HomeMy WebLinkAbout[05] Public Hearing - 2015 Fee Schedule Council Agenda Item 5 MEETING DATE: December 4, 2014 AGENDA ITEM: Public Hearing - 2015 Fee Schedule SUBMITTED BY: Finance All Boards, Commissions and BOARD/COMMISSION/COMMITTEE RECOMMENDATION: Department Heads provided input to the proposed 2015 fee schedule. Council met in November to review the fee schedule. PREVIOUS COUNCIL ACTION: A public hearing is required under State Statutes prior to BACKGROUND INFORMATION: changing the fee schedule. Staff published a public hearing notice in the November 29, 2014 St. Cloud Times. The proposed fee schedule was placed on the City website for public viewing. Fees proposed to change are highlighted in yellow. New for 2015, staff recommends adopted a three- year schedule for Appendix C – Utility Fees. The utility rate studies indicate the proposed fees are necessary for the Enterprise funds to operate. The area cities adopt their rates a few years out also, with an annual review. Enterprise funds are business-like funds where their fees and other revenues sources should cover operations, including depreciation, and debt payments. The water and sewer funds are dependent upon connection fees in new developments along with transfers or levies from other funds to operate. The increased fees over the next few years will help these funds be less dependent on new development, reserves and levies. The refuse fund had a rate decrease in previous years. Council opted to reduce the rates to spend down the equity balance. Staff recommends rates to increase in the next couple years to balance the refuse fund operations by year 2017. The following chart summarizes the utility rates on an average single family home and medium sized commercial user proposed for 2015 – 2017 with a comparison to the current 2014 rates. I included a summary of single family rates to the area cities for an estimated comparison. I added our refuse/ storm water/ street light utility fees to the cities that opt these charges in their general fund to closer compare the cost to St. Joseph’s cost. This summary is to provide an outlook of what the rates may be based on current projections. SF Home 191.66 No response **Conservation Laws go into effect. th After the November 20 council meeting, Councilmember Wick suggested the Coalition dues and website fees could be moved from the Refuse fund to the General fund in the amount of $17,095. This would add back the levy tax rate of approximately 0.5% and reduce operational costs in the Refuse fund. In doing this, the refuse rates could remain unchanged for 2015 and 2016 with an increase in 2017 to operational balance the Refuse fund by 2017. The cost/savings to the residential customers is a wash for 2015. Moving these costs to the levy will allow the non-residential customers to participate in the website contract and Coalition dues. The Coalition dues and website costs were placed in the Refuse fund a couple years ago. The Council opted to use the unspent refuse equity built up from many years ago to fund these expenses as the LGA was cut and market values decreased. The schedule on the previous page does not reflect this change ($1.09 less to the SF customers in 2015 and 2016). Staff requests adoption of the 2015 fee schedule to begin charging new rates beginning January 1, 2015.
