RE: March 19,2015 Meeting
The meeting for March 19 has three different actions as follows:
7:30 PM The Joint Planning Board,as it is currently formed(1 City Council,3 City Planning; 1
Twp Supervisor,3 Township Planning)will conduct a public hearing to consider
amending the Orderly Annexation Agreement and the Memorandum of Understanding.
Susan Kadlec contacted Star from OAH-MBU to verify if we need to have her office
review the changes. Star Holman from the OAH-MBA Unit does not think that review
and approval of these changes by the OAH-MBU is necessary. She advises they have
jurisdiction only over the actual annexation provisions,not over the planning aspect. She
did advise that we reference the original OAH,as well as the amendment,and then just
file this with their office upon adoption. The Resolution for such as been added in the
packet material.
The material has been relined so that all the changes are apparent. The Joint Planning
Board will make a recommendation to the Joint City Council/Township Board.
Therefore,after the public hearing they will adjourn their meeting and the City Council
and Township Board will convene.
7:45 PM The City Council and Township Board will convene for the purpose of considering the
action of the Joint Planning Board. The meeting will be opened as one with each body
voting separately within the one meeting,the same process that is used for rezoning.
When the City and Township is done with their business the meeting will be adjourned
and the Joint Planning Board will be reconvened.
8:00 PM The Joint Planning Board reconvenes,using the original make up as stated above.
Stearns County will not have had an opportunity to act on the revised amendment so the
original make of the Board must still met. The new structure will take place once Stearns
County has acted.
