neighborhood was chosen for the site. Ken Twit suggested the Eastern
Park lift station property. Residents discussed the possibility of the
. equipment falling off the pole, and that it is not nice to look at.
The Council and neighbors discussed the expected future growth areas of
the City, and the negative aspects of the siren. Sadlo stated that our
most precious possession is our children and that we should consider

~this in establishing a site. He also stated that because of the large
range of the siren, a few blocks one way or the other will not have
much effect. It is a safety warning device, wh i ch wi 1 1 alert to
tornados or other hazards like a chemical spi 11, and can be used as a
loud speaker. Loso stated that the possibility of the equipment
falling off the pole is minimal. Bud Reber stated that it would make
more sense to put it on the future water tower site, rather in a
residential zone. Counc i 1 discussed further the range of the siren and
the adversity of the neighborhood residents to it being placed at any

SUBJECT: TRAINING/SECRETARY
Dear Council Members,
I have been advised that the training on our computers will take
2 to 3 days, and is free in the cities, or $200.00 a day and they will
train up here. I would like to train in the cities. I would like your
permission to stay over night in the cities vs. driving back and forth
each day. I would sent two groups~ one of 3 and one of two, so we still
. have our regular police coverage here in town. They are open as to the
dates we can train, so we will be able to get everyone trained within two
weeks.
I would also like permission to start scheduling Jean Gustin at the
20 hours a week after she is trained on the computers. I have spoke to
her about this and she wants to do this, and I have indicated that there
would be a different pay scale for the clerk vs. police work, and this is
fine with her. I have also told her not to quit her security job until we
get approval for the clerk position from the council. Today 12/31/91 I
have learned that Jeans last day at Finger Hut is 1/5/92. She has applied
for and been approved as our D.A.R.E. Officer with the B.C.A. and is sch-
eduled for two weeks of training (free, and with council's approval) in
Feb. In addition to this, and with working our other open shifts, it is
too time consuming with her full time job, so she quit that and is going
to dedicate herself to only police matters. Thank you in advance on your
attention to these matters.
Sincerely,
B -..:-4.. -

lOur firm is in the process of reviewing our billing
612·339·9206 I rates. I note that st. Joseph has been billed at the
800·445.9617 rate of $70.00 per hour since April 1, 1989. During
, FAX 612.339.4775 this same period our insurance clients have been billed
at a rate of $100.00 per hour while commercial work has
been done at $115.00 per hour.
Historically, we have always performed municipal work

billing rates. Therefore, this difference in rates is

bill at a level equal to or less than our competition.
PAUL A. RA/KOWSKI
I am proposing that our billing rate for work preformed

Dear City Clerk:
Enclosed are copies of announcement brochures for League of Minnesota
cities and Government Training Service programs. We ask your
assistance in distributing them as follows:
1. Conference for Newlv Elected Officials on February 8, 1992
While we have used information submitted by most city clerks to
the League to mail an announcement brochure directly to newly-
elected mayors and council members, it is hoped that you will
use the enclosed brochure to follow up with them (ensuring that
they have indeed received an announcement brochure, and
encouraging them to attend). While this program will speak
primarily to newly-elected mayors and council members, any
incumbent elected official or appointed employee will find it a
. valuable "refresher" course as well.
2. Seminars for All Elected, Officials on February 7, 1992
These brochures should be given to both veteran and newly-
elected mayors and council members. As indicated on the
brochure, these programs are being presented by Government
Training Service and Women in City Government. We believe all
city officials will benefit from participation!
Multiple registrations can be made for any of these programs by dup-
licating the registration form. Should you need additional copies of
either brochure or have questions, please call the League of Minnesota
cities (612/227-5600) or Government Training Service (612/222-7409 or
800/652-9719).
Thank you for your assistance in this matter.
