NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH, MINNESOTA: 1.The portion of the cost of such improvement to be paid by the city is hereby declared to be $388,800and the portion of the cost to be assessed against benefited property owners is declared to be$511,000. 2.Assessments shall be payable in equal annual installments extending over a period of 10years, the first of the installments to be payable on or before the first Monday in January 2016, and shall bear interest at the rate of 5.5 percent per annum from the date of the adoption of the assessment resolution. 3.The City Administrator, with the assistance of the City Engineer (consulting engineer), shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece or parcel of land within the district affected, without regard to cash valuation, as provided by law, and he/she shall file a copy of such proposed assessment in his/her office for public inspection. 4.The City Administrator shall upon the completion of such proposed assessment, notify the council thereof. Adopted by the council 6thday of April, 2015. ____________________________ Mayor ____________________________ City Administrator Resolution 2015-012 Hearing on Proposed Assessment 2015 Bituminous Street Improvements WHEREAS, by a resolution passed by the council on April 6, 2014,the City Administrator was directed to prepare a proposed assessment of the cost on the 2015 Bituminous Street Improvements which affects the following areas: Subdivision Street Name From To Clinton Village 6 th Avenue NW Minnesota Street Birch Street NW Clinton Village 7 th Ave NW Ash Street NW Birch Street NW Clinton Village Ash Street NW West City Limits 6 th Avenue NW Clinton Village Birch Street NW West City Limits 6 th Avenue NW Northland 2 nd Avenue NE Fir Street North Plat Line Northland Plat 2 3 rd Avenue NE Fir Street Hickory Street Northland Plat 3 4 th Avenue NE Fir Street Gumtree Street Northland Plat 3, 5 th Avenue NE Gumtree Street E Approx. 260 feet Northland Plat 4 south of Gumtree St Northland, Northland Plat 2 Fir Street 1 st Avenue NE 4 th Avenue NE and Plat 3 Northland, Northland Plat 2 Gumtree Street 2 nd Avenue NE Northland Drive and Plat 3 Northland, Northland Plat 2 Hickory Street 2 nd Avenue NE 3 rd Avenue NE Northland Plat 2 and Plat 3 Hickory Court 3 rd Avenue NE End of Cul-de-sac AND WHEREAS, the City Administrator has notified the council that such proposed assessment has been completed and filed in his/her office for public inspection, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH, MINNESOTA: 1.A hearing shall be held on the 4th day of May, 2015in the city hall located at 25 College Avenue North, St. Joseph, MN at 6:30 PMto pass upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. 2.The City Administrator is hereby directed to cause a notice of the hearing on the proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing, and he/she shall state in the notice the total cost of the improvement. He/she also cause mailed notice to be given to the owner of each parcel described in the assessment roll not less than two weeks prior to the hearings. 3.The owner of any property so assessed may, at any time prior to certification of the assessment to the county auditor, pay the whole of the assessment on such property, with interest accrued to the date of payment, to the date of payment, except that no interest shall be charged if the entire assessment is paid within 30 days from the adoption of the assessment. An owner may at any time thereafter, pay to theCity Administrator the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. Such payment must be made before November 15 or interest will be charged through December 31 of the succeeding year. Adopted by the Council this 6th day of April, 2015.
