The current contract with Republic Service\Allied ends December 31, 2014. BACKGROUND INFORMATION: Area refuse companies were mailed an invitation to bid refuse service for the residential accounts. The City did not include a provision to include a recycling incentive as recycle bank has not been effective as in the beginning and will not be available shortly. Based on the bids submitted, the lowest proposal is from the current provider, Republic Services/Allied. A bid summary follows this request. Enclosed please find the current contract Steve Frank between the City of St. Joseph and Allied Waste as well as the current refuse statistics. The Bob Loso bid for service must minimally include the following services: Renee Symanietz 1. All City refuse will be picked up once each week, with recycling bi-weekly. Dale Wick 2. Spring and Fall cleanup, 2 successive weeks, twice annually. 3. Appliance/Electronic Pickup, Spring and Fall, (the Saturday following the last spring and fall pickup). 4. One Dumpster for City Hall, Fire Facility, and Millstream Park (2 yard) 5. Provide and maintain both the waste and recycling containers The attached bid form must be submitted in a sealed envelope to the City Administrator, PO Box 668, St. Joseph MN and clearly marked on the outside "Bid Proposal for Refuse Collection Service". All bids must be received no later than 1:00 PM November 14, 2014. In addition to the bid form, a narrative describing your company and the location of the transfer station used by your company must be submitted. The City Council will review the bids and consider award on November 20, 2014. The current contract expires December 31, 2014 and the new contract will begin January 1, 2015. Residents have the choice of a 30, 60, or 90 gallon container. In addition to regular refuse, recycling materials are picked up curbside every other week. Once in the spring and again in the fall, the City provides a cleanup for two successive weeks. This pick up allows residents to place large and unlimited items curbside, with the exception of hazardous materials that cannot be placed in a landfill. Once in spring and once in fall residents have the opportunity to dispose of up to two appliances/electronics at no additional cost. The City Hall provides space for the refuse hauler to accept the appliances and provides staff to assure that only residents are using the service. City staff does not help with the loading and unloading of appliances. The City operates a compost area for residents to dispose of yard and garden waste. The refuse hauler is not expected to pickup compost material nor is the City interested in adding a weekly pickup for compost. As a company we have not seen theresults from this program that we believed we would see, given our cost. However, we are providing you with the option of staying on the Recyclebank program or to adjust the program and discontinue the ACTIVE portion of the program where we count every cart on a street and allot Recyclebank points based on volume collected and participation levels by residents. If you choose to discontinue the Recyclebank program, we are going to allow residents to keep all of their current points and rewards, plus allow you to 'Earn & Learn' future points on the Recyclebank website. You'll still keep your account open and active, be offered great deals on all kinds of items and programs, but points will be earned by participation on their website rather than measuring the carts and volume. This will be much easier for residents and much less expensive for all. All material will be hauled to our transfer station then to either Pope/Douglas or Elk River Landfill locations. Recycling will be hauled to our Twin Cities Material Recovery facility located at 1800 Broadway Street NE, Minneapolis MN 55413. We would like to create three zones in the City, which would allow us to split up the service days. This will allow us to provide the best service possible. Our scheduled service days would depend upon the zone, would be Monday, Tuesday & Friday. Refuse and recycling would be serviced on the same day, with recycling being every other week. Waste Management will collect and dispose of all residential MSW and recycling, parks (seasonal) and city operated buildings for the City of St. Joseph in a safe, efficient and timely manner. We will take the materials to the proper sanitary landfill destination or Material Recovery Facility. We will be using automated side load trucks. They are safer because our drivers do not have to get out of their vehicles to handle the materials. For dumpster service, we will provide front load containers that are serviced using a front load truck.
