Joseph, Minnesota 56374 Dear Chief Lindgren: I would like to take this opportunity to offer my thanks and appreciation for the outstanding work performed by Patrol Officer Jean Gustin. . Officer Gustin was instrumental in locating and arresting John Christopher Thoennes, who was being investigated by the Fargo, North Dakota, Resident Agency of the FBI, for wire fraud, interstate transportation of stolen property, and credit card fraud. Several state warrants in Minnesota and North Dakota were also outstanding for Thoennes' arrest. Officer Gustin demonstrated her excellence and professionalism throughout this investigation and was of vital importance in locating the residence of Thoennes' wife, Lori Jean Thoennes, and conducting a search of the premises. Joseph - Shared Ride Taxi Prepared by Dale Victor, President Care Transportation D/B/A Care Cab and Yellow Cab December 8, 1994 Proposed: An annual city subsidy of up to $8,000 to subsidize a shared ride taxi service for transit dependent such as the elderly, disabled and children. Yellow Cab and Care Cab Wheelchair Transportation Services would provide transportation in the st. Joseph area as follows: Eligibility: Resident of st. Joseph Rides must be requested the day before. Service hours: Monday through Friday; 6:00 A.M. to 6:00 P.M. saturday and Sunday; 9:00 A.M. to 4:00 P.M. Estimated 1st year subsidy: 2,000 single passenger trips at $3.00 $6,000 2,000 multiple passenger trips at $1.00 2.000 Total Subsidy 8,000 Service hours could be restricted to adjust for budget constraints. The prearranged ride restriction (calling in the day before) could be relaxed to expand ridership. In the initial year, local businesses and institutions could be asked for assistance. In the future, the costs of this program . to the city could be reduced with MnDOT funds. JOSEPH Rachel Stapleton NOTICE OF PUBLIC HEARING The City of St. Joseph, Stearns County, Minnesota, will hold a public hearing on Thursday, December 15, 1994 at 8:30 p.m. in the St. Joseph City Hall, 25 First Avenue NW, St. Joseph, Minnesota. Any interested citizen is encouraged to give oral or written testimony. The purpose of this hearing is to gather information on the water system improvement project, which includes the storage facility project funded in part with a community development public facility grant. . Members present were: John Anderson, Irma Lanier, Darwin Erickson, Marge Lesnick, Fay Gretsch, Claudette Klein and Liaison Bob Loso. Member absent: Joe Braun Minutes of October meeting were approved. New Business: An introduction for a new member, Bill Nelson from the Morningside Park area was done by Marge Lesnick. His name will be recommended to the City Council by Bob Loso. Re seemed very interested in Morningside Park area. Liaison Report: Bob will again be the liaison to the Park Board for the next few years. Judy 01 ien suggested to Bob Loso to make a skating rink. in the parking lot of No word has been received regarding the Grant but Bob will check with the Engineer. There could be more cuts being made at the December 6 meeting. Old Business: We have 7 current members in the Park Board. We would like at least 2 more members. One from the Northland area and one from JVIorningside (which we have a prospective member interested). Skating Lessons: Joe Braun was absent so no report. The skating rink. will be open . on the 16th of December. Does anyone know of some young adults 16 or older that would be interested in working the vTarming honse. They ít!ould receive minimum wage and hours are from 11 - 9 weekends, 4 - 9 week nights, and during school vacation it would be open from 11 - 9 and maybe for the week in February when ther is no school depending upon the weather. Morningside Park: The sand box has been installed. Marge Lesnick will approach several groups in the city in regard to donations for park equipment. Five Year Plan for Morningside Park: 1st year: Tree planting; one-half of the parking lot paved; install playground equipment - Big Toy; Install bridges; install walking path (pending grant) 2nd year: Installing back stop 3rd year: Build open sided picnic shelter 4th year: Install grills, install privy, install water fountain 5th year: enclose shelter Next month we will prepare a 5-year plan for Millstream Park. Babe Ruth League: Darwin Erickson attended the meeting for the Babe Ruth League. They talked about cost of uniforms, setting up a mission statement, 13-15 year old boys would fit into this program. Something should be done for the 11-12 year old boys also. The Park Board was asked to find a place for a filed for Little League. Darwin Erickson made a motion to provide the Babe Ruth League with $700 from the Grant Reirnbursen~nt Fund to assist in their start-up program. Motion carried with . Bob Loso abstaining. New Business: Ponder about a Soccer Field in Millstream Park. Next meeting will be December 27 at 6:30 at Bo Diddley's. Officer Gustin was instrumental in locating and arresting John Christopher Thoennes, who was being investigated by the Fargo, North Dakota, Resident Agency of the FBI, for wire fraud, interstate transportation of stolen property, and credit card fraud. Several state warrants in Minnesota and North Dakota were also outstanding for Thoennes' arrest. Officer Gustin demonstrated her excellence and professionalism throughout this investigation and was of vital importance in locating the residence of Thoennes' wife, Lori Jean Thoennes, and conducting a search of the premises. Joseph area as follows: Eligibility: Resident of st. Joseph Rides must be requested the day before. Service hours: Monday through Friday; 6:00 A.M. to 6:00 P.M. Saturday and Sunday; 9:00 A.M. to 4:00 P.M. The prearranged ride restriction (calling in the day before) could be relaxed to expand ridership. In the initial year, local businesses and institutions could be asked for assistance.
