DEAR COUNCIL MEMBERS, PLEASE FIND ENCLOSED THE DECEMBER INCIDENT REPORTS. I WILL BE WORKING ON THE YEAR END REPORTS AND HOPE TO HAVE IT READY BY NEXT MONTH. DECEMBER WAS AGAIN FAIRLY ACTIVE. I WILL ALSO BE ENCLOSING ONE OF THE FORMS I HAVE TO SUBMIT TO THE STATE FOR THE SAFE AND SOBER PROJECT. THIS IS THE VERY BRIEF 1 PAGE OVERVIEW OF OUR ENFORCEMENT ACTIVITIES. ~ THERE ARE TWO IMPORTANT ITEMS THAT STRIKE OUT AT ME. THE - FIRST ONE IS: EVEN WHEN WE WERE AGGRESSIVELY ENFORCING DURING THIS PROGRAM PERIOD, WE STILL GAVE MORE WARNINGS THAN CITATIONS. 119 WARNINGS VS 81 CITATIONS. SECONDLY, THE D.W.I.'S TOTALED THREE. WE HAD 4 D.W.I.'S ON A SATURDAY AND SUNDAY TWO WEEKS BEFORE THE PROJECT STARTED, INCLUDING ONE D. W. 1. ARREST FOR THE VEHICLE THAT,CRASHED IN THE DIRT LOT AND TOOK OUT A TREE AND SIDEWALK BENCH. HOPEFULLY, ACTIVELY ENFORCING AND ANNOUNCING OUR INTENTIONS REDUCED THE NUMBER OF IMPAIRED DRIVERS ON THE ROAD. ADDITIONALLY, AND BY WAY OF THIS PROGRAM, WE ARE ISSUING MORE CITATIONS FOR SEAT BELT VIOLATIONS. SEAT BELT VIOLATIONS ARE A SECONDARY OFFENSE, MEANING THE VEHICLE WAS STOPPED FOR ANOTHER VIOLATION, TYPICALLY SPEED. DEPENDING ON THE SPEED, DRIVING RECORD, ETC. OFTEN TIMES WE WARNED FOR THE SPEEDING OFFENSE ($71.Ø0 FINE, AND A RECORDED DRIVING RECORD VIOLATION) AND CITE FOR THE SEAT BELT. ($42.00 FINE, THAT DOES NOT GO ON THE DRIVING RECORD) ALTERNATIVELY, A SPEED AND A SEAT BELT VIOLATION IS $123.00. SELDOM DO WE ISSUE BOTH, AND AGAIN IT DEPENDS ON THE SPEED, DRIVING RECORD, AND THE TOTAL SITUATION. IN SHORT, I BELIEVE AS IN ALL AREAS WE ENFORCE AND DEAL WITH, WE ARE DELIVERING A VERY TEMPERED RESPONSE, STRESSING SAFETY, AND HOPEFULLY MAKING IT SAFER FOR EVERYONE OUT THERE. The Stearns County Board considered your City's request for a multi-way stop at the intersections of CSAH 2 (Minnesota Street) and 2nd Ave NW. An extensive study of this intersection was conducted by our staff to provide background information for . the County Board. I have enclosed a copy of information presented to them. . The information I have enclosed indicates an improved accident history since the current signing was installed. Also, this intersection does not meet the Minnesota Manual and Uniform Traffic Control Devices Warrants for multi-way stops, and studies have been done which show that stop signs installed with the idea of reducing speed actually have the opposite effect in the area between the stop signs. Based upon this information I recommended to the County Board that the request be denied. Subsequently a motion was made by Commissioner Rose Arnold and seconded by Commissioner Mark Salay to approve the City's request. This motion failed on a two to two vote. Therefore, at this time this intersection will remain signed as it is at present until such time as conditions would warrant installing multi-way stops. I want to assure you that this department wishes to continue the close working relationship we have had with you and your city in the past. I am sure that it remains both of our goal to provide a safe and efficient transportation system for our citizens in the future. -. The objective of wellhead protection is to protect public health by safeguarding the areas which contribute water to public wells . from potential sources of groundwater contamination. It is expected that this program will be implemented sometime in 1995 fol/owing promulgation of the state wellheåd protection . rule. We are enclosing a qqpy of the newsletter that we have developed for the wellhead protection program. We will be sending you additional information about the wellhead protection program on a regular basis through this newsletter. Also, we will send you a copy of the wellhead protection rule when we have it ready for public review and comment. ... Because of the large number of public water suppliers in this state, it was necessary to develop a ranking scheme for phasing public water supply systems into the program. This scheme is based on the percentage of vulnerable wells in the system and the size of the population served. Priority is also given to systems which serve children. Based on information that exists in our database at this time, your system is ranked number 46 out of the 1,586 community and nontransient noncommunity systems in Minnesota which rely on groundwater to serve their customers. - This ranking is subject to change should new information become-available regarding your system. Cory Ehlert Jim Marthaler has requested to attend a conference on February 16 at the St. Cloud Holiday Inn on Managing Changing Environmental Issues dealing with wastewater, solid waste and environmental planning. Cost is $20. im Marthaler has also requested to attend a course by the St. Cloud Community Education on Introduction to Computers. It lS a three session course from 6 pm to 9:30 pm in St. loud. MAYOR REPORTS: 1 ) At the APO Executive Board meeting it was discussed that they will have to deny some requests for projects and are currently behind because of staff difficulties. 2 ) Right of eminent domain or adoption of an official map would pre-empt a conservation easement to prohibit development on property. 3 ) The Highway 15 bridge was named the Bridge of Hope. 4) Mayor Reber reported that he is on the hiring committee of APO for the process of hiring a new engineer. The applicants have been narrowed down to three. 5 ) At the Stearns County League meeting, Marvin Klug of Stearns County Emergency Services discussed disaster plan information. Emergency Services Director Bob Loso stated that a meeting has been set with Marvin Klug to meet with officials in St. Joseph responsible for handling emergencies and disasters. Mayor Reber also informed the Council that consideration is being given to forming a group to cover approximately 20 mile radius around St. Cloud for Emergency Services officials to meet periodically to share information and services. 6) Mayor Reber stated that St. Joseph will offer to host a Stearns County League meeting soon. 7 ) Information from APO established about 25% of the residents of St. Joseph are at an income level below the poverty level. . COUNCIL REPORTS Committee RIEKE: Employees and Personnel met with an Insurance agent to discuss insurance options available for the employee group. EHLERT: 1 ) Ehlert asked if the letterhead could be updated. City Zoning Ordinance 52.14 Subdivision 4 addresses annexation of land and pre- existing uses. Hiemenz felt that another area of the zoning ordinance would control the use of property after annexation. 2) Minnesota Department of Natural Resources has a offered a grant program for development of Parks and Trailways. Loso requested authorization to apply with an application request form seeking funding through available grant programs. Rieke made a motion to approve the application as proposed; seconded by Ehlert. Discussion - Hiemenz questioned if the City's share was budgeted - for 1995. Concern was expressed on the appropriateness of the recent re-appointments. Council referred the matter to the City Attorney. HEALTH INSURANCE: Deputy Clerk Judy Weyrens discussed that the . City employee health plan could be changed to a Preferred Provider plan with a reduction in premium costs. The employees are supportive of the change and are requesting to have disability insurance included in the package change. Changing to the PPO plan and including disability insurance would result in a savings to the City of over $1800 per year. Rieke made a motion to approve health insurance plan change to PPO and include disability insurance for the employees. Discussion - Loso questioned the actual benefits of disability insurance. JOSEPH Rachel Stapleton RESOLUTION AUTHORIZING APPLICATION TO INTERNATIONAL LIONS CLUB FOR THE FUNDING OF FIRE EQUIPMENT WHEREAS, the st. Joseph Volunteer Fire Department, providing fire protection to the city of st. Joseph, Township of st. Joseph, and Township of st. Wendel is in need of a Tanker truck. Tight budget constraints and lack of available funding restrict the st. Joseph Volunteer Fire Department from purchasing the needed equipment unless alternative financing is secured. . NOW THEREFORE BE IT RESOLVED, that the st. Joseph Fire Department, acting on behalf of the City of st. Joseph, Town of st. Joseph and Town of st. Wendel have the support of the st. Joseph City Council to make application to the Lions Club International Grant. The grant application is in the amount of $50,000. FURTHER BE IT RESOLVED, that the st. Joseph City Council commends the Fire Department for seeking al ternati ve financing when budget constraints restrict the City from providing full funding.
