The Engholm's d.b.a. Prego Properties propose fagade enhancements to the Bob Loso property at 25 Minnesota Street West. The property consists of lease commercial space on the Renee Symanietz lower level and homestead residential on upper level. Minnesota Street Market, Closet to Closet, Dale Wick and the Naan Bakery are retail lessees.The building is fully occupied. EDA Improvements proposed include: Doug Danielson Larry Bosch • Repairing and painting the sidewalk level facade Gary Osberg • Adding a new deck and railing to the upper level, Rick Schultz • Installation of new balcony door and fluted surround Dale Wick • Reconstruction of roof overhang • New soffit and fascia, • New soffit lighting • External window treatments on the upper level • Decorative cover for attic ventilation • New signage Jeff Engholm will be present at the EDA meeting. In addition, attached please find: 1. BFA Application. 2. Improvement sketches/plans. 3. Cost estimates. I have previewed the proposed work under BFA grant guidelines. I am confident the window replacement is exactly the type of project envisioned when the BFA grant program was established. Upon reviewing the proposed activity and meeting with Mr. Engholm I find: • The proposed project is eligible for the BFA grant and consistent with the intended goal to further revitalization/renewal efforts. • The property is current with taxes and assessments. • The property is zoned commercial and is consistent with the City's Zoning Ordinance and Comprehensive Plan. • Work previously completed at the site is not in need of a building permit. The EDA's 2015 capital allocation included funding for BFA Grant applications and other revitalization efforts. The balance is sufficient to cover this BFA application. This project will improve the facade of the Minnesota Street Market building by replacing and reinforcing the existing awning, fixing up and cleaning up the storefront window frames along the sidewalk, replacing and updating signage for all businesses involved, including new signage on the East and West walls for viewing down Minnesota Street in both directions. Existing steel siding will be cleaned and painted on front and West walls. The biggest feature will be the rebuilding of a balcony off of the upstairs apartment, based on historical photographs. The balcony will also have the effect of tying the downtown together, as balconies exist in the Millstream building, and will be a part of the new Cajun Flats building. Based on the description of your project and your motivation for wanting to make these improvements, please place a check mark next to those project preference item you feel your project meets. Grant Disbursement Awarded loan funds will be dispersed to the contractor or vendor upon submittal of receipts or invoices for supplies purchased and inspection which certifies the work completed is in accordance with the EDA approval and other city ordinances. Certification City staff or an authorized representative shall have the right to inspect the property to be improved at any time from the date of application upon giving due notice to the owner and to occupants. I/We understand that any intentional misstatements will be grounds for disqualification. I/We authorize program representatives the right to access the property to be improved for the purpose of the grant program and to take photographs of the structure before and after rehabilitation.
