PREVIOUS COUNCIL ACTION: The Council authorized the Engineer to prepare the feasibility report for
the proposed 2015 Street Improvements.
BACKGROUND INFORMATION: The construction of local improvements is regulated through the 429
process which includes a series of resolutions that must be adopted by the Council. The City Council has
already completed the first resolution by ordering the feasibility report. The second step is to review
and accept the feasibility report and if ready adopt a resolution ordering the hearing for the public
improvement, providing residents with notice of the proposed improvement and projected assessment.
The purpose of this hearing is not to focus on the assessment; rather the merits of the project. At this
time the project is not designed and the numbers are merely an estimate. Residents will have an
opportunity at a later time to discuss the assessments when final numbers are available.
If the Council is ready to move forward the following schedule could be used:

Prepared for City of St. Joseph
1.0 Scope
This report addresses the proposed pavement bituminous overlay, reclaim and pave, and
reconstruction improvements to the following streets. The project locations are illustrated on
Figures 1 and 2.

Construction of the proposed improvements is considered for summer of 2015.
2.0 Feasibility
Having investigated the facts relating to construction of the proposed improvements, it is my
opinion from an engineering perspective that the proposed project is feasible, cost-effective,
and necessary.
3.0 Background
The proposed streets identified in the table above, have been identified in the City's 2008
Pavement Management Improvement Plan and the City's 2015 Capital Improvement Plan for
scheduled street improvements.
Preventive and corrective pavement maintenance activities and surfacing improvements to
existing streets are evaluated on pavement surface conditions, pavement age, the functional
classification (i.e. local street or collector street), and the age and condition of underlying
utilities. The goal of preventive maintenance activities is to extend the pavement's useful

service life prior to the onset of fatigue -related pavement failure and the need for more costly
reconstruction activities.
3.1 Overlay
A bituminous overlay is used on all types of roadways for functional improvements including
enhanced smoothness, friction, and profile of the roadway. Overlays are applied over stable
pavements with a sound (gravel/subsurface) base where visible surface distresses may
include moderate to extreme raveling, longitudinal and transverse cracks, and a moderate
amount of existing patching in good condition. Depending on the traffic levels, an overlay will
help extend the service life of a bituminous street an additional 10- to 12 -years when
combined with other maintenance techniques.
3.2 Reclaim and Pave
A reclaim and pave is the process of pulverizing and blending the in-place bituminous
pavement and a portion of the underlying aggregate material to produce a uniform graded
aggregate base. The resulting composite aggregate mixture is compacted and overlaid with
new layers of bituminous pavement. A reclaim and pave operation is recommended where
significant block cracking is occurring, but the pavement structure is still intact. Block cracks
are interconnecting cracks that divide the pavement into "blocks" that may range in size from
1 foot by 1 foot to 12 feet by 12 feet in size. Block cracking is not due to excessive pavement
loading and is usually associated with aging pavement.
3.3 Reconstruction
Full -depth reconstruction of the bituminous layers, aggregate base, and sometimes material
beneath the aggregate base, called the subgrade, is recommended where severe failures
appear in the form of pavement displacement (i.e. significant potholes) or "alligator cracking,"
especially in wheel paths or load -associated areas.
3.4 Clinton Village Addition Existing Conditions
The streets and utilities in Clinton Village were originally constructed in 1983. The pavement
section consists of a 36 -foot wide urban section, with a 2 -inch layer of bituminous, overlying a
5 -inch aggregate base, which supports a light 7 -ton structural design. As it approaches 32
years of service, the pavement surface is in poor condition and illustrates several distresses
including cracking (alligator, transverse, and block) and weathering. The surface has
deteriorated to a degree where it is no longer a cost-effective candidate for preventative
maintenance activities. The last known seal coat was applied in 1997.
The existing curb and gutter is still primarily functional, though there are isolated sections
where the gutter grade is not uniform, which results in slow drainage and ponding in the
gutter pan. Additionally, there are sections of curb and gutter surface that exhibit significant
spalling and/or cracked joints.
Municipal utilities within the subdivision were also constructed in 1983. Staff report the
sanitary sewer and water main continue to be in a serviceable condition, and have not
reported any significant operational problems. Storm sewer is also in-place with inlets located
mid -block along Sixth and Seventh Avenues and on Sixth Avenue between Minnesota Street
and Ash Street.

3.5 Northland, Northland Plat 2, Northland Plat 3 Existing Conditions
The streets and utilities in the Northland subdivisions were originally constructed in three
phases between 1991 and 1994. The pavement sections consist of a 36 -foot wide urban
section, with 2.5- to 3 -inches of bituminous, overlying a 5 -inch aggregate base, which
supports a light 7 -ton structural design.
The streets have been in service for approximately 20-23 years, and the last preventive
maintenance activity was a seal coat in 2005 and crack seal in 2012. The pavement surface
is in fair condition with isolated patches exhibiting load -related failures. The predominant
pavement distresses are age-related weathering, large block and transverse cracking, and
some isolated areas of fatigue (alligator) cracking.
The existing curb and gutter is generally in good condition, though there are some isolated
sections where the gutter grade is not uniform, which results in slow drainage and ponding in
the gutter pan. Gutter settlements appear to be limited to areas where it is believed the
building water and sewer service trenches have settled overtime.
Staff report the sanitary sewer, water main, and storm sewer continue to be in operable
condition, and have not reported any operational problems.
4.0 Proposed Improvements
4.1 Clinton Village Addition
4.1.1 Street and Trail Improvements
The proposed street improvements consist of reclaiming the existing pavement structure
between the curb lines to a depth of approximately 7 inches. Approximately 3.5 inches of the
pulverized aggregate mixture would be salvaged and removed to accommodate construction
of a new 2 -inch bituminous non -wear course and a 1.5 -inch bituminous wear course. The
resulting street section would meet a light 7 ton pavement design.
The existing pedestrian trail between Lots 6 and 7, Block 3 on Birch Street W connects the
Clinton Village subdivision to Hollow Park to the northeast. The existing trail section is an
unpaved gravel base. A portion of the trail within Hollow Park was paved in conjunction with
the 2014 Park Terrace Improvements, and it is proposed to pave the remaining section of trail
between Hollow Park and Birch Street W as part of the proposed improvements.
Aerial photos suggest a portion of the existing gravel trail lies outside of the formal Clinton
Village plat boundary and on property owned by the Sisters of St. Benedict. It's unknown if
the trail is constructed within a dedicated easement; however, it is recommended that the
existence of an easement be further researched and dedicated if necessary.
4.1.2 Utility Improvements
To improve drainage conditions in the curve at the southeast end between Ash Street Wand
6th Avenue NW, a small storm sewer extension with two inlets (catch basins) is proposed. It's
been observed that drainage in the gutter pan is slow and water ponds along the curved
section of the street. The proposed storm sewer would connect to the existing system at the
intersection of 6th Avenue NW and Ash Street W.
There are no main line sanitary sewer or water main improvements proposed. Minor utility
appurtenant work, including adjustment of the existing manhole and gate valve box castings,
will be performed as part of the street surfacing improvements.

4.2.1 Street and Trail Improvements
The proposed street improvements consist of constructing a 1.5- to 2 -inch thin bituminous
overlay as illustrated by the typical section on Figure 4. Prior to the overlay construction, the
outside 6 feet (+/-) of bituminous pavement surface next to the concrete gutters will be milled
down approximately 1 inch to allow the new pavement layer to be paved nearly flush with the
concrete gutter pan. Additionally, to address the areas of alligator cracking, full depth removal
and patching is recommended. Abutting driveway pavements are not overlaid/rehabilitated
with street overlay projects unless they are impacted by replacement curb and gutter or utility
construction.
Similar to Clinton Village, there are no main line sanitary sewer or water main improvements
proposed. Minor utility appurtenant work, including adjustment of the existing manhole and
gate valve box castings, will be performed as part of the street surfacing improvements.
To improve park access and maintenance, the existing gravel pedestrian trail between
Hickory Court and the Northland Park parking lot (north of Gumtree Street E) is proposed to
be paved in conjunction with the bituminous street improvements. Similarly, it is also
proposed to extend the existing paved trail between Iris Lane and the newly installed
playground equipment at the north end of Northland Park.
4.2.2 Other Improvements
Since the proposed overlay improvements amount to more than routine street maintenance
and are considered an alteration within the public right-of-way, it is recommended the
sidewalk pedestrian ramps within the project construction limits be updated to comply with
Title II of the Americans with Disabilities Act of 1990. As such, the project scope includes
reconstructing pedestrian ramps at the trail heads within the project vicinity. To maintain
compliance with the sign reflectivity requirements of the Minnesota Manual of Uniform Traffic
Control Devices (MMUTCD), both regulatory and street name sign panels are proposed to be
replaced.
5.0 Easements
It is estimated the majority of the proposed work will occur within the public right-of-way;
however, there may be a need to acquire an easement acquisition to construct the paved
pedestrian trail between Clinton Village Addition and Hollow Park.
6.0 Opinion of Probable Cost
The probable costs for the improvement are summarized in Tables 1 and 2. A detailed
opinion of cost appears in Appendix A.

7.0 Project Funding and Special Assessments
For surface improvements, the City's Special Assessment Policy prescribes the assessment
methodology to be on the basis of "frontage" or "footage" unless the assessable costs would
be more equitably distributed on a different basis. Since most of the lots abutting the project
are regular shaped, the frontage methodology will be applicable.
For frontage assessments, rectangular interior lots are assessed the frontage equal to the
dimension of the side of the lot abutting the improvement. Rectangular corner lots are
assessed 100 percent of the short side footage of the lot abutting the improvement and 50
percent of the long side footage of the lot abutting the improvement.
The City's assessment policy describes that it will specially assess properties that have been
previously assessed for improvements up to 60 percent of the total project cost and to
subsidize the remaining 40 percent with City funds.

RECEIVING REPORT AND CALLING HEARING ON IMPROVEMENT
2015 Bituminous Street Improvements (STJOE 131108)
WHEREAS, pursuant to resolution 2014-030, adopted by the City Council on September 18,
2014, the Council ordered the preparation of a feasibility report for the proposed 2015
Bituminous Street Improvements. The report has been prepared by the City Engineer Randy

WHEREAS, the report was received by the City Council on February 2, 2015; and
WHEREAS, the report provides information regarding whether the proposed project is
necessary, cost-effective, and feasible,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH,
MINNESOTA:
1. The Council will consider the improvement of such street in accordance with the report
and the assessment of abutting property for all or a portion of the cost of the
improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of
the improvement of $873,600.
2. A public hearing shall be held on such proposed improvement on the 24th day of
February, 2015 in the council chamber of the city hall at 6:00 p.m. and the clerk shall
give mailed and published notice of such hearing and improvement as required by law.
Adopted by the council this 2nd day of February, 2015.
