Joseph met in regular session, on Thursday, February 6, 1992 at 7:00 p.m. in City Hall. MEMBERS PRESENT: Mayor Steven Dehler; Members of the Council Leo Sadlo, Ross Rieke, Bob Loso, Stephanie Hazen. Clerk/Administrator Rachel Stapleton. OTHERS PRESENT: Stuart Goldschen, Dan Nierengarten, Ron Euteneuer, Judy Weyrens, Dick Taufen, Lisa Eich. Mayor Dehler called the meeting to order at 7:00 p.m. , with Dehler, Sadlo, Loso, and Hazen present. APPROVE AGENDA: Hazen made a motion to approve the agenda as revised; seconded by Loso. Ayes: Dehler, Sadlo, Hazen, Loso. Nayes: None. Motion carried. MINUTES: Loso made a motion to approve the minutes of the January 16 and 28 meetings as presented; seconded by Sadlo. Ayes: Dehler, Sadlo, Hazen, Loso. Nayes: None. Motion carried. BILLS PAYABLE: Hazen made a motion to approve the bills payable , as presented; seconded by Rieke. Ayes: Dehler, Sadlo, Rieke, Hazen, Loso. Nayes: None. Motion carried. TREASURERS REPORT: Loso made a motion to approve the December treasurers report; seconded by Sadlo. Ayes: Dehler, Sadlo, Hazen, Loso. Nayes: None. Motion carried. MAYOR REPORTS: 1) The Mayor has discussed the annexation proposal of st. Ben , s with S. Moira and with Mike Ryan. They do not have a problem with it. The City has been attempting to have the balance of the College Campus annexed for many years because of the jurisdictional problems and to have less confusion at elections. The property is all tax exempt property. The status of the approval of designating the location of the proposed arterial roadway was discussed, and the effect of this issue with the Township. Rieke arrived at 7:09 p.m. MEMBERS OF THE COUNCIL REPORT - SADLO: 1) Dick Taufen recommended to that the City go with Vasco Refuse Service's offer of recycling used oi 1 filters. Loso made a motion to approve a six month trial period with Vasco Refuse Service's oil f i 1 ter recycling program . for the City government and residents, at a cost of about $75 per barre 1 ; seconded by Rieke. Page 2024 February 6, 1992 Discussion - Businesses which se 11 oil fi lters at retail, provide ø for disposal of the used ones. Hazen made a motion to amend the motion to only use the service only for the City government maintenance needs; seconded by Sadlo. Vote on the amendment: Ayes: Dehler, Sadlo, Rieke, Hazen, Loso. Nayes: None. Motion carried. Vote on the amended motion: Ayes: Dehler, Sadlo, Rieke, Hazen, Loso. Nayes: None. Motion carried. 2) The water meters at the trailer park are worn out and the City is not getting accurate readings of water usage. After discussion of meter costs and lost revenue, Sadlo made a motion to purchase four meters to replace those at the trailer park; seconded by Hazen. Ayes: Dehler, Sadlo, Rieke, Hazen, Loso. Nayes: None. Motion carried. 3) The new sprinkler system at the Baseball park would require an 1 1/2 inch meter, that would handle 60 gallons/minute at 65 PS I. Rieke made a motion to purchase and install a meter for metering the sprinkling system of the baseba 11 park, of the needed specifications, which would be removable for the winter. The motion was seconded by Hazen. , Ayes: Dehler, Sadlo, Rieke, Hazen, Loso. Nayes: None. Motion carried. 4) Dick Taufen recommended that the City establish standards for stop signs, and to purchase 12 new stop signs. He also recommended that the parking signs on College Avenue and Minnesota street either be removed or replaced. Sadlo made a motion to establish standards for stop signs are 30 x 30, high density (reflective), and to purchase 12 new stop signs, for replacements and in new developments. The motion was seconded by Loso. Ayes: Dehler, Sadlo, Rieke, Hazen, Loso. Nayes: None. Motion carried. Hazen made a motion to remove the old parking signs on College Avenue and Minnesota street and replace them with new signs and enforce the ordinance. The motion was seconded by Loso. Ayes: Dehler, Sadlo, Rieke, Hazen, Loso. Nayes: None. Motion carried. 5) The street Commissioner, City Engineer and Supt. of Public Works will meet next week to plan seal coating projects for the coming years. 6) We 11 No. 2 needs treatment again. Dick will get quotes for it soon. 7) We are accepting applications for firefighters. We currently . are at 28 firefighters and expect two more to retire soon. RIEKE: No report. LOSO: 1) Park Board has written up presentations for Morningside Page 2025 February 6, 1992 . Park improvements. They are also looking for information on Indian hill. 2) Loso questioned the Planning Commission's approval of Roger Steichen's plans, in the central business area, without adequate parking. HAZEN: The Planning Commission met and 1) approved plan's for a take out pizza in the central business area, and exempted the parking requirement, as allowed by ordinance. They felt that customer parking was not needed, for this type of business. Final approval is contingent upon approval of plans by the Building Inspector, Fire Chief, and Public works Director. 2) heard a report from Ken Hiemenz on the wetlands seminar which he attended. 3) felt the joint meeting with the Council was beneficial. 4) unanimously approved the proposed fence ordinance. 5) questioned if there are plans for removal of the raised piece of concrete, where the pumps originally were, at stueve , s, BUILDING CODE ENFORCEMENT: Ron Euteneuer, Building Official, requested that the Council consider the changes in the state Building requirements and provide for inspection of mechanical and plumbing faci 1 ities. He also requested that the Council review and update the building permit fee schedule, as it is over twenty years old. Hazen made a motion to table the matter for a recommendation from the City Attorney. The motion was seconded by Rieke. , Ayes: Dehler, Sadlo, Rieke, Hazen, Loso. Nayes: None. Motion carried. OPEN TO THE PUBLIC: Dan Nierengarten questioned the increasing amount of material being stored by the auto repair shop, in the old quonset building. The Mayor has previously alert the Police Department to this problem, and a memo will be sent to the Pol ice Department to continue to monitor the situation. Sadlo made a motion to recess for 10 minutes at 8:35 p.m. ; seconded by Hazen. Ayes: Dehler, Sadlo, Rieke, Hazen, Loso. Nayes: None. Motion carried. The Mayor called the meeting back to order at 8:45 p.m. CLERK/ADMINISTRATOR REPORTS: 1) Recommend holding the Presidential Primary in one centrally located poll ing place. 2) The County wetlands agent will function for the City if the City wishes. Sadlo made a motion to designate the County official responsible for wetlands to also be designated the City of st. Joseph wetland and permit official; seconded by Loso. Ayes: Dehler, Sadlo, Rieke, Hazen, Loso. Nayes: None. Motion carried. 3) Judgement was for the City in the matter brought before . conciliation court by Dale Salo, for $2,000 for permit and inspection fees. 4) Sadl0 made a motion to approve the attendance of Jim Marthaler at a Waste seminar held in st. Cloud on February Page 2026 February 6, 1992 J 26-27; seconded by Hazen. ~ Ayes: Dehler, Sadlo, Rieke, Hazen, Loso. 'Ir Nayes: None. Motion carried. FENCE ORDINANCE: Rieke made a motion to table the proposed fence ordinance until the February 20, 1992 Council meeting, to provide time for study of it; seconded by Loso. Ayes: Dehler, Sadl0, Rieke, Hazen, Loso. Nayes: None. Motion carried. SALARY AND WAGE COMMITTEE REPORT: Hazen and Loso reported their recommendations for salary, wage, and benefit increases for 1992. All proposed increases were based on the cost of living increase of 3.1% The committee proposed two options; 1) a 2% lump sum payment of equal amount to each employee, $553.45. 2) to promote employee health, dental insurance for an increase in benefits, to be paid at the same rate as the medical insurance, along with a .07% lump sum payment, figured the same as option 1, with a decrease for dependent coverage. The Council was in general agreement to raise each employee who has a step to go, on the old system, to be raised that step. Judy Weyrens will be raised an additional step, for graduation from college and receiving her degree, during the past year. After state approval the City will make retroactive adjustments. Loso made a motion to table the discussion until the next meeting, in order to get employee input. The motion was seconded by Sadio. Ayes: Dehler, Sadlo, Hazen, Loso. Nayes: Rieke. Motion carried. SPECIAL MEETINGS: Council discussed which special meetings will be paid meetings. Sadlo made a motion to allow all regular and special council meetings, and any other meeting which Council members are designated to attend, representing the City. . JOSEPH RESOLUTION NO. 92-2 A RESOLUTION DESIGNATING THE CITY HALL COUNCIL CHAMBERS AS A SINGLE POLLING PLACE FOR THE PRESIDENTIAL PRIMARY, APRIL 7 , 1992. WHEREAS, the State of Minnesota has scheduled a Presidential Primary Election for April 7 , 1992; and, WHEREAS, Minnesota Statute 204B.16 Subd. 2 provides that any city of the third or fourth class having more than one precinct may designate a single, accessible, centrally located polling place where all the voters of the city sha 11 cast their ballots; and, , WHEREAS, the designation of a single polling place will provide voters with an opportunity to participate in the Presidential Primary while reducing the cost associated with its conduct. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ST. JOSEPH, MINNESOTA: That the Council Chambers of the City Hall, 25 First Avenue Northwest, st. Joseph, are hereby designated as the single polling place for the conduct of the April 7 , 1992 Presidential Primary election. Adopted this day of , 1992.
