I have previewed the proposed work under BFA grant guidelines.It is noted signage may be a

component of a BFA grant (up to 50% of the grant/grant match), however, signage alone

doesn’t qualify for a BFA grant. I have discussed this project with the Applicant on several
occasions. Iam confident there is work over and above signage that will contribute to the grant
request. Until actual receipts are received it is difficult to determine the potential contribution the
awning painting will make toward the total project costs. To those ends, I recommend the EDA
approve aBFA grant of up to $1,000 for the project with the stipulation painting of the façade
must comprise at least 50% of the matching BFA reimbursement. For example if the actual cost
of the façade painting as demonstrated by receipts paid/invoices is $500 then the maximum
BFA reimbursement is $500 (calculated as: 50% of the cost of painting is eligible for grant, plus
an equal portion of the signage cost).
Upon reviewing the proposed activity and meeting with Mr. Steichen I find:
The proposed project is eligible for the BFA grant and consistent with the intended goal
to further revitalization/renewal efforts.
The property is current with taxes and assessments.
The property is zoned commercial and is consistent with the City’s Zoning Ordinance
and Comprehensive Plan.
The EDA’s 2015 capital allocation included funding for BFA Grant applications and other
revitalization efforts. The balance is sufficient to cover this BFA application. BFA program
oversight and authority for grant approval was delegated to the EDA.
Action:
EDA consideration of the grant application is kindly requested.
