1995 SAFETY AND LOSS CONTROL WORKSHOPS
There are new topics, new concurrent tracks, and new speakers for the 1995 sessions. Here's just
a sampling: "Taking a trip on a defective sidewalk is no vacation," "We can work it out," "Road
work ahead," "Phantom of the property exposure," and "Firefighter 500 revisited." Sound
intriguing, don't they?
All cities are invited to attend a one-day workshop on safety and loss prevention issues.
Attached is a complete program and the dates/locations for the workshops. These
workshops focus on practical steps cities can take to avoid losses and reduce the cost of losses
. that do occur. Sess~ons begin at 8:30 a.m. and conclude by 3:30 p.m.. The day is divided into
five tracks:
Track Time
Administrative track 8:30 a.m. - 3:30 p.m.
Public works 8:30 a.m. - 11 :30 a.m.
Agent track 8:30 a.m. - 11:30 a.m.,
Parks and recreation 12:30 p.m. - 3:30 p.m.
Emergency personnel 12:30 p.m. - 3:30 p.m.
Issues covered in the administrative track are revoking or suspending licenses, employment
claims, alternative dispute resolution, and controlling signs and unwanted businesses. We will
also discuss establishing policies and procedures for accident investigations, drug and alcohol
testing, and the reasonable accommodation requirements under the Americans with Disability
Act (ADA).
The public works track will tackle issues such as techniques for reducing the risk of falling,
minimizing claims for defective sidewalks, work site safety, and the importance of street
maintenance and record keeping.
The parks and recreation track includes presentations on personal protective equipment,
. background checks for volunteers, ASTM playground standards, and the problems caused by
year-round exposure of seasonal equipment.

In the emergency personnel track, the Minnesota Department of Public Safety, Emergency
Services Division, will discuss the Minnesota Incident Management System, the Department of
Transportation's Emergency Response Guide, critical incident reporting requirements, procedures
for contacting the state duty officer, and available resources. There will also be sessions on
emergency response driving policies and tuberculosis and other bloodborne pathogens.
There are great topics in the agent track as well. We will discuss the pros and cons of excess
liability insurance, contract language and certificate of insurance provisions, blanket coverage
limits, scheduling property, and auto physical damage. Finally, agents can learn more about
LMCIT's newest offering -- faithful performance and fidelity bond coverage.
Participants are encouraged to move between tracks to hear presentations on the topics which
interest them.
Registration is only $15. Each participant will receive a Safety and Loss Control Workshop
manual, refreshments, and lunch. LMCIT encourages aU cities to send at least one person to
the workshop in your area. Because of the valuable infonnation gathered at these workshops, .
your city could recoup the registration fee by preventing just one claim.

MINUTES AND AGENDAS
Minutes and agendas will be provided to the public at no cost.
Upon request, copies of agendas and approved minutes will be mailed
to any individual requesting this information.
(Option 1) Draft of the minutes will be dispensed to the members of
the Council only. Copies of the minutes will be provided to the
public only after approval.

(Option 2) Copies of the draft minutes will be provided to the city
employees and public.
Requests for meeting notices will be renewed yearly, on a form
provided by the City.
I OTHER PUBLIC INFORMATION
Charges for all other public information shall be as follows:
Twenty five (25) cents per sheet for each one sided copy.
Thirty five (35) cents per sheet for each two sided copy.
City staff will make copies of tapes on blank tapes and recording
equipment provided by the person requesting the copy(ies}.
Requests for public information not readily retrievable or if more
than three separate sheets of pUblic information must be retrieved
and copied, staff time may be charged in addition to the cost of

" INSTRUCTIONS
The department heads are to be evaluat~d periodically in ten areas related to
the performance of their employment. duties. The ratings will be on a numbered basis, with 5
being the highest rating and 1 being the lowest rating. If the evaluator does not feel that he
or she has enough knowledge to rate the department head in any particular area, then the
rating should be -NS- for no basis to provide a rating.
The form should be filled out based largely upon the evaluator's personal
knowledge. The evaluator may also take into consideration reliable comments of citizens,
other employees, or Council members which reflect upon the performance of the job by the
employee.
Each member of the City Councíi should fill out their own evaluation form. Five
evaluation forms will be collected by members of the Employment Committee and the ratings
will be averaged and presented on a single evaluation form. Department heads will not be
provided with access to the individual evaluation form of any member of the CoÚncif. The
department heads will only be provided with the averages.
The evaluators are invited to provide any specific comments, examples or
suggestions in the ·COMMENTSu section which follows each question in the evaluation form.
The comments will be summarized in the evaluation form presented to the employee. The
employee will not be told from whom any spècific comment came.
I In filling out the evaluation form, the Employment Committee asks that the
Council members fairly and objectively judge the employee for each of the ten areas of
evaluation~ Some employees may be strong in some areas while weak in the others. If so.. - ..:-
the evaluation form should say so.
The purpose of the evaluation is to provide our department heads with some
input and feedback as to their job performance. It will allow them to recognize areas in which
they must improve as well as identifying the areas where their job performance is already
strong. The evaluation form will alsoohelp the City identify problems that arise so that they
n;ay be corrected before becoming significant.

Comment #1: cities and counties should make every effort to
increase the number of recreational trails, such as those along
railroad right-of-way.
Response #1: A policy recommendation of the Plan encourages local
cities and counties to utilize abandoned railroad corridors, parks,
greenways and other public access lands for locating future bicycle
and pedestrian paths. New bike paths are planned for construction
in the cities of st. Cloud, Sartell, Sauk Rapids within the next
three years.
Comment #2: Insufficient sidewalk facilities to access Division
street in the vicinity of Gilliland Chevrolet. Insufficient
sidewalk facilities on the north side of Division street from 33rd
Avenue north to T.H. 15.
Response #2: A policy recommendation of the Plan encourages local
jurisdictions to include pedestrian facilities on both sides of all
urban area roadways as public infrastructure proj ects occur in
existing developed areas, and where there are missing linkages to
'. the sidewalk system.
Comment #3: Suggestion to add a bike path along Cooper Avenue from ....
22nd Street South to 38th Street South, and along 33rd Street South
from CSAH 75 to the Persian Club ( AJ ' s) .
Response #3: The Plan includes proposed bike lanes along Cooper
Avenue from Roosevelt Road to C.R. 122, and along 33rd Street South
from CSAH 8 in Sherburne County to C.R. 138 in stearns County.
Comment #4: Concern of narrow shoulder widths in the area of CSAH
1 and C.R. 134 along the Mississippi River.
Response #4: A policy recommendation of the Plan encourages local
cities and counties to include bicycle facilities in the
construction and reconstruction of road and bicycle projects where
they will contribute to the transportation elements of the
corridor. The area of concern referenced above is scheduled for
improvements in conjunction with the T.H. 15 bridge construction,
which is currently in progress.
Comment #5: Suggestion to change the designation along CSAH 1
north of Sartell from a bike route to a bike lane.
Response #5: Federal Highway Administration (FHWA) guidelines for
bikeway facilities do not require bike lanes on rural roadway
. sections. However, local jurisdictions may designate rural roadway
sections as a bike lane if design specifications are met. Current
conditions of the above referenced rural roadway segment are
adequate for bike lanes, if proper signing and lane marking were
provided by Stearns County.

Comment #6: Designated bicycle lanes are not used by experienced 4IÞ
bicyclist due to vehicle conflicts.
Response #6: Policies in the Plan encourage law enforcement
agencies to provide regular training for officers relative to
bicycle, pedestrian and in-line skating law enforcement. If these
laws were adequately enforced, problems such as the one referenced
above could be reduced.
Comment #7: Bicycle lane maintenance needs to be improved during
the winter and spring seasons.
Response #7: A policy recommendation of this Plan encourages local
cities and counties to sweep and repair designated bike facilities
in the regular spring thru fall street maintenance schedule, with
high priority given to designated bike lanes. Local jurisdictions
do not favor maintaining bikeways in the winter months.
Comment #8: Bicycle security at bicycle destination points should
be addressed in the Plan.
Response #8: Policy recommendations in this Plan suggest that
local jurisdictions develop bicycle parking requirements into local
zoning ordi,nances i encourage bicycle parking fa~ili ties to be
located as near building entrances as possible; enqourage weather
protected bicycle parking for employees where possible; and provide ...
adequate lighting along all designated bikeways.
Comment #9: Bicycle facilities should be kept off of the major
roadways as much as possible.
Response #9: Hhen proposing new bikeways for the Plan, the
Bicycle/Pedestrian Advisory Committee attempted to provide the

conveniently, and pleasurably within five miles of
their homes.
OBJECTIVE D: To increase connectivity of the existing bicycle
and pedestrian network through a ten percen~ per
year increase in facility mileage.
Bicycle Facility Development policies

manuals and subsequent revisions as a' guide for the design and
construction of new bicycle facilities: a) Guide for the
Development of Bicycle Facilities (AASHTO, 1991) and b) Selectinq

· Local cities and counties are encouraged to adopt standards
outlined in the Manual of Uniform Traffic Control Devices (MnDOT,
1991), and subsequent revisions, as a guide for signing and
marking bikeway facilities.
· Local cities and counties are encouraged to include bicycle
facilities in the construction and reconstruction of road and 0
bridge projects where they will contribute to the transportation

to safely and legally traverse the bicycle and
pedestrian network.
OBJECTIVE B: For all law enforcement agencies to recognize and
enforce safe and legal biking and walking.
Safety Education and Enforcement Policies
· Local cities and counties should encourage expansion of the "Head
Smart" program, which promotes the wearing of helmets by
bicyclists and in-line skaters at metro area schools.
· Special events to promote safe bicycling, in-l'ine skating, and
walking for children and families should be encouraged (i.e.
bike/pedestrian/in-line skating rodeos) .
· · School systems, colleges, and'St. Cloud State University should
be encouraged to include bicycle, pedestrian and in-line skating
safety courses as part of their regular curricula.
· Identify funding for local jurisdictions to implement structured
bicycle and pedestrian safety programs such as the "Walk Alert
Program " (National Safety Council) and "Pedal Programs"
(Minnesota Safety Council) .
· Encourage local store owners selling bicycle and in-line skating
merchandise to distribute bicycle, pedestrian and in-line skating
safety literature.
· Local jurisdictions should encourage the State of Minnesota to
revise their in-driver education program to include bicycle
safety information as part of all written and driving tests.
· The City of St. Cloud should continue their Bicycle Patrol
Monitor Program, and other jurisdictions should consider
developing monitor programs, with coordinated training and
procedures between programs.
· Local jurisdictions should encourage their law enforcement
officers to be trained in the enforcement of laws concerning
bicycling, pedestrian, and in-line skating through recruit
· training and in-service refresher courses.

Promotion and Social Support Policies
· Develop a map of designated bicycle ,facilities in the St. Cloud
Metropolitan Areal and distribute this map through local storesl
Convention and Visitors Bureaul Chamber of Commerce I etc.
· Cooperate with the Minnesota Department of Natural Resources
(DNR) Division of Trails and Waterways to connect State
Bicycle/Pedestrian Trails, such as the "Glacial Lakes State
. Trail/" to the St. Cloud Area Bikeway Network.
· Encourage local law enforcement agencies implementing bicycle
patrol monitor programs to use positiye reinforcement and rewards
(i. e. gift certificates at local fast food restaurants) to
encourage compliance with bicycle, pedestrian and in-line skating
traffic laws.
· Identify funding forI and develop an annual St. Cloud
Metropolitan Area Bicycle, Pedestrian, and In-Line Skating Safety
Awareness Month, with the support of local media, local
jurisdictions, and local interest groups.
· Encourage local jurisdictions, businesses, and other interested
groups to support and promote national events that encourage
bicycling, walking, and in-line skating (i. e. , National Bike to
Work Week, etc. ) .
· Encourage State, Federal and local government agencies to adopt
a policy which requires dedication of a percentage of facility
development funds towards initiatives which encourage the use of
non-motorized modes of transportation (i. e. I signagel public
service announcements, fund for education programs) .
· To facilitate bicyclists' navigation along the bikeway network,
and contribute to safer bicycling conditions, local cities and
. counties are strongly encouraged to provide adequate bike signage
on all designated bike routes, bike lanes, and bike paths in the

a walking tr-ail ar-ound Kennedy Elementar-y Schoo 1 . Total cost is
$11.780 with the School Distr-ict contr-ibuting $6,000 towar-d the
pr-oject. Mr-. Skaj lS requesting that the City consider- contr-ibuting
