HomeMy WebLinkAbout[03] Park Board Minutes Saint Joseph Park Board Meeting April 27, 2015 6:00 p.m. Millstream Park Shelter Members Present: Marguerite Fogarty (Secretary), John Anderson (Chairman), Terry Thene (Staff Liaison), Andrew Deuhs, Jodi Keehr, Sharon Young, Matt Killam (Councilor Liaison), Troy Goracke. Sharon Young Call to Order: 6:00 p.m. Approval of Minutes: Approved Approval of Agenda: Approved Liaison Reports: Terry Thene : Trees have been planted at Memorial Park on the hillside of baseball field. Seed will be planted on the hill soon. Some trees were planted at Centennial Park as well. Water service has been st updated at Baseball Park. May 1 will be opening date for parks. Matt Killam: “Bad Habit” Brewery will be located in shops by fall. Aquatic Park meetings have been held. Old Business: a.Klinefelter Bathroom Project This project is temporarily on hold. The Lion’s Shelter at Millstream has more momentum at the moment. Funding could be an issue currently. The City has many projects going on. We will return to this as we look at next year’s budget. b.Public Input for Parks . We currently have approximately 90 responses. The survey will be available for another month. We are reviewing current results and will compare with final results. Pickleball c. The initial bid for converting the Hockey Rink for this use was $4,000. This project has been tabled. d.Millstream Shelter report Andrew reported that our ideas were brought to Doug Carlson. He will draw something up. The plan has the same square footage as the current building and will include heat and air conditioning. The kitchen will include a concession area for events. The potential site would be where the current playground is located. After drawings are ready, we will get estimates and bring the plan to the City Council. e.Aquatic Feature Update There will be a work session on Wednesday that is open to the public. f.Priorities It was agreed that all plans are dependent on funding. Park resources are limited to Local Option Sales tax $$. Given that our priority at the present is the Millstream Shelter. Other discussion included the idea of a “Foot Golf” course. We will do research on this and discuss at our next meeting. We will also revisit the idea of a Dog Park. Potential sites could be East West Park, Centennial Park, or Hollow Park. Other Old Business g. None. New Business a.Wildflower Establishment at Klinefelter Terry was approached by a gentleman that does prairie restoration. He has done several projects here. For $4,000 he would re-plant the west side of Klinefelter with native grasses and heavily with wild flowers John suggested having a neighborhood meeting there. Peggi made a motion to continue researching the possibility of prairie restoration at Klinefelter. Troy seconded. b.Rugby (revisited) It was found that the Millstream location is not large enough. The Board agreed that Northland would not be an appropriate site. c.Little Libraries Abby Lyon attended the meeting to speak about her project with “Little Libraries”. The Lions and J.C.’s have donated $1,000 and 5 boxes have been built. Abby was wondering if the boxes could be placed in parks. Books in boxes could be “themed” to fit the location. Five families are willing to “adopt” the boxes. The libraries would be registered. Approved locations could be Klinefelter, Cloverdale, Hollow Park, Wobegone Shelter, and Northland Park. Abby will contact Terry when structures are ready. A motion was made by Sharon and seconded to approve those locations for installation of Little Libraries contingent on approval of physical locations by City Maintenance and adoption families named. d.Other New Business The Mayor joined us to tell us that seedling will arrive on Friday. The Lions earmarked $3,000 for storage at the ballpark. Terry’s idea would be to build a better warming house (16x20) and to use the existing warming house for storage. This would be attached to the existing building. The motion was made and seconded to approve the addition with insulation. Adjournment
