PREVIOUS COUNCIL ACTION: In 2001 the City was required to complete a storm water management study
and from the study formulate a storm water management plan. This ruling was the beginning of the City Storm
water development fee and utility fee. When the Council adopted the storm water fees a five year capital
improvement plan was adopted at the same time. The CIP projected improvements and is used as a guide for
forecasting rates.
In 2009 the City computerized the tracking of storm water activities and purchases software. Since June of 2009,
the Maintenance Staff has entered into the computer all storm water activities to keep accurate data for
mandated reporting.
BACKGROUND INFORMATION: A large part of the program is education and outreach. The area Cities formed
a working group entitled “Central MN Water Education Alliance”. This cooperative effort provides a variety of
education and outreach. Attached are the annual reports illustrates the type of education and outreach of which
includes: radio ads, billboards, newsletters, website information, and creation of a separate site and newspaper
ads and articles.
In addition, the CMWEA sponsors a water day each year which is held at Millstream Park. This event is and
educational event for grade school children from the St. Cloud area and highly attended. Different stations are
setup illustrating the importance of protecting the resources with cause and effect examples. This event is always
held in September.
The City contribution to this program is nominal and is also illustrated in the attached annual report. The other
part of the permitting process is site management and controls along with pond/outfall maintenance. The City
Building Official assists the City with enforcement of sites through the building permit process. Violations are cited
and remedied through either administrative citations or development agreements with developers.
The maintenance staff keeps an inventory of all outfalls and ponds, conducting routine maintenance on each as
well. Not all areas are cleaned each year, but they are all monitored. The City Engineer assists the City with the
reporting and maintenance process.
BUDGET/FISCAL IMPACT: The report itself does not include a financial impact but the permitting
process utilizes staff resources.

Review Storm Water Pollution Prevention Program
City of St. Joseph
The City of St. Joseph will hold a Public Meeting on April 6, 2015 at 6:00 PM to review its
Storm Water Pollution Prevention Program (SWPPP) for 2014. The Public Meeting will
comply with the City's Phase II Storm Water Permit (#MN R040000) and be held at the City
Hall in conjunction with the regular City Council meeting. City staff will make a short
presentation on the past year's accomplishments. Interested persons may review the
SWPPP at the City Hall and make oral or submit written comments during or following the
Public Meeting.

2014 Annual Report
CMWEA and Our Mission
Central Minnesota Water Education Alliance (CMWEA) is a coalition of central
Minnesota cities, counties, townships and other organizations that provide educational
outreach to promote water quality stewardship. The mission of CMWEA is to develop
and implement educational programs that encourage individuals in Central Minnesota to
protect water resources by increasing their knowledge and making simple behavior
changes. By working in concert, the members of CMWEA are able to provide a
consistent water quality educational message.
2014 Campaign & Highlights
In 2014, CMWEA membership grew to include Benton County, Watab Township,
Minden Township, Sauk Rapids Township, and Haven Township. The cities of St.
Cloud, Sartell, Sauk Rapids, Waite Park, St. Joseph, Cold Spring, Melrose, Rockville,
Paynesville, and Richmond; Stearns County; St. Joseph and LeSauk Townships; St.
Cloud State University; MN Department of Transportation; Sauk River Watershed
District; and the Sauk River Chain of Lakes Association continue to be members. The
advisory role played by staff from the Stearns County Soil and Water Conservation
District is important to the success of CMWEA and is greatly appreciated.
The CMWEA public education campaign received a face lift in 2014. CMWEA members
identified 5 priorities/target audiences to focus educational tactics on the next couple
years:
1) Mobile interactive educational display for area events & festivals
2) Sidewalk stickers/art (guerilla marketing)
3) Website – freshen up and simplify
4) High School contest/student involvement
5) Drivers
Thelen Advertising recommended alterations to our campaign, based on those
priorities, to get our message out to Millennials and Generation X’ers breaking away
from our traditional form of newspaper and radio advertising. Consequently,
H2Youmn.org was born to be a more recognizable and memorable website address. An
interactive website was created where our audience can learn the basics of water
quality and ideas on how to modify their day to day behaviors to lessen the impact on
our water resources.
An aquarium with a home, car, yard and dogfish was built to represent the epicenter of
our environment (our homes) showing that our actions directly affect the water all
around us. A photo was taken of the aquarium and is used as the backdrop of our
website. The aquarium will be used as the center piece of our table top display. A new
goal of CMWEA is to get people dedicated to doing their part to protect our water by
taking and adopting the “Clean Water Pledge” into their lifestyles. Anyone taking the

“Pledge” within the 3 county area will receive a window decal to show off that they have
committed to improving and protecting our water quality.

CMWEA’s Website
Website statistics is one tool used to gauge success of CMWEA’s educational
campaign. The chart on the next page shows unique website hits from the time the site
went live in January of 2007 through December 31, 2014. As the positive trend on the
chart displays, it appears more people are making the connection between themselves
and the water all around us. The CMWEA website hosts an active blog along with an
abundant amount of education material and information. Keeping the Blog fresh keeps
our website toward the top of water related search results. Four web addresses reach
our home page: www.h2youmn.org, www.h2youmn.com, www.mnwaterconnection.com
and www.mnwaterconnection.org.

Media Campaign
CMWEA again took advantage of its partnership with Thelen Advertising to maximize
advertising and the budget. CMWEA tried an “All Over Media” approach which included
ad placement in local bars, restaurants, fitness centers, and movie theaters. Thelen
Advertising provided consulting services and in-kind support through design,
management, and ad placement.
CMWEA found there was still high demand from pharmacies to get information to their
customers about proper pharmaceutical drop off locations for disposal. CMWEA created
and distributed posters and business cards to 28 area pharmacies so they could get the
word out. Remaining money from the 2013 Contaminants of Emerging Concern Grant
was used for this effort.

73 Clean Water Pledges were taken in 2014 through CMWEA’s website and directly at

Below is one of the five Facebook ads. Ads ran for five months resulting in over 175,000
online impressions and over 1,600 clicks.
Rain Barrel & Compost Bin Sale
CMWEA partnered again with the Recycling Association of Minnesota on a rain barrel
and compost bin sale. CMWEA promoted the sale through local advertising and at local
events. 73 rain barrels and 43 compost bins were sold within the CMWEA marketing
area.

CMWEA Funding
Funding for the 2014 campaign was provided by membership dues. Dues are based on
a flat fee plus population calculation. Members who joined part way through the year
were charged a prorated amount.

Service Hours
Members were expected to provide a minimum of ten hours of staff time in 2014 to

Discharge Elimination System (NPDES) MS4 Stormwater Permit. The table on
summarizes CMWEA activity from 2011 thru 2014.
Besides the general campaign, members are encouraged to use CMWEA created
materials within their jurisdiction for their specific needs. In 2014, additional standard
education materials were created for newsletters, local cable access, websites, direct
mail and utility bill inserts. Members were on their own to utilize these materials along
with previously created ads and messages. For example, the City of St. Cloud used the
newsletter ad in their City newsletter which was circulated to over 31,000 households
and the City of Sauk Rapids used ads on their local cable access channel.

Summary and Path Forward
The CMWEA public education campaign was successful again in 2014. Consistent
education messages were promoted cost-effectively throughout Central Minnesota.
CMWEA Membership grew and we continued our partnerships to meet and exceed
required public education and outreach requirements. CMWEA looks forward to fresh
and innovative ways to get our clean water messages out in 2015 and for the remainder
of this MS4 permit cycle.
Planning for 2015 will continue to build off the priorities/target audiences and expanding
on the groundwork laid in 2014 as we continue towards a new direction of public
education. Ideas for 2015 include:
