JOSEPH ECONOMIC DEVELOPMENT AUTHORITY Meeting Minutes—Wednesday December 17, 2014 Present: Board Members Doug Danielson, Steve Frank, Larry Hosch, Gary Osberg, and Dale Wick. Absent: None. Also present: EDA intern candidates and EDA Director Cynthia Smith-Strack. Call to Order. Chairperson Wick called the December 17, 2014 meeting of the St. Joseph EDA to order at 5:00 p.m. Agenda. Frank introduced the agenda, second by Danielson with moving item 6(c)internship candidate interviews up to immediately following item 3(public comment). Motion carried 5-0. Public Comment. None. EDA Internship Candidates. The EDA interviewed three intern candidates. The available EDA internship is focused on working on a specific task i.e. bringing the Farmer's Market downtown. Following interviews with three applicants the EDA agreed by consensus to offer an internship to a candidate from the College of St. Benedict. Approval of Minutes. Chairperson Wick introduced the minutes from the November 13, 2014 regular EDA meeting and the November 13, 2014 special joint session with the City Council. Motion by Osberg, Second Frank to approve the November 13, 2014 regular EDA and November 13, 2014 Joint EDA/Council meeting minutes. Motion carried 5:0 Accounts Payable. Wick introduced the agenda item noting AP was for both October and November as the November meeting was held prior receipt of October invoice. Motion by Osberg, Second Wick to approve October and November accounts payable and November financial reports. Motion carried 5:0 TIF Disbursements. Wick introduced the agenda item and referenced second half TIF payments for Millstream Shops/Lofts in the amount of$13,447.30 and St. Joe Meat Market in the amount of$1,914.92. Motion Danielson, Second Osberg to approve TIF disbursement requests in the amount of$13,447.30 for TIF 2-1 and$1,914.92 for TIF 2-2. Motion carried 5:0. Abatement Disbursement. Wick introduced the agenda item and referenced a tax abatement payment in the amount of$50,000 to Coborns. Motion Osberg, Second Frank to approve disbursement of an abatement payment in the amount of $50,000 to Coborns. Motion carried 5:0. December 17,2014 EDA Meeting Page 1 5 EDA Annual Report to City Council. Wick introduced the item and noted he and another Board Member needed to leave the meeting shortly. Consensus of the EDA to table review of the annual report until the January meeting. Business Development Report. Wick introduced the agenda item. Strack reported a feasibility study for alley/parking improvements in the 100 block of West Minnesota Street was underway. Property owners abutting the alleys indicated a desire to meet with staff to review the study upon completion. CSB will not be partnering with the EDA on an update of the marketing map. Instead they are willing to purchase maps for distribution on campus. Bayou Blues/Alley Flats stakeholders are continuing to seek tenants and a lead lender for the multi-use project. The Central Minnesota Credit Union has filed a lot combination request. The lots are just west of McDonalds and will enable the siting of a new facility at the property. The Sandhu's fresh na'an bakery is open. Information was prepared and distributed to a national site selector. The solicitation was for potential warehouse sites. Announcements. None. Adjournment.
