RE: Joint Meeting Process
The purpose of this memo is to clarify the process for the joint meeting on Monday, March 16. The
meeting is a joint meeting of the two bodies, conducted as one meeting with separate actions within
this one meeting. The following is intended as a guide for the meeting:
1.The meeting will be called to Order by acting Mayor, Dale Wick.
2.The Administrator will provide a summary that the matter before the joint body is a public
hearing to consider the TIF application of the Central MN Credit Union, who is requesting TIF in
the amount of $ 125,000 and establishment of TIF District 3-1.
3.Acting Mayor Dale Wick will open the public hearing and turn the floor over to Cynthia for a
short presentation.
4.The public is invited to speak, when everyone that has requested to speak if finished, the acting
Mayor will ask for a motion to close the public hearing. This motion can be made and seconded
by any member of the EDA and/or City Council.
5.At this point the EDA will need to make a recommendation to the City Council as to approve or
not approve the utilization of TIF in the amount of $ 125,000 plus the cost of the district
establishment and/or a maximum term of five (5) years whichever comes first.
6.The City Council will make a motion in response to the recommendation of the EDA. Provided
the EDA makes a motion in the positive, the City Council would need to make two motion as
follows:
a)make a motion authorizing the Mayor and Administrator to execute resolution 2015-009
Establishing Municipal Development District 3 and establishing TIF District 3-1,
approving TIF in the amount of $ 125,000 plus the cost of the district establishment
and/or a maximum term of five (5) years whichever comes first.
b)Authorize the Mayor and Administrator to execute the TIF Development Plan between
the City of St. Joseph and the Central MN Credit Union.
7.The meeting is adjourned.
NOTE: The EDA members will sit at the diaz with the City Council and will remain seated until the Joint
Meeting is adjourned.
