10SCh questioned if thei City should be approving large capital expenditures at a time when the City is
f cing a loss of revenue. Weyrens stated that the City has been trading in the equipment every two (2)
yf,ars and in the past we only paid for the hòurs used each year. Rassier stated it is his opinion that the
Oity should go back to the financing program where you only pay for the hours the equipment is used.
~~rther, he stated that i~ the Tractor is not traded every two years the value drops significantly and it
ould not be cost effective to trade-in the tractor beyond the two year period. Hosch stated he is not
0rposed to the equipm~nt request, but questions the timing of purchasing sU,ch.

ublic Hearin - Confiniement of Utilit Easement: Mayor Hosch called the Public Hearing to Order at
7:05 PM and stated the,purpose of the hearing is to consider the confinement of the utility easement to
tie southerly 20 feet of ~he below described property. The confinement of easement is necessary to
correct an error in the original recording of the utility easement.

as follows: Commencing, at the Northwest corner of said SE 3 NE 3; thence South OO~ 39' 3"
West (assumed bearing) along the West line of said SE 3 NE 3 for·287 .12 feet to the point of
beginning of the land to be described; thence continuing South 00° 39' 03" West along said
West line for 420.96 feet to the Northerly right of way line of the Burlington Northern Railroad;

Their being no one present wishing to speak Hosch closed the public hearing at7:06 PM.
Wick made a motion to confine the' utility easement on the above described property to the
southerly 20 feet as requested by the City Engineer. The motion was seconded by Rassier and
passed unanimo,usly.
Public Comments: No one wished to speak
Stearns County Park, Peter Theisman: Peter Theisman approached the Council on behalf of the Stearns
County Park Department. Theisman statèd that the Stearns County Park Department is in the process, of
writing a grant for the possible acquisition of the Honer property located on the west side of Kraemer
Lake. Part of the application includes letters of support from the surrounding Communities. ,Theisen'
stated it is the intent to make the Honer property a Regional Park.
Hosch opened the floor for comments or questions. ·
Charlie Eckroth of 29381 Kraemer Lake Road spoke in objection to the proposed park. Eckrothstated
that he has concerns if the Hòner property becomes a regional park as Kraemer Lake could become an
over crowded lake/beach, source of noise, and have a negative impacttò the fish stock. Eckroth further
stated a County Park has the potential of being a liability to the City with a large portion of the lake area
being non taxable.
June Rowland of 29467 Kraemer Lake Road spoke in objection to creating a park with a public landing
and boat access. Rowland stated the lake is not large enough to accommodate additional boat traffic and
fears the integrity of the Lake will be at risk if a public access is provided. Rowland further stated she is in
favor of preserving the land for a park, but does notwant a public / boat access designed as a part of the
park.
Bob Steffes of 29547 Kraemer Lake Road spoke in objection to the proposed park. Steffes stated that in
1978/1979 the Kraemer Lake Homeowner's Association contracted to have a study completed on the
viability of the Lake. The results of the study indicated that Kraemer Lake could not support a
development like is being proposed at this time. The study indicated that restrooms, (septic) would have
the potential of running into the lake affecting the phosphate level. Steffes further stated that the area
being discussed contains a large wetland area and the study indicated that development would be a
disturbance to the wetland areas.
Rieke questioned those present if they preferred a housing development to a regional park. Steffes
responded that they do not object to development along the lake, but a regional park is more
development then the Lake can support. Steffes stated the Lake could support single family develQpment
but not multiple family or campground facilities.
Joe Bechtold, Sf. Joseph Town Board Member spoke in support of the proposed regional park. Bechtold ·
stated that while the proposed park is not in the Orderly Annexation Agreement between the City of S1.
Joseph and St. Joseph Township, the area is included in the sewer study. Bechtold stated that the
County is only looking to purchase the property at this time. The development of the park will cOrne at a
later time and public input will be encouraged. Bechtold stated that he does not support a public access

Jim Graeve of619 East Minnesota Street spoke in. support of the proposed park. Graeve stated that the _ '

not o~ly to the residents of S1. Joseph,but the local businesses. Graeve. stated that in discussing the

that ~OUld best suitthe cOlT1munity. Graeveencouraged the Council to write a letter of support for federal
fundi· g for the proposed parkland purchase of the Honer Property.. '
MayJ Hosch questioned T~eisman regarding the boat access. Theisrnan stated the County could
deV"fp the park and not allow motorized boats. The public acçess could only be util~dfor canoes or
wate crafts'that can be ported to the access. Theisman'statedthat Warner Lake is managed by the
Coun¡tyand motorized boat~ are riot allowed. Th~isman stated in his opinion Warner Lake is an example
of a rccessful, County, Park.
Utsc stated he does not bilievethe City should be considering this matter. First the Council already
mad a motion to not support·the park and secondly the area is not in the Orderly Annexation Area. In

area . Theisman stated the main goal of the County is to protect the forest and wetlands.

dev~loped, Theismanstatéd that developing a park plan will cost an estimated $ 40,000 to$ 50,000.
Before expending County fµnds, on development" they want to make sure the County can acquire the
. land! Theisman stated the goal of the County Park Board is to provide recreation of all types to the
resi ents of Stearns County and he believes the proposed park can accommodate many of the goals.

Discussion: Wick stated the Councílneeds to deal with issues within the City and the Orderly
Annexation Area.! Township Supervisor JQe Bechtold stated it is his opinion that the City Council
is being unfair to the County ParkBoard and they should take this opportunity to work with the
ParkBoard to deyelop a Park thatwíll benefit all the residents. ,

Final Plat· Libertv pOinter Rick'Poplinski:., Rick Poplin ski of Viking Development approached the Councili
. re9uesting Final F,>lat for4ibertyPointe.Weyrens reported that minorchangeshave been made to the
pl~t since, the CO,uncil approved the Preliminary Plat. Based on the recommendation of the City Engineer
th following changes were made to the preliminary plat:

¡ rive. The name was changed since the road is curvilinear and assigning one

continuous street name will alleviate problems associated with changing a street ·
name at a curve. Weyrens reported that City Staff has reviewed the name
change and itwas the consensus of public safety staff that renaming the street
was in the best interest of the City.
2, Frontage Changes - Due to the large wetland on the souther" edge of the
proposed development, the proposed private street has been. moved north to
avoid as much of the wetland as possible. This movement changed the'
configuration of some of the lots but they are minor changes and do not create
non-conforming lots. ,
Wick questioned why the trail is not indicated on the final plat and if it has been moved as requested by
the Planning Commission. Poplin ski stated that trail easements cannot be included on a final plat and a
separate document will be prepared to assure that the trails will be available for public use. Bettendorf
confirmed that trails cannot be recorded as an easement and he will work with the developer to relocate
the trail.
Bettendorf· stated that there are still two outstanding issues on the' preliminary plat:
1. The easement for the private road is thirty (30) feet wide and if three utilities are to be

buried in that same area, and additional ten (10) feet will be needed. Poplinksi stated
that change can be accommodated.
2. Drainage issues need to be reviewed as Bettendorf has some concerns as to how the
water will drain on the south end of 16th Avenue. Bettendorf stated that atthe public
hearing residents expressed concern with current drainage issues and requested the
Council assure that the proposed development will not cause additional drainage, ' , ·
concerns. The residents were informed that the developers would meet with them and
discuss the current drainage issues. As of this time this has not been done and
Bettendorf does not recommend moving forward until this matter is resolved.
Bettendorf requested the Council delay action on the final plat as it is his understanding that a final plat
cannot be approved if the contingencies from the preliminary plat have not been resolved. TheCouncil
agreed to table this matter to April 3, 2003 placing final approval on the Consent Agenda provided the
outstanding issues have been resolved. '
Weyrens stated that Viking Development is also'seeking approval for public financing of the
improvements. Wèyrens further stated that she has meet with Poplinksi and he is aware that the private
road cannot be publicly financed. As far as financial assurances, Poplinksi has agreed to provide an
irrevocable letter of credit to equal a percentage of the total assessments outstanding. The Council must
determine the percentage of assessments that would be covered through the letter of credit. Weyrens
stated that she discussed this matter with the City Attorney and he agreed that a letter of credit would
provide assurance to the City, but requested the opportunity to review the 'letter of credit before executing
the developersagreement.
Bettendorf stated that if the City will be financing the project, a resolution must be adopted requesting the
completion of a feasibility report. While it is not typical to approve a feasibility report without final plat
approval, it is necessary to begin the report at this time so the improvements can be constructed this
year, Bettendorf requested Viking Development provide an assurance that should the project not be

Weyrens reported that the trail is being 100% funded by Stearns' County with the City of St.Joseph
funding the Welcoming Center. The fund balance in the Wobegon Fund after the fund transfer will be
approximately $44,000.
Hosch made a motion authorizing the transfers of $28,000 from the General Fund to the Wobegon
Fund as requested. The motion was seconded by Utsch and passed unanimously;
Surplus Property: Weyrens repor1ed the Fire Board had recommended the City Council and Township
declare the 1972 GMC Tanker as surplus property and allow for the salé of such through sealed bids.
Rassier made'a motion declaring the 1972 GMC Tanker as surplus and authorizing the sale of
such through sealed bids as requested. The motion was seconded by Rieke and passed
unanimously.

As you are aware, the S1. Cloud Area Planning Organization (APO) has recently awarded
$102,237 ofFY 2006 federal Surface Transportation Program (STP) funding for the above
referenced corridor study in the City of S1. Joseph.
A stipulation placed on the use of these federal funds is that a phase of construction occur within .
ten (10) years from the date that federal funds are obligated to the corridor study. In the case of
the S1. Joseph "South" Cörridor Study, the programmed obligation year for federal funding is FY
2006. This means that a phase-of construction must occur by FY 2016, or the City ofSt. Joseph
will be required to reimburse the Minnesota Department of Transportation (MnDOT) for the
federal study funds provided.
The APO is requesting that the City of St. Joseph adopt a resolution agreeing to this contingency
on the use of federal study funds. For your convenience, I have attached a generic resolution
with suggested language to accomplish this task. I will e-mail you an electronic version of this
resolution so you can customize it to your City and project.
Please provide an executed copy of this resolution to the APO at your earliest convenience.

Equity Act for the 21st Century (TEA-21) has been apportioned by the United States Congress to
Minnesotafor State and local transportation needs; and
WHEREAS; the Minnesota Department of Transportation (MnDOT) has allocatedFY 2006STP
funding to eight (8) Area Transportation Partnerships (ATPs) within Minnesota to be expended 75%
by MnDOT and 25% by local jurisdictions; and
WHEREAS; theSt. Cloud Area Planning Organization (APO) has received a $1.95 million target of
FY 2006 STP funding from the District 3 A TP for programming locally sponsored federal
transportation projects within the APO Planning Area; and
WHEREAS; the APO has recently awarded the üurisdiction) (APO approvedfederal$$) of STP
funding in FY 2006 for (project name and termini); and
WHEREAS; the federally required local match for this project is twenty (20) percent; and .
WHEREAS; in order to leverage more federal transportation projects, and fully utilize the APO's $1.95

Subd. 6: Participation in Noisy Parties or Gatherings. No person shall participate in any
party or other gathering or permit any party or other gathering of people giving rise to noise,
disturbing the peace, quiet, or repose of arlother person. When a police officer receives a
complaint and determines that a gathering is creating such a noise disturbance, the officer may
order all persons present, other than the owner- or tenant of the 'premises where the disturbance is
occurring, to disburse immediately." No person shall, refuse to,leave after, being ordèred by a
police officer to do so. Every owner or tenant of such premises who has knowledge of the
disturbance shall make every reasonable effort to see that the disturbance is stopped. Any,such
noise which has the effect of disturbing the peace, quiet, or repose of another person and is heard
outside the limits of the real estate from which the party is occurring shall be such a noisy party or
gathering which constitutes a violation' of this ordinance.
Subd. 7;' Animals. No person shall keep any animal that disturbs the comfort 'or repose of
persons in the vicinity by its frequent or continued noise.
Subd. 8: Engine Braking Prohibited.
a) No person may slow a vehicle by the practice knoWn as engine braking, also
referred to as "jake braking II or "dynamic braking, II whereby rapid downshifting of .
avehicle's engine is used inlieu of applying a vehicle's brakes, causing loud noises
( to emit from the vehicle's engine and exhaust system. Engine braking by any motor
vehicle on any public highway, street, parking lot or alley within the corporate
limits of the City of S1. Joseph is hereby declared to be a public nuis~nceand is
prohibited.
b) The foregoing proVision shall not apply to emergency vehicles.
Section 102.3: HOURLY RESTRlCTION ON CERTAIN OPERATIONS. No person
shall, between the hours of9:30 p.m. and 6:00 a.m. drive or operate any'minibike, or other
recreational vehicle not licensed for travel on public highways. Snowmpbiles and ATV s shall be
controlled by the operation of the Snowmobile and ATV,Ordinances and this Ordinance shall not
cover the operation of snowmobiles.
Section 102.4: LANDLORD'S LIABILITY. Violations of the noise control regulations
shall be the act of the owner of the residential dwelling unit even though he does not reside in the
unit as well as the persons on the premises who violate said regulations, except that the owner
shall be liable oIÙY fof those violations occurring after receipt of written notice ITom the City of
8t. Joseph or its police department of a violation ofthe noise control regulations having occurred
at the residential dwelling unit. For purposes of this section, owner is defined to include
corporations and partnerships as well as individual owners.

1st Ave NE, St Joseph, MN5G374, Stearns County. The complainantsaid a large group of people were·at a party·

yelling loudly, and they were playing loud music. Upon arrival I was at the east end ofthe buildingwhenl heard
loud music and yelling coming from th~ west end 0t.the, building. I could see a group of people standing'o'utside
an openàpé.rtment door. As I got closer,a male wno was yelling loudly, ducked downbehindäcarthatwas
parked ¡nfront of the apartment. I approached him and he put his open can of beer under the car 8s)f he was
, trying to hide it from me. I asked him for his ID, and he gave mè his Minnesota driver licensewhic~ identified him

They loóked at each other and didn't answer. I asked é1gainand a few said that they did no(live here. I asked
them Who did live here; and they. said they didn't know. I asked,them what they were doing here ifthey,didn't
know the renters., At that point one of the males sàid they were here visiting his buddy, but he would n~t giVe
his name., While I was talking with them,1 saw a few peoPle inside the apartment. One of thë females who~was
- standing outside shuUhe-front dO"or. I counted sÏ>çteen people at the apartment, twelye outside the door andfoUT
inside.
Officer Pete Janssen #7706 arrived to assisfme. He also asked some people in the group who lived at this
apartment, butno one would say. While I was talking with the group trying to quietthem down, because they
were still talking very loud, Officer Janssen knocked on thedoor and found the renter inside.the apartment.
The renter was identified as Dylan Michael Johnson, 01-22.;.81; 2094127th Lane NW, Coon Rapids, MN 55448. I
explained to him that someone had called in a noise complaint. I saw that there were some beer cans on the
counter tops, and plastic beer glasses were thrown around on the floor. I told him that I heard the loud music
and people yelling all the way at the other end of the building. I told him that I had to notify his landlord, and I
asked him who the landlord was. He said he didn't know who the landlord was or what their phone # was. He
said it was not his fault that the people were here, he said they have an open door policy, and these people just
showed up. I told him that as the renter of the apartment, he is responsible for what happens there. If he didn't
want any problems, he could have asked them to leave the premises. Officer Janssen and I then left the scene. I
went to the Police Station to telephone the landlord. I checked our rental phone list, but it had not been UPdl
with the new owners and mager, so I was not able to make the notification.

t 1.0 Scope
This Report covers the proposed grading, utility and street construction
for Northland Plat Seven in S1. Joseph, Minnesota. A project locati?n
, map (Figure 1) is included in the Appendix. Construction is proposed
for summer of2003. Special assessments are proposed for site gradi1g,
I , street construction, concrete curb and gutter, and underground utilitifs.

, Having investigated the facts relating to construction of the propo¡ ed

improvements, it is my opinion, from an engineering standpoint, that
this project is feasible, cost-effective, and necessary.

This is the second phase of the proposed Northland, Plat Six

· I preliminary plat. The proposed utilities will connect to the existing
utilities installed in the previous project.
· Proposed Improvements

The proposed improvements (Figure 2) will consist of connecting an
· 8-inch water main from the existing line between Lots 4 & 5, Blick 3
and extending it to and, along Jasmine Lane. The water main wtll be
· extended to CSAH 2 to provide for future looping and use. One,-inch
water service pipes will be provided to all lots in this phase ofthe'plat.

, In order to serve the proposed area with sanitary sewer,' an 8-inch

I along Jasmine Lane to CSAH 2. Extending the sanitary' sewer to
CSAH2 wi]] provide the City with theabiJity to serve the existing Jots

sanitary sewer service pipes wiH,be extended to all Jots in this phase of
the proposed pJat. Service wyes wilJ also be installed and plugged for

DesignB618 concrete curb and gutter wilJbeinstalled on all proposed
I streets. Drainage will be accomplished through a storm sewer system.
The JowpointwilJ be located at the intersection of Jasmine Lane and
Third, Avenue. Northeast. The drainage flow wilJ connect t? the
I existing storm.se,werJinebetween Lot 10, BJock3 and Lot 1, BJqck 4.
The flow wilJ then be carried to the existing storm water sedimentation
pond located on the east side of the previous plat.
I The proposeq street improvement on Jasmine Lane and Third A venue
Northeast will consist of 36-foot-wide streets from face-to-face of
I curb.. The proposed pavement cross-section wi]] consist of 1.5-inch
bituminous wear course, 2-inch biturninous base course, and 8-inch
-- Class 5 aggregate base. Final street widths wilJbe reviewed with city
staff during design.

, All disturbed areas in the plat wilJ be restored with topsoil and seed.

i Topsoil wilJ be stripped and stockpiled on the site during grading
, operations, and the~re-spread for restoration. Seeding the proposed

I Jots will help maintain drainageanq prevent silt and soil from eroding

I I The only entrance into the site is an existing, driveway being used, by
, the Rothforks. This driveway wilJ be eliminated to construct the street
within the pJat limits but wi]] need to be reconnected outside the plat

I The sanitary sewerwilJ require a utility easement for the pipe that is
installed from the connection point along Northland Drive to Ja.smine
I Lane and not included in the plat (Figure 2).

COM NTS/RECOMMENDATIONS
All neJ lift stations CNortwanb, DBL, and CR121) are 208 volts. The East Baker Street lift station is 240
volts a~d was previously serv~dbya separate small generator. The BakerStreet station was reconstructed
at 240 Jolts, because the cost to convert to 208 volts was estimated at $17,000. The existing generators
will work on 240 volts with al simple adjustment for short durations, but Jim Marthaler would like to see
. the con~ersion made sothat the generators can run on 240 volts for an extended period of time. I agree I
that tm would be a good inveistment.

2002 Summary
With all of the construction projects happening this year, five plus the normal use of water for flushing hydrants,
flushing sanitary twice a year, fire department practices and use, skating rinks, etc. if we allow three million
gallons are ratio isn't good, 57% accountable water and 43% unaccountable, DNR requires accountable water
at 90% - 100%.
Wells 3, 4 and 5 meters were removed and sent in for testing in March. Influent meter was also tested at this
time.
Wells 3, 4, and 5 had new check valve installed in September.
The City replaced and upgraded over 6,000 feet of water main replacing hydrants, gate valves, service, etc.
The City installed (new) approximately 19,000 feet of water main on County Road 121 and four othef projects,
including hydrants, gate valves, service, etc.

Alan Rassier At the January EDA meeting, EDA members discussed the possible distribution of a
Ross Rieke questionnaire to former and current business prospects to obtain input on current and future
Gary Utsch EDA and City services. The purpose of the survey is to ensure services provided to the
Dale Wick business community and potential commercial/industrial businesses are sufficient.
At subsequent meetings in February and March, the EDAdiscussed:
1. Questions contained in the proposed survey. .
2. The necessity of obtaining input from the Planning Commission, and City Council on the
proposed survey instrument.
3. Who will be sent the questionnaire
a. Business leads that decided to locate or expand elsewhere
b. Current business prospects;
c. Business contacts that have decided to expand/locate in St. Joseph; or
d. All of the above.

The survey instrument, a copy of which is attached has been revised following the March EDA
meeting and is offered for your review and comments. The survey will also be forwarded to the
Planning Commission for review and input.

Municipal Development Group has been interacting with a number of prospects throughout the
ADMINISTRATOR past month. Following is a summary of activities that have transpired. If you have any

businesses.
COUNCILORS
Alan Rassier Project 01-A:
Ross Rieke The construction of a 67,000 square foot building is near completion in the St. Joseph Business
Gary Utsch Park. The company is in the process of moving into the facility in March. The actual payment
Dale Wick request for the $42,000 grant to the City of St. Joseph from the Minnesota Investment Fund for
the establishment of a revolving loan fund will be submitted to DTED as soon as applicable
materials are received from the applicant.
Project 01-E .
This project involves the expansion of a current service business. The actual construction is not
anticipated for another couple of years. MDG continues to be in touch with the prospect's
contact. A phone message left 03-12-03 was returned on 3-14-03. Email received on 3-20-03
indicated interest in cooperating with project 03-A. -
Project 01-F:
This project involves the locating of a fast food restaurant in the City of St. Joseph. On 2-25-03,
MDG spoke to the company contact who indicated they have narrowed their site options and
would be touring sites the last week of February. MDG met with the company representative on
March 12,2003. Additional correspondence on 3-19-03 and 3-21-03.
Project 01-1:
This company is considering the purchase of approximately 5 acres in St. Joseph Business
Park for a 12,000 square foot facility. The company's option on the lot has expired. They are
still interested in expanding in St. Joseph but are waiting to proceed with the closing ()n the
property until they sell real estate they own in another community. MDG had follow-up contact
with the business on 2-25-03 and 3-19-03.
Project 01-J:
This developer owns a commercial subdivision in Sf. Joseph. MDG met with the developer on
2-25-03 regarding listing of available sites and two potential commercial projects for the
subdivision and followed up on 3-12-03, 3-19-03 and 3-26-03.
Project 01-N:
This commercial business is considering the construction of a 3,000 square foot office facility in
St. Joseph (not in the St. Joseph Business Park). The company contacted MDG on February
18th and noted the project is back on the table. MDG researched commercial sites, at the .
request of the company, on Februar~ 19th & 25th, MDG conducted follow up conversations with
the company on March 3rd, 4th, 5th, 7 ,10th, 13th, 18th, 19th, and 23rd,

Project 02-L
This company contacted the city on April 29,2002. regardit1g potential space for the
construction of aloffice/warehouse and office facility. They plan to construct a 12,800 square
foot multi-tenant building in St. Joseph business park, with plans for an additional 9,600 square
feet. MDG met with the company representative on February 26th to preliminarily review site
planforconform~nce with covenants. Site and building plan review information was forwarded
to the companyqn March Sth and ih. MDG followed up with the company and their architect on
March 12th. TheiEDAreviewed/approved the building and site plan at their March 19th meeting
with Planning~ommission review scheduled, if the application is complete, for the April
meeting.
Project 02-0 I
This company 1ntacted the city in May of 2002. They are interested in approximately 1 acre of
industrial land. MDG followed up on February 19, 2003 regarding a potential site. The
company contac indicated they have been very busy and their expansion plans will be revisited
in, approximately six months. .

This company is interested in a site for a 7,000 square foot building. MDG has corresponded
with the company on numerous occasions. MDG followed-up viae-mail on March 12, 2003.

The Departme~t of Trade and Economic Development requested proposals from cities in
August, 2002 fâr this company. A proposal was submitted on behalf of St. Joseph, by MDG.
MDG emailed request for an update on March 19, 2003. DTED responded on_March 20th
noting the COrn~any is in a j10lding pattern and that no additional activity has transpired.
Project02-V
This company contacted the City on September 18, 2002. MDG met with the owner and
discussed sitesizoning, covenants and ,incentives. MDG sent a follow-up letter on February 26,
2003.
Project 02-Y
This prospect qontacted MDG, on October 7,2002 indicating he ,had met with City
representatives: a few years ago regar,ding new construction in the Buettner Business Park.
MDG followed lupwith the contact on numerous occasions,. includingFebruary2S, 2003. On
March 1, Oth, theicompany representative noted he had researched a site outside of the Buettner
Business Park¡as only 1 % to 2 acres are needed, but the cost per square foot was too high.
MDGwill conti~ue to research potential industrial sitªs.
Project 02-Z I
This company¡contacted the MDG regarding relocation of their current commercial facility on
October 31, 2q02. MDG followed up several occasions including February 18th, 20th, 26th and
27th. MDG met with the company representative and a building owner to discuss a possible
purchase on March sth.The building owner will review and get back to the owner and MDG the
beginning of April.
Project 02-J
. This prospect icontacted thè MDG on November 4, 2002 regarding industrial lots within the
BuettnerBusi~ess Park. The prospect clos~d on a lot in the business park in early February.

March 7th. Developer spoke with MDG on 3-19-03. MDG contacted Developer with additional .
information regarding assessment terms on 3-26-03.
Project 02-88
This prospect contacted the city in November seeking information on 300 - 400 s.f. of available
commercial lease space. MDGattempted to follow up with additional information on February
12th and 25th 2003, however the phone was disconnected.
Project 02-CC
This prospect contacted MDG on November 22, 2002 regarding available acreage within the
Buettner Business Park for a 9,200 square foot facility. MDG followed-up with the prospect on
February 25, 2003. They had contacted one of the landowners and are waiting for a price on
the industrial site. MDG followed-up on March 10th. The contact indicated the price of the 2+
acre site was too high. They may consider a lot in Buettner Business Park. MDG sent the
contact additional information on the lots in the park including covenants, a map and pricing
information.
Project 02-DD
This contact inquired about residential and commercial land in St. Joseph on December 9,
2002. MDG followed up several times including the latest contact on Febru~ry 25, 2003.
Project 02-FF
This developer contacted the City on December 26, 2002 regarding a specific parcel in the
Buettner Business Park. EDA staff has followed up with this contact on several occasions.' MDG
sent a follow-up letter on February 25, 2003.
Project 03-A
These developers are interested in a highway commercial development in an area not yet .
annexed into the City. MDG has been working with them over the past several months. MDG
followed up on February 12t\ 13th, 14th, 1ih and 20th. A meeting was held March 5th to review
items including the shoreland ordinance, possible sites for a city well _on the property,
annexation process, PUD standards, development applicãtions and schedule,etc. The
. developers anticipate presenting a concept plan and request for annexation in April, 2003.
Follow-up correspondence occurred on March 10th, 11th, 1ih, 1ih, 19th, 21st, and 24th. A
meeting with the developers is scheduled for April 1st with the City Administrator, City Engineer,
County Engineer, Stearns Co. Environmental Services, DNRWaters and MDG representatives.
Project 03-C
This prospect contacted the City on January 6, 2003. The are interested in a commercial
development, but are in the initial planning stages. MDG met with the prospects at the City on
January 15, 2003. They are looking for a short-term lease for about 2,000 s.f. of commercial
space. MDG contacted the prospect on February 25th. They indicated they are close to
securing an existing building in Waite Park.
Project 03-D
St. Cloud Area economic development contacts were invited to a presentation at the St. Cloud
Area Economic Development Partnership on Friday, January 10, 2003. At the meeting two
entrepreneur's shared their interest pursuing project involving processing plant which would
flavor pre-dressed poultry for distribution to the home' replacement meal market. Follow up
phone calls and discussions occurred on February 21 st, 25th and 2ih and March 6th and 19th.
The company plans to visit MN in March or April to tour two buildings, one of which is in SI.
Joseph.
Project 03-E .
This prospect met with MDG on February 19, 2003. They inquired about land in Buettner
Business Park. MDG provided the prospect with site information, assessment and covenants.
