Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in special joint
rd
session with the EDA, Park Board and Planning Commission on Monday, February 23 at 6:00 PM in the
St. Joseph Community Fire Hall.
City Council Members Present: Mayor Rick Schultz, Councilors Renee Symanietz, Dale Wick, Bob Loso,
Matt Killam. City Administrator Judy Weyrens
EDA Members Present: Doug Danielson, Gary Osberg, Larry Hosch.
Planning Commission Members Present: Ross Rieke, Gina Dullinger, Steve Olson, Matt Johnson, Chad
Hausmann.
Park Board Members Present: John Anderson, Jodi Keeler, Sharon Rennie
City Staff Representatives: Finance Director Lori Bartlett, Police Chief Joel Klein, Public Works Director
Terry Thene, City Engineer Randy Sabart.
Others Present: Phil Barnes (WSB), Thomas Schaefer (USaquatics), Irene Reber, Ellen Whalstrom,
Mary Hughes, Jim Graeve, Logan Gruber.
Mayor Schultz opened the meeting and stated that annually he likes to conduct a joint meeting of all
Boards and Commission to meet the new members and discuss what group is working on for the year.
Schultz stated that the City has seen an increase in activity and 2015 will be a busy year. In 2014 the
City authorized two studies one to continue looking at City facilities and the second to look at if a water
feature could be supported in St. Joseph.
Schultz introduced Phil Barnes from WSB, the consultant hired to facilities discussion on facilities.
Barnes discussed with those present that he conducted approximately five listening sessions with
interested residents. The task force recognizes that the City has needs for facilities but feel the most
critical need is a community center followed by a police station and then administration. The Committee
also wants to assure that whatever is built is built with the least impact as possible to the tax payer.
Schultz introduced Tom Schaefer from USaquatics, the consultant hired to facilitate discussion on a water
amenity. Schaefer stated that he has been meeting with a group of residents to look at the possibility of
creating a water amenity. The group prepared a survey and approximately 800 people responded. The
committee took the results and started creating a water park. Schafer presented a revised concept of
what could be built and the features include a lazy river, open flume slide, inner tube slide, kiddie area
and lap swimming. The next step in the process is finalizing a location and completing a financial
analysis.
Schultz introduced City Engineer Randy Sabart who reviewed the proposed projects and building projects
for 2015. Sabart discussed the following: street projects include finishing the 2014 Park Terrace Project,
and completing street overlay projects in Clinton Village and portion of the Northland Addition; the city has
been working housing developments both in the northern and southern sections of the City/Township;
considering some alley improvements in the 100 block of Minnesota Street; the EDA is looking at creating
shovel ready lots adjacent to the current industrial park; development projects for 2015 include a new call
center for the Central MN Credit Union and proposed commercial PUD entitled Bayou Blues; and the City
has committed funding for phase II and phase III of sidewalk/trail connection on West MN Street.
John Anderson, Park Board Chair stated that Park Board will be updating the Master Park Plan and will
be conducting a survey to solicit input from residents as to what park improvements they would like to see
happen. Additionally the Park Board is working on constructing permanent bathroom facilities for
Klinefelter Park and recommended the council support the extension of the Wobegon trail to St. Cloud.
After discussion the Mayor thanked those for coming and the meeting was adjourned.
