HomeMy WebLinkAbout[04i] Squad Car 4(i) Council Agenda Item MEETING DATE: February 2, 2015 AGENDA ITEM: Squad Car: Requested Action: Authorize execution of the Lease Agreement with the State of MN for a 2015 Chev Tahoe and purchase of equipment not to exceed $ 11,000. SUBMITTED BY: Police Chief BOARD/COMMISSION/COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: For many years, the council has allowed the Police Department to replace squad cars on a regular basis of 3 to 4 years per squad with mileage ranging between 75,000 to 100,000 miles. This continued practice has been able to keep maintenance costs lower, has kept squads from being out of service due to major problems, maintained the integrity and safety of our vehicles, and has ultimately helped in keeping liability to the city as low as possible due to well maintained and newer vehicles. BACKGROUND INFORMATION: The Police Department is set to replace squad unit 702 which is a 2010 Chevrolet Tahoe, police package. This vehicle is leased through Fleet Services with the State of Minnesota and due to be returned. The Police Department is requesting permission to replace this vehicle with a 2015 Chevrolet Tahoe police package, four wheel drive. Squad 702 has worked well for the department as it has a spacious interior, allowing the equipment in the squad to remain temperature controlled and dust free. 702 is currently two wheel drive and has served its purpose well, but, 701 and 704 are all wheel drive squads which have shown to work very well in winter giving officers better control and safer handling. Most of the equipment in squad 702 is scheduled to remain as it has been used only in the 2010 Tahoe and is useful for another rotation. Two pieces of equipment in the squad I am looking to replace are the radar and video camera. Both of these items were used previous to 702 and have not been working properly because of their age. I also will need to replace the very rear cage because of a body style change. There are two options for obtaining this vehicle: purchase or lease. At this time the budget does not allow for a purchase of a new squad. To lease the vehicle, the city would be looking at a lease payment per month of approximately $678.08 for a 4 year/85,000 mile lease from the State of Minnesota. The benefits of the lease are all maintenance and repair costs are included in the lease price. The only things the lease does not cover is insurance, fuel, and tires. The current lease payment for the 2010 Chevrolet Tahoe is approximately $497.55. This price was lowered in 2013 because the lease was extended to five years instead of the original 4. Originally, the 2010 Tahoe Lease was $683.24. The equipment needed for a new squad including installation and equipment will be approximately $11,000.00. This equipment will be paid for by CIP and forfeiture funds.
