HomeMy WebLinkAbout2014 [02] Feb 05 February 5, 2014 Page 1 of 2 Pursuant to due call and notice thereof, the Fire Board for the City of St. Joseph and Townships of St. Joseph and St. Wendel met in regular session on Wednesday, February 5, 2014 at 6:00 PM in the St. Joseph Fire Hall. Members Present: Fire Chief Jeff Taufen, City of St. Joseph Representative Bob Loso, St. Joseph Township Representative Jeff Janssen, St. Wendel Township Representative Greg Salk. City Administrator Judy Weyrens. Others Present: Justin Honer, Assistant Fire Chief Minutes: Loso made a motion to approve the minutes of the November 6, 2013 meeting as presented; seconded by Salk and passed unanimously. Financial Report: Weyrens presented the following 4th Quarter Financial Summary: Revenues $ 343,417.28 Expenditures $ ( 347,380.06) Fund Balance $ 498,667.69 Weyrens stated that the report reflects receipt of approximately 98%of budgeted revenues and 89% of budgeted expenditures which is typical for this time of year. Weyrens stated that typically the Fire Department receives a $ 15,000 donation from the College/Monastery of St. Benedict; however it is not reflected in the 2013 summary as it was not received until 2014. The donation will be recorded as a receivable and credited to activity for 2013. Based on projections, the fund should not need assistance from the reserves. Loso made a motion to accept the 4th Quarter Financial Report as presented; seconded by Salk and passed unanimously. State Fire Convention —Taufen reported that annually the Fire Board has authorized the attendance of two members to the State Fire Convention. The Convention will be held in Owatonna, June 12—June 14. In addition to the Fire Board authorizing the attendance of two members, the Relief Association also pays for two members to attend. Taufen stated that the conference is a good training and networking opportunity. Loso made a motion to authorize the expenditure to send two fire firefighters to the annual State Fire Convention in Owatonna. The motion was seconded by Janssen and passed unanimously. Fire Boots—Taufen requested authorization to purchase 10 sets of boots at a cost of$ 325 per set. Taufen stated that the Fire Board starting budgeting to replace 10 sets of boots each year for the next three years, with the first 10 sets purchased in 2013. Salk made a motion to authorize the purchase 10 sets of boots as requested; the motion was seconded by Loso and passed unanimously. Data Entry Salary-Taufen reported that the fire department is responsible for entering all call data into software that reports activity to the State. Currently Shirlie Brill is responsible for the data entry and for the past 8 years she has been paid $ 150 every six months. Over the past years the calls have increased as has the reporting. She has been keeping track of her time and during the past six month period she has recorded 22 hours. Currently firefighters are paid $ 10.00 for responding to calls and based on her time she is not even making the call hourly rate. Taufen recommended that the Board change the pay for the data entry position to$ 10.00 per hour. The Fire Board agreed that she should be compensated for her time and recommended increasing the six month pay and not convert the position to hourly compensation. In addition, they understand that she has put in additional hours and the Board can only consider hours moving forward. Therefore, Salk made a motion to increase the data entry compensation from current$ 150 per six month period to$225 February 5, 2014 Page 2 of 2 per six month period,effective January 1, 2014. The motion was seconded by Janssen and passed unanimously. Surplus Equipment: Taufen stated that he has gone through the inventory for the fire department and is requesting the Fire Board declare the following as surplus property, allowing the same to be sold through govdeals.com: • 15 Air packs, 27 air bottles, and 29 masks(FEMA grant retired this equipment) • 7—rolls of 5" LDH—equipment replaced in 2001and has not been used since. • Positive Pressure Fan—originally purchased in 1995, retired in 2013 with the purchase of engine#1. • Generator—The generator is old and heavy to handle. Two smaller units have been purchased to replace this unit. Loso made a motion to declare the aforementioned property as surplus, allowing the same to be sold through govdeals.com. The motion was seconded by Salk and passed unanimously. Membership: Taufen reported that the City is accepting applications for two firefighters with an anticipated start date of June 2014. Turnout Gear: Taufen reported that the department is in need of two new sets of turnout gear for two of the newly hired firefighters who have completed the entry requirements. Each gear set is approximately$ 1,800 and is fit to the firefighter. Loso made a motion to authorize the purchase of two new sets of turnout gear as requested,at an approximate cost of$3,600.00.
