3. In 1989 I surveyed other law firms engaged in municipal
work. I found our rate to then be equal to or less
than these other law firms. In fact, the firm that
probably does the most municipal work in the area was
quoting new clients at a rate of $85 per hour when
surveyed in 1989.
Historically, our firm has done municipal work at a lower rate
than charged for other areas of practice. It is not my intent to
increase municipal rates up to the level of our other billing
rates, but rather to lessen the difference in rates and allow the
municipal rates to increase proportionate to our other billing
rates. The overall increase in billing rates represent the
increased cost of doing business due to the technological changes
in practice, increase in support staff, and inflationary
increases in wages, supplies, insurance, etc.
Would you please refer this request to the Council at one of the
upcoming meetings. If you feel that it would be appropriate or
necessary for me to be there and address questions, please let me

Dear Ms. Stapleton:
The 1991 legislature passed, as part of the ~ducation omnibus bill, a provision that requires
that each county, including Stearns County, establish a county facilities group by July 1, 1992
(H.F. 700/Chapter 265/ Article 5/Section 14). A copy of this legislation is attached.
The law requires that a county-wide facilities group consisting of at least one representative
from each city and school district, up to three representatives from townships, and two at-
large members be selected by the County Board. It requires the facilities group to develop
an inventory of all public buildings located within the county and prepare to comment on
, any proposed joint facility.
The Stearns County Board of Commissioners has appointed myself as its representative to
the facilities group. They will also be taking action in the near future to appoint two other
persons as at-large delegates this group.
Fortunately it is not necessary that all the members of this group actually meet to comply
with the law. Compliance is simply achieved by documenting the proper information. To
expedite this matter I have enclosed a questionnaire form. Plelße complete the enclosed
questionnaire and return it to the address listed on the form by May 15, 1992 This information
will be compiled and updated annually and will be available through the County
Coordinator's office.
As stated in the law, the county facilities group is also responsible for reviewing and
commenting on any proposed joint facility and may submit comments to the commissioner
of education on any school district facility that is proposed within the county. County facility
group members will receive further information on this responsibility as necessary.

Minutes meeting on May 26, 1992
Meeting was called to ordex by Joe Braun at 6: 40 pm.
Members present: Rich Schultz, Darwin Erickson, Joe Braun, Marge Lesnick,
Claudette Klein and Liaison Bob Loso.
Members absent: John. Anderson and Fay Gretsch.
Minutes were approved by Darwin ð...nd seconded by Marge.
Liaison report: Three picnic tables will be purchased for Morningside park.
Darwin and Rich are supposed to mark the spots where they should be placed.
Two more estimates are needed for the parking lot.
Lumber is in for sandboxes and border around Big Toy in Centennial Park which
was ordered by the Jaycees and they will be doing the work.
The house I outdoor toilet and garage were sold at the auction in Millstream
Park.
Old Business: Estimate for Monument Park with trees, flowers, shrubs is
$5226. It was suggested to get another bid from another place. Marge will
I take of this.
A recommendation was made by Rich Schultz to have the City Maintenance Dept.
dig out a place to the east and somewhat north of the existing volleyball
court in Centennial. Then put sand in like the one at Millstream Park. The
recommendation was seconded by Marges Lesnick.
Archery area should have classified sand put in that area. Minnesota Deer
Hunting Association would pay for archery stand.
New Business:
Use of Merrorial Park was discussed for outside groups to use that park.
Waite Park Little League contacted Pat Schneider and they were told that they
would have to pay $25.00 a time for use of the park. The offer was turned
down. Questions were asked as to who should be the contact person for that
park. There are many St. Joseph youths that are playing in waite Park right
now.
Question was raised by Claudette to give/sell 40 feet of Centennial Park west
end to 8-ple.'{ owner for parking space. Discussion took place, but nothing
was planned.
Much discussion took place regarding Morningside Park and Monument Park.
Meeting adjourned at 8:05.
