HomeMy WebLinkAbout2014 [11] Nov 24 Saint Joseph Park Board Meeting November 24, 2014 6:00 p.m. St. Joseph City Hall Members Present: Marguerite Fogarty (Secretary), John Anderson (Chairman), Terry Thene (Staff Liaison), Andrew Deuhs, Jodi Keehr, Troy Goracke, Bob Loso (Councilor Liaison) Call to Order: 6:00 p.m. Approval of Minutes: Approved Approval of Agenda: Approved Liaison Reports: Terry Thene: The restroom from Northland was moved to the skating rink. Central Landscaping will carry over the prices for trees for Spring. Bob Loso: Bob does not anticipate any new $$ from Development for parks. Old Business: a. Klinefelter Bathroom Project John figures probable costs of this project would be around $48,000 (water, sewer, site improvements). To duplicate the Centennial design it would cost approximately $100,000, for a total of about $150,000. The pre-fab design would cost $65,000 (not including shipping). Modifications might include stone on the outside, insulation and heating capabilities. Clubs may be asked for assistance or Sales Tax $$ requested. John made a motion to put $150,000 into the 2015 budget to build restroom facilities at Klinefelter, requesting the use of Local Option Sales tax money. Jodi seconded the motion. The motion carried. b. Eagle Scout Project Tabled until Spring c. Public Input for Park Improvements It was decided to move the Public Input Meeting to February and use the January meeting to plan. Format of this meeting may include a projected City Map showing locations of the Parks and the current plan based on the existing comprehensive plan. We are looking for public input to give us direction. Bob suggested we run this Power Point over local cable TV. Andrew suggested sending out a survey before the Public Meeting. For the January meeting, we should look at the existing comprehensive plan and study this document and the surveys used there. Each member should come with 5 questions. d. Finalize 2015 Budget Terry suggested including $7,500 into the budget for planning a new Master Plan. The budget would also include $10,000 for trails, $1,500 for trees, $400 for monument planting. We will try to obtain a Legacy Grant for repairs to the Monument. John made a motion to request $25,000 in Local Sales Tax $$ in lieu of receiving such a grant. Marguerite seconded. The Motion passed with Andrew abstaining. New Business a. Rugby Use at Millstream A request was made to introduce Rugby usage at Millstream Park by the Central MN Rugby Club. They are looking to use the current soccer field. It is a good location for their use. They would practice 2 times a week, with a game every Friday. It would accommodate the youth team (ages 14-19 (part of the St. Cloud Rugby Team). Liability is covered through USA Rugby, coaches have background checks and trainers would attend every game. Bob asked if the field could be used by both soccer and rugby if temporary goal posts were used. The field would be used during Spring (April-June) for Rugby. Troy made a motion to recommend the use of the soccer field for Rugby for the period of 1 year, to be revisited after that period. The motion carried. b.
