HomeMy WebLinkAbout[04.1a] Minutes - Dec 17 December 17, 2014 Page 1 of 1 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in special session on Monday, December 17, 2014 at 4:00 PM in the St. Joseph City Hall. Members Present: Mayor Rick Schultz, Councilors Renee Symanietz, Dale Wick, Bob Loso, Steve Frank. City Administrator Judy Weyrens City Representatives: Public Works Director Terry Thene Loso made a motion to approve the consent agenda, seconded by Wick and Consent Agenda: passed unanimously. a. Minutes – Approved the minutes of November 20, 2014 and December 4, 2014. b. Bills Payable – Approved check numbers 048664-048733, Payroll EFT# 001008-001012 and accounts payable EFT #001675-001676. c. Treasurer’s Report – Accepted the October & November 2014 Treasurer’s Report. d. St. Could Area Response Initiative – Authorized Chief Klein to enter into a Memorandum of Agreement with the Central Minnesota Mental Health Center. e. Squad Computer Grant – Allowed Chief Klein to apply for grant provided by the MN Department of Traffic Safety. rd f. Gambling Reports – Accepted the 3 Quarter Gambling Report. Finance Director Vacancy: The Council discussed the Finance Director vacancy and options for filling the positions. Weyrens reminded the Council that only two applications were received, both of which were interviewed by the Council. At the conclusion of the interviews Weyrens was to check on one of the candidates, but before that could be done some additional information had come forward and Weyrens is requesting direction from the Council. Mayor Schultz stated that the Finance Director is an important position for the City and the City should not settle on a candidate; rather it has to be a good fit. At the same time he stated the Council needs to be aware of the immediate need to fill the position. Weyrens stated that another short term option for completing some of the financial duties is outsourcing. She was contacted by Abko Eich Myers (AEM) about providing financial services. A facet of AEM is providing Finance Director services to communities and work with approximately 20 communities, both large and small. If they were to complete all the functions of the Finance Director the annual cost to the City would be approximately $ 80,000 and they would request a three year contract with an inflationary increase each of the years. They would also provide short term relief at an estimated cost of $ 8,000 per month. Schultz stated that while it is an option, he believes the City would be best served by a full time City employee staffed in the office, to which the Council concurred. After considerable discussion the Council by consensus requested the Personnel Committee (Schultz, Wick and Weyrens) continue the discussion with the candidate from Cold Spring with the anticipation of bringing back a recommendation to hire. Wick made a motion to adjourn at 4:45 PM. The motion was seconded by Frank and Adjourn: passed unanimously. Judy Weyrens Administrator
