January 27, 2015

Members Present: Marguerite Fogarty (Secretary), John Anderson (Chairman), Terry Thene
(Staff Liaison), Andrew Deuhs, Jodi Keehr, Troy Goracke, Matt Killam (Councilor Liaison)

Terry Thene:
The ice rink is closed due to conditions until further notice. The sledding hill has been used
heavily and no issues have been voiced since it was re-shaped.
Terry contacted Archery Country regarding needs for the new season. Ten targets and sacks will
be donated. Beginning this season there will be an outdoor league shoot. "Fun Shoots" may also
be a weekend possibility. Terry asked for specific dates so these events can be advertised. This
could be a possible welcome addition to the Summer Rec Program. John will contact Sharon
regarding this possibility. The Range is beginning its third season and we expect many people
interested.
Matt Killam:
Matt was introduced to the Board and informed of his function as Councilor Liaison.
Old Business:
a. Klinefelter Bathroom Project
After reviewing several pre-fab structures, and discovering that they could not be
insulated for heating purposes, Terry recommended that we go forward with a "stick
built" design that could accommodate insulation and year-round heating potential. The
Board will continue to study this possibility.
b. Public Input for Park Improvements
John has a meeting scheduled with the Newsleader regarding advertising this event.
The Board discussed important questions to be asked on a survey, these could include:
*What parks do people visit most? What improvements would you like to see at these
parks?
*What is your purpose for using our parks? Recreation? Relaxation? Picnicing?
*Do you use...horseshoe pits, etc.?
*What amenities could be added? Dog Park? Camping? Canoe Park? Pickle Ball Court?
Shuffle Ball Court? Tennis Court? Trail Extensions?
The Mayor suggested we take a serious look at repurposing Millstream to encompass
many activities.
John and Marguerite will work on a survey this week.
c. Rugby Use at Millstream
This item is coming up at the next Council Meeting
d. Aquatic Feature
800 responses regarding this feature were received from community. These will be sent
to Board Members.
The City has contracted a company to do an analysis. Ten different sites were reviewed,
with 3 possible locations considered. Feasibility of costs and geography were important
considerations.
A date for the next meeting has not yet been determined.
New Business
a. Priorities for Development
1. Aquatics Feature
Discussed with updates.
2. Klinefelter Park
High priority
3. Lion's Shelter at Millstream
The Board discussed replacing the existing shelter with a building that could be used
year-round by clubs.
Terry suggested that a sub-committee including Park Board Members and Lions Club
Members meet to discuss the possibilities. Troy and Andrew volunteered to work on
this.
4. Wobegon Trail
This is not on the Council Agenda yet.
John would like to invite Pete Theisman to discuss this further with the Park Board.
5. Little Libraries
Abby Lyon is the "contact person" for this. She has four "libraries" ready. The 1st
location will be in her yard. Another location could be along the Wobegon Trail. The
Board discussed the idea that Cloverdale Park might be a good site.
Matt is going to invite her to a Park Board meeting.
6. Meeting Dates for 2015
We will return to the 4th Monday for these meetings. Dates could include:
