HomeMy WebLinkAbout[06b] Feasibility Report - 2015 Alley Project (6b) Council Agenda Item MEETING DATE: November 10, 2014 AGENDA ITEM: Feasibility Report – 2015 Alley Project SUBMITTED BY: Administration BOARD/COMMISSION/COMMITTEE RECOMMENDATION: The EDA Director coordinated and conducted a meeting with the property owners abutting he east/west and north/south alley in the 100 block. The majority of the property owner would like the Council to move forward with the feasibility report to improve the alley. PREVIOUS COUNCIL ACTION: During the 2015 Budget discussion, the Council contemplated improving some of the downtown alleys as part of the improvements for 2015. The project would be financed with special assessments and tax levy. BACKGROUND INFORMATION: The first step in the process is authorizing the City Engineer to complete the feasibility study. The feasibility study includes survey work and identifying the scope of work, which includes a proposed assessment. Completing the feasibly study at this time would allow the project to bid in early 2015. The property owners have indicated that they would like to improve their parking areas at the same time. BUDGET/FISCAL IMPACT: ATTACHMENTS: Request for Council Action Proposed Resolution REQUESTED COUNCIL ACTION: Provide direction as to whether or not to proceed with the feasibility report. This page intentionally left blank Resolution 2014-035 Ordering Preparation of Report on Improvement 2015 Alley Project WHEREAS, it is proposed to improve alleys, (to be determined by the Council ) , in the downtown area, and to assess the benefited property for a portion of the cost of the improvement, pursuant to Minnesota Statutes, Chapter 429. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH, MINNESOTA: That the proposed improvement be referred to Randy Sabart, SEH, for study and that he is instructed to report to the council with all convenient speed advising the council in a preliminary way as to whether the proposed improvement is necessary, cost-effective, and feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended.
