0 A plan is needed but I feel that Pleasant Acres should be considered after
development has moved out to us instead of us paying for the entire line out
to our development.

0 Even though we live on 5+ acres not on the lakes and don't have a septic
system problem, I think something needs to be done to protect the lakes.
0 We'd like more information from PCA which Carl Stitch talked to us about- a
better septic system
0 Would we be able to keep our well water for watering the lawn, flower beds,
· etc?
0 This has come up about every 7-10 years and the cost continues to rise
(doubling). Please move forward with the annexation.

0 At our location with 2.5 acres of land and nearest house is 200' away with
good water now or yet, it does not seem very important at this time. But to
know what kind of wasteful and polluting society and world we live in today, I
think the only right thing to do is proceed.
0 We need to plan for the future annexation of the southern portion of St.
Wendel Township and it appears that St. Joseph is the preferred location. It
needs to proceed slowly and deliberately and on mutually agreeable terms
with a final vote when all details have been worked out. Cost, payment
options, services, boundaries, construction timetable, etc should be settled
before final approval.
0 It is an outrage that St. Wendel Township completely failed to communicate
to residents the scale and scope of the issues. We are being forced into a
quick decision when what we need is more information. St. Wendel should
pay for this.
0 More care needs to be taken when letting these types of projects out for bid.
The CitylTownship should get competitive bids on everything including
engineering. Too often cities get in bed with engineering firms and just accept
their fees usually in increments of 25,000-50,000. No checks and balances.
Individually we could get better prices on everything because we are looking
out for our money and not spending someone else's money. Get the most for
· each dollar spent.
0 5-10 year plan would be fine unless it is found to be necessary earlier than ·
that. I don't like rushing into a plan due to other timeline/factors.
0 I moved in almost 4 years ago. My septic has been upgraded and I have a
large lot. If there were eminent problems however I would move to fix our
problem as soon as possible as I do not want the water quality, drinking or
lake to be in jeopardy. I plan on living here permanently.
0 Letter explains things very well. It would be nice to continue this method of
informing people.
0 It seems rather odd to us that this issue has not been addressed since 1995
when we attended the sewer study meetings. Oddly enough we are now
being asked to make an extremely critical and costly decision in a matter of
two weeks. It appears that much of the important information has been
withheld until after recent elections, or perhaps board members did not are to
be proactive and allow us to plan and save money for the past 5 years for
this.
0 Will there be any special finance programs developed for this project? If your
well meets all requirements will it be possible to continue using your well for
drinking? If you hook up to water and sewer will you be able to keep your
current well for watering your lawn and gardens?
0 With the addition of water and sewer services, major development is sure to
follow. Is there a plan to pas some of the cost along to new developers and
possibly reduce our costs? If not the special assessment, maybe wac/sac,
trunk fees, etc.
0 We would like to see a flexible hookup plan (12-24 mos) for the street to
home hookup once the service is available at the street. In our case, that
would allow us some flexibility being we have the newer septic «5 years). ·
0 We live on the south side of Watab Lake and do not believe there is a
problem in our area. The large problem is Pleasant Acres. Such areas of area
"A" should be given choices of when to connect to water/sewage.
0 While we are in agreement that the above will need to be done, we feel it is
necessary that you take into consideration most people need some time to
financially prepare also give people at least one year notice before we are
being dug up. We feel right now there is pressure - these requests are
reasonable. Bottom line - we know and agree that sewer and water will have
to come just give us a few years to prepare. We have had major illness in our
family and I'm sure other families have issues.
0 Our concern is that we see area "A" being 151 to receive sewer and water, but
the reality is that it comes down to use to pay for developers to come out
here. Known fact there is land in area 0 and C where developers are
probably chomping at the bit to develop. Why should we in section A get
penalized for these future developers to come out here? We understand
growth and look forward to higher property value. We don't feel we should
have to pay the trunk fee. I will gladly pay to have city water and sewer later
after the developers have developed the land that they are so closely
watching.
0 We believe services will be required in the densely populated areas in the
time frame above. However, residences with larger lots of land will not require
it in the foreseeable future. Accordingly the current boundary lines could be
realigned to reflect this.
0 It is necessary that each and every homeowner hookup to both sewer and ·
water systems once water and sewer services are installed in the street
system? Can a homeowner delay hookup to the new sewer system knowing
. that he homeowner has recently upgraded their present system?
D The leadership here seems very poor to give us short notice on a matter this
important. Need federal or state low/no interest rate loans or many people will
lose their homes in pleasant acres.
D If annexation occurs and assessments are done how are the fees assessed?
If you have a larger lot or a corner lot is it based on footage or is it equal to all
residents? How will the undeveloped area between St. Joe and Pleasant
Acres be assessed when they are developed? Will Pleasant Acres bear the
largest dollar amounts and assessments based on current density and new
developments pay less.
D As far as St. Joseph not needing Pleasant Acres, that really does not make
sense. The land and lots are clearly more desirable than the lots and homes
being built in St. Joseph at this time and as far as the older homes in St. Joe
they are likely to be less desirable as time goes by. I would say they do not
need the taxes from pleasant acres.
D We have never had sewer problems at our home (1969 to present) but know
the reality of progress.
D The only thing I have against the annexation is they will also bring curb and
gutters, sidewalks, and street lighting. We have a country atmosphere here in
pleasant acres that we all enjoy. Nobody telling us what to do all the time.
D Realizing that annexation/sewer & water will eventually be needed and will
occur. I feel it is important to give consideration to the time frame and to at
least allow people to prepare financially. 10 years, I feel, may be too long but
within the next 5 years does seem reasonable. Many would not be prepared
. to come up with $9,000+ within 1-2 years. I would like to see financial
concerns be considered for all families involved in the annexation.
D Plan for the future and get hooked up to both city sewer and water.
D Even though our septic is 10 years old, I cannot imagine jeopardizing our
drinking water quality which in turn would jeopardize the health of our family
and neighbors.
D 1. The section on taxes refers to city services. Won't this depend on the
annexation agreement? 2. Does the Board ( or anyone) plan to sample lake
and/or well water for testing in the near future? 3. Is there any possibility of
getting sewer/water from St. Cloud or St. Stephen in the next 10 years? 4.
What about clustering? Comment to question #3. Although wea re not
enthusiastic about annexation of any kind, we are more concerned about our
water quality. We believe that planning, based on real data is necessary in
order to make wise choices. Based on current evidence we expect that
annexation is inevitable, probably within 10 years.
D Before anything takes place I would like to see test results of water testing. If
sewer systems re failing then the owners of that septic system should have to
replace it. I do believe that at some point this will be needed but as a single
parent of two this is not financially possible for me and without seeing any
problems or water & septic testing results I can't see a reason for this to be
done now.
D 50% of the resident voters must support the preliminary plan. Go ahead &
annex Pleasant Acres but leave the rest of us alone. Move the border lines.

0 Our septic system was installed and certified in the fall of 2001. We own a ·
corner lot and V2 lot, so our lot would be large enough for a new drain field if it
had to be replaced, so we are against annexation.
0 I'm sorry if some people have bad septics. It is more cost efficient for people
to replace septics & wells than annex. With your schedule the worst possible
case is this will cost $32,000 +. That is a substancial burden to the home
owner. No, the house will not be worth that much more. Since the going lot
in St. Joe is 35-40,000. Compliant septics & wells are the way to go. Thank-
you.
0 Please make decisions based on the best interests of the community as a
whole. Also why wasn't this brought up last fall when you were notified by St.
Joseph/St.Cloud. The timing and rushing to decisions is what puzzles me
most. Comment to #2: I would like to see a Orderly Annexation plan
constructed aimed at a 10 year period to give people time to make informed
decisions.
0 I do not think the problems they say we are confronted with to be as urgent
as they want us to believe. That does not mean they are not urgent for some
individuals, however I do not believe the urgency is for the many. I believe
St. Wendel to be doing a very good job of taking care of my needs. I am very
satisfied. But I do believe we must always look to the future and anticipate
and plan simply because we anticipate and plan does not mean we take
immediate action. We develop plans to be put into action in case an event
becomes a reality; not because we are going to take action based upon a
"what if' event were to occur. What if the event does not occur, that does not
mean the plan was improper. Many things change before the future becomes ·
. now and moves to history or past. Comment to #1 :Ye, there is always a need
for long range planning. Comment t #2 a. We must be sure that the
anticipated problems are real and immediate, I do not like scare tactics.
Comment to #2 e. Developing a plan of action does not mean immediate
action is necessary. Buying life insurance does not mean you believe you will
die tomorrow.
0 I think most of us feel we are footing the bill for all the developers who will
add on to the lines from here to St. Joe. We end up with the most cost. I
_ this is not the case- They should take on some of this cost. I would like
to know if this helps home values at all. If it is not done soon I would just as
well wait 10 years.
0 Very nicely done letter and information. Would we still be able to use our well
and septic if they would pass periodic tests? Could we still use our wells for
sprinkling lawns?
0 The people or person behind this proposal is way out of line!!! Comment to
#1: An annexation to St. Joe city would definitely be out of the question.
Comment to #2 e. Don't want to be annexed to city Period.... You can
experiment, create & build a lot of sewer & water options that will work for
$30,000. without doubling peoples taxes and creating a financial burden on
family's that might decide to send more children to more schooling after high
school.

320th, 92nc, November Lane, 91 sl etc.. But we do see a need for Pleasant

0 $30,000- Are you nuts! No way- nobody in our addition can afford this.
. Lower the price and we'll maybe consider it. You've just got to lower the
price. The average middle income family will fall apart if this goes through.

0 In our opinion if we are zoned agricultural, we should be left out of the survey
and not be taxed for water/sewer that we don't want.
0 We own a large lot on County Rd. 2 and do not feel we have a problem with
our septic system or well. We would not like to join St. Joseph.
0 I live on 3281h Street on one and three quarter acres of land. I moved out here
to enjoy well water. I don't have a problem with my system. I am actively
deployed with my military unit. I don't have 8,000-9,000 for hook-up. My
salary has been reduced monthly. I don't see the need for a hook up and I
will not pay for it. I do understand that STW A does have problems but not in
my yard or may neighbor's yard's. I am fighting for the freedom of all of us by
the work I do daily. This doesn't seem very American to me. Please call me
on this or better yet, I will call you. Thank-you. Comment to #1 But not at
the expense of homeowners who do not need the hookup.
0 Do not wish to be a part of St. Joe. Cost is to high. Pay over $1400 in taxes
now. If memory is correct, the 95 meeting presented the St. Joe/St. Cloud
option as one of the most expensive solutions. Also, thanks to the board for
your diligence on this matter.
0 We purchased our home because it was "out of town". We do not want to be
annexed and part of the City of St. Joseph. We want to look at stars, not
street lights. We own 2 acres in which we could ultimately move our septic if
we had to. We do not feel we should pay for the problems in Pleasant Acres.
. The proposed cost is way to high. Most people live paycheck to paycheck.
How can you expect people to cash flow the cost? We feel this proposal is
premature. If there was a definite problem we would qualify for grants.

0 We are on the other side of the lake in Section A (off of 9151) We do not need
or want to be part of the city or need to have city water. I don't see why they
can't stay on the other side of the lake, Cty Road 2, Pleasant Acres and leave
us alone. If it's because a developer bought land on 9151 Ave. and can't build
until there is city water, that's not my worry. We moved to the country to be in
the country. We don't want our area developed, to be part of the City or to
have city water. Comment to #1 Only for parts of it (Pleasant Acres cty rod 2
area) Comment to # 2 e. We do not need a plan for our area.
0 I build a house in the township of St. Wendel by choice. I do not wish to
become part of St. Joseph and their bullshit. No sewer or water. Comment
to #2e. 50 year's from now.
0 You got to be kidding. You want to double my taxes to $4,000 a year, write
you a check for $10,000 and then have me pay $20,000 more! We already
have police & fire. We don't need street lights. You've already upped the
value of my house over $60,000 in 2 years, and we have made no
improvements. We won't be abe to even pay the taxes soon, let alone make
principle & interest and assessment fees. I vote no. Comment to 2e. We
would prefer to never be annexed.
0 Garbage is not included with city taxes, it is paid separately with water bill.
Septic systems that are well cared for last much longer than 15-25 years.
. Why make everyone pay to annex and have services when many have
larger lot and compliant systems. Once again those who have taken
initiative, bought larger lots will have to subsidize those on the small lots. ·
Retired land owners on fixed incomes will be seriously harmed by
annexation. With the resent sale of the land east of the lakes sewer & water
is coming there fairly soon. That might be a better cost option. The elevation
changes along Co. Rd 2 are much greater than along Co. Rd 133. There are
more severe elevation changes on 320 Street from Co Rd 2 than from 133
also. Comment to #2 e. Explore and present all options not just annexation.
0 St. Joe is charging too much. Comment to #2e. There should be another
option.
0 I am a new home owner in the area (A) and have just put in a new septic and
water system costing 15 to 16 thousand dollars. There needs to be some
kind of credit for new and compliant septic system homeowners or the option
not to hook up until septic doesn't meet county requirements. Comment to
#2e. In this rural setting, compliant individual septic systems is all that is
needed in this area.
0 We feel septic systems that are older than 12 years should be forced to
update their own septic systems on their own expenses. We have just spent
6,000 on updating our septic systems. We feel every homeowner should do
the same.
0 I believe Pleasant Acres has the main issue here, and the need for
annexation. Don't bring in homes off Co. Rd 2, because of there needs. We
have 8 :h acres, and no need for this, as others on 102nd Ave have similar
acreage, and no need for annexation. You need to move boundaries, and
not pull in others just because. I included a revision to boundaries you
currently have as A. Comment to #2e. Boundaries should be moved & not
effect homes with 5 + acres, and some smaller 1 + acre lots nearby. ·
0 Why bother asking questions? It's obvious that St. Joseph wants to annex
Pleasant Acres and will do so one way or another. Why all this last minute
warnings about "faulty septic tanks" and "bad water"? You have already
made up your minds and I'm sure a lot of money has already been spent on
your scare campaign. Your mind has been made up. Comments to #2e.
You've made up your mind, the question is moot.
0 Would strongly prefer to remain part of St. Wendel Township. Some
decisions & course of action could be taken with annexation. Comment to
#2e. Present costs and timetable for "cluster system" described in Stearns
County letter, or other alternative.
0 I feel the main reason this has come up is because of the unbelievable
money being offered to landowners for building houses. If landowners &
developers want city services- let them pay for it. Also, I don't want to
become part of St. Joseph. St. Wendel Township should oppose this.
0 I think this is being forced on St. Wendel Township to help off set the cost for
the City of St. Joe. My house is on one acre and is not that old. There is no
need!!
0 If this would go through I'd have to sell my house because I can not afford to
have it done. I'm a disabled single parent with a very limited income.
0 Why are we not exploring other options of sewage disposal? Why include all
of Area A in the annexation plan when only Pleasant Acres seems to be
having a problem? Leave the rest of area A along. If Pleasant Acres
wants/needs sewer and water let them pay the cost of taking the line to them.

D I feel ther are areas in the township that may need the city services but areas
. that don't. I feel property owners that have enough land that allows them to
have room for new septic systems don't need to fork out this amount of
money for owner's that don't. I also feel that it's unfair that we should be
forced into this and pay for a project that the City of 8t. Joseph can't affor. I
know that if this goes through it would put a lot of people in a financial bind. I
move into the country to stay away from the city life and would like to stay "In
the country".
D If annexation is approved can the township change the phase/boundaries. It
seems stupid to go Y:1 mile west of CR 2 for 5 houses. It would make more
sense to wait until phase 2 and extend from CR 2 to CR 3.
D Explain special assessment charges? Why does the fees have to be so
high?
D I feel it is not necessary for the people in Pleasant Acres to pay for the trunk
line from 8t. Joe so that some Developer can come in and be able to come in
and hook up for very little charge. Maybe the township needs to think about a
moratorium that you are not able to build on less than 20 acres.
D We had water tested 3-24-05 by Traut Wells analysis lab, nitrates were O.
D We would like to see 8t. Wendel Township enter into the same agreement 8t.
Joseph Township has with the city of 8t. Joseph. Where it would take 60 %
of the people in favor of annexation before annexation can take place.
D 8t. Joe has nothing to offer us but years of ripped up roads, light
pollution(street lights), replacing free water with water we pay for and ripping
everyones yard. If it is not broke-don't fix it. Find the septic systems that are
old, not working, and track the rest that are working. Give us information on
. how and who can test drinking water.
0 Thank you for requesting our input. This survey reads like a recruitment
document supporting annexation. After discussing our water quality with my
neighbor, an employee of Traut Wells, I feel our water quality is safe, and not
at risk. Those who are experiencing water quality concerns may have
shallow wells at less than 100 feet. A new well is far less expensive than the
annexation process. Also, drain fields can be replaced.
D I don't want there city water, I don't want there city sewer. I don't want there
police protection. I don't want there city lights. Do you get the idea yet!!! NO
SEWER NO WATER
0 Our water and septic was tested and inspected in 2004 and passed with
flying colors and we do not feel we need sewer & water from 8t. Joseph or
any other town. (Our taxes are too high now)
0 There are? day cares out here in Pleasant Acres and if we had contaminated
water we would all be shut down, every 2 years have to have tested and if
everyone had a one year pumping, would eliminate contamination & make
them show certificate that they had done it, maybe that would be another
solution. (the septics)
0 We have a 2 acre plot, and out septic system is only 12 years old. It is in
perfect condition. Water has no nitrate in it.
0 Just installed new septic system. Don't want to be annexed to city of 81. Joe.

D Comment to #2e. $26,000-$30,000 is too much, you should be able to get
some kind of financial help for residents. About 80% of the people in Pleasant
. Acers can not afford such a high price. We would not recoup 26-30,000 more
when our house is sold.

will have problems. Financial part is very bothersome to us.
0 We absolutely cannot afford 10,000 up front. Are you kidding? I have kids to
put through college in 5 years- we would have to move. We live on Watab
Drive. Why would it cost so much. 1.5 million for so few houses per capita
rate, is outrageous.
0 After speaking to the PCA it is only a matter of time before problems occur.
As far as where we are situated in Pleasant Acres we see problems already
occurring but no one is saying anything or doing anything about. This scares
me, the test well in our yard already shows water contamination at 30 feet.
Some wells around here are at 60 or 100 feet, it's all a matter of time. Do it
when we can.
0 There is no need for area residents to pay for the city water facitlity. Let the
city grow as needed. NO TO ANNEXATION.
0 People should be told if there are any deferments, seniors and how the
deferment works it may help to make a better decision.
0 Carl, I'm sure we agree, it is inevitable and needs to be done. This St. Joe
"rush" seems to be a price, a bit high for the service. Are there any options
wIthe other adjacent cities? It think our biggest danger in the future is water
quality.
0 We think it is important to act now, before there are major well and water
contamination problems. We just replaced our septic system within the past
5 years($17,OOO) but still think it is a wise investment to do the city water and
sewer now, instead of later. The cost is only going to go higher if we wait. If
we wait another 10 years, I may have to replace my system again in the .
same place, and waste all of that money again because it is only a temporary
solution. Please act now! We elect you to do what is best and prudent.
There will always be naysayers, but we must act now!
0 At the last public meeting, Carl Stich presented misinformation. I recommend
Dave Douvier or Greg Salk represent the St. Wendel Township at the next
scheduled public meeting. I recommend hiring Bob Hiem to facilitate an
orderly annexation agreement w/St. Joseph. Who will be tabulating results of
this questionnaire? Hopefully an impartial party.
0 1. Can costs be studied/negotiated by an expert? 2. To be annexed by a
city- is it all or nothing? Meaning- street lights, plowing roads/regs, dog,
bicycle licenses/permits? 3. Assessement formula - How does it work for
large and/or corner lots, elderly/poor - is there means testing.
0 Would it be worth pursuing and annexation with Sartell or St. Cloud given the
huge cost factor associated with St. Joseph? What would be most cost
effective for all involved?
0 Would we be able to choose not to connect water services if our well is still
safe? Or could we keep our existing well for watering lawn, washing clothes,
etc...
0 Annexation is inevitable, not just to help with "possible" environmental
problems with lake and groundwater, but St. Joe will continue to grow and
develop. We don't have the kind of money to pay for improvements at this
time but feel the project is necessary and will have our share when the time
comes. It will be a bid project to tear up roads etc.. but that is to be expected.
0 Annexation to St. Cloud, is that an option, would it be cheaper to hookup with
St. Cloud because they already have water & sewer? .
. 0 Wait until all the land is developed between St. Joseph and Pleasant Acres,
then hookup to it. St. Joseph will be able to add modules to the water
treatment plant as needed. Start testing septics that were original to the
development or haven't been looked at in 15+ years. This way they can get
10-15 years out of a new system if necessary. I believe the scare tactics are
overblown. We have our well tested yearly and we love the quality of our
water. Negotiate a tough agreement with St. Joseph to get what the people
want as discussed at the 2-28-05 meeting. Do not be strong-armed into
anything prematurely. We have all the negotiating power. Do not subsidize
the building of these new facilities or sewer lines before they're needed 10-20

would hookup be mandatory if annexation takes place or will residents have

We need more time to research and get all facts before putting so much

years we may have better options than just St. Joe and then we can have this

property owners that need services to their property so large tracts of land

The excess water can't get back through filling their septics faster and making
it seem their septic system has failed. I have witnessed this happening quite

this site with acreage so in the future that when the septic system goes that I
could move the system yet stay away from the well. The people in Pleasant
Acres should be annexed first if annexation occurs. I know that there are

they can subdivide this into lots and the only way this can happen is if the

D A Plan developed that would not force annexing to City of St. Joseph.
D We can see the need for a plan, but just moved in to our house a year ago
and therefore have a new septic system and would prefer not to have to pay
for additional services at this time.
General Questions/Comments:

D Doubling the taxes is insane. Oh Yeah, I'm sure we can see street lights
stretching out 4 miles+ from St. Joe. I vote NO.
D If St. Joseph wishes to annex the area in question, why should the taxpayers
who may not get services for years have to pay the cost of special
assessment if the pipe for sewer and water never get to them? Plus having to
pay increased city taxes in the outlaying area with big agricultural lots. Ex:
102nd Avenue with swampland have large lots.
D Why pay for something we'll never see in the area where we live.
D We feel there is a need for the service in Pleasant Acres, but do not need it
where we live. We have room on our property for septic expansion.
Furthermore, if we are annexed into St. Joseph City we don't feel we should
have to pay for services that we are not getting.
D This is too important of a decision to be made without a series of public
meetings to discuss these issues and other options. When would the
. assessments begin? What with the lines not fixed for different areas, etc.
Would they begin when hookup is available or when annexation occurs
(paying for something you don't even get right away)? What will the
assessment be on the current residents (sewer users) for this upgraded
sewage treatment system? Or are those being annexed forting the bill for all
of St. Joe. Residents with large parcels of buildable land will only be
assessed per dwelling, as I understand from your letter. Yet they will reap the
windfall of being able to sell this buildable property down the road with
sewer/water available to it and no assessments. This inequity which favors
long time resident farmers and large property owners in general, who have
the assets (even if it might only be saleable land), to afford the assessment is
very inequitable. They will see an increase in property value by having sewer
and water available for their buildable lots without paying assessments for it
(and if built on years down the road the new owner will not pay them either).
For this reason alone, I am against the annexation. I have a neighbor sitting
on about 80 acres of buidlable ground. That person will pay the same as I,
yet his property (beyond the residence "lot" will reap the benefits of this
without the assessement. NOT FAIR! When I look at the price of hook up,
plus assessments, plus increase in property tax - a new septic system is
equitable even if you have to dig up the old drainfield and replace it. City
water, without sewer, could be an option for well issues down the road. We
are relatively new to the area. But we have not seen any evaporative or
mound septic systems in this area, why? I would like more education on this
regional variation of septic systems before making a decision on the sewer
. issue. I can tell you that should assessments start for us; we would have to
move as we quite honestly cannot afford higher property
taxes+hookup+$1300 a year more coming out of our pockets. Thanks for the ·
heads up, we will not plan on retiring here now. Also, our home sits a
considerable distance away from the road so sewer hookup would be cost
prohibitive for us.

0 The section of the township in which we live there is no problem with the
sewer system that we have. I can see by Pleasant Acres where the houses
are close together where there would be a problem.
0 We live in area "D" Thus, we do not believe based on the timeline this will get
to us while we live in this home. Continued planning makes sense and area
"A" seems like they would benefit immediately.
0 We built this home 6 years ago to be out in the country. We don't want to live
in the City. City living is usually more expensive - Taxes, utilities, heating,
etc.
