works replaced loader tires and the line tracer for locates, the EDA has been working with businesses for new developments and continues their building façade program, the fire dept replaced some turnout gear, and the Park Board completed the Cloverdale Park improvements. - Other projects include sewer line televising and lining. The storm water education programs continue with the water festival and regional training material. The EDA is working with CSB and Joe Vogel to update the Where’s Waldo maps of the City and participated in a hotel study. Facilities, Aquatic amenities and the extension of the half cent sales tax initiative continue into th the 4 quarter. - SEH has been busy with Park Terrace improvements, Water Tower refurbishment, Main Lift Station improvements and wrapping up the 2013 projects. The 2015 project planning is beginning also. Engineering is also involved in the new developments and cellular antenna upgrades. It has been a busy project year for SEH.
