. Pursuant to due call and notice thereof, the City Council for the City of St.
Joseph met in special session on Tuesday, September 12, 1995 at 7:00 p.m. in
the City HalL
MEMBERS PRESENT: Mayor Donald Bud Reber; Councilors Ross Rieke, Bob Loso,
Ken Hiemenz, Cory Ehlert; Clerk/Administrator Rachel Stapleton.
OTHERS PRESENT: Judy Weyrens, Monte Eastvold.
Mayor Reber called the meeting to order at 7:00 p.m. with Reber, Loso,
Hiemenz present to consider the budget along with capital improvement
financing.
Monte Eastvold of Juran & Moody presented several scenarios for financing the
proposed capital improvement projects.
Cory Ehlert arrived at 7:10 p.m.
Eastvold continued to discuss methods of financing, including General
Obligation Bonds, Revenue Bonds, and Lease agreements along with the
requirements of each.
Ross Rieke arrived at 7:45 p.m.
. The Council discussed the impact growth will have on the proposed levy along
with costs to taxpayers.
Loso presented and discussed a proposal for wage increases. He made a motion
to approve the proposal with a 3.5% wage increase to be adjusted to the
social security C.P.I. due out in December of 1995. The motion was seconded
by Reber.
Ayes: Reber, Loso.
Nayes: Rieke, Hiemenz, Ehlert. Motion failed.
Hiemenz made a motion to approve the same proposal as presented, less 1% of
the C.P. I. for the wage increase. Hiemenz stated that many company and
government employees will have to wait for wage increases or have their
salaries frozen, including retired employees. Discussion followed, with the
motion dying for lack of a second.
Rieke stated that employee morale is important, and that the employees are an
asset to the City. He also felt that the Council should be offering a
counter proposal to the employees rather than simply the amount of the
increases.
Hiemenz made a motion to approve a wage increase of 3% to be adjusted to the
social security C.P.I. due out in December; seconded by Loso.
Ayes: Reber, Loso, Hiemenz.
Nayes: Rieke, Ehlert. Motion carried.
. The Council reviewed the proposed budget along with the proposed levy in
consideration of the growth of the City. Loso proposed several further cuts

in the budget. Rieke stated that he objected to further cuts at this ti1lt
He f el t along with the proposed future capi tal improvements we need
provide by levy.
Rieke made a motion to approve a resolution adopting a proposed 1995 tax levy
collectible in 1996. The motion was seconded by Reber. Discussion - Levy at
$246,372. Loso suggested taking out 3% of the salary amounts budgeted, but
Rieke stated that this can be considered at the Budget Public Hearing if
necessary.
RESOLUTION ADOPTING PROPOSED 1995 TAX LEVY
COLLECTIBLE IN 1996
Be it resolved by the City Council of the City of St. Joseph, County of
Stearns, Minnesota, that the following sums of money be levied for the
current year, collectible in 1996, upon the taxable property in the City of
st. Joseph for the following purposes:
General Revenue $ 246,372
1992 Bond Levy 8,000
1993 Bond 20,000
AND WAIVER OF
1986 Bond Levy (16,780) .

Total Levy 274,372
Total General Fund Budget $ 889,230

The City Clerk is hereby instructed to transmit a certified copy this
resolution to the County Auditor of Stearns County, Minnesota.
The Council discussed the schedule for the fire hall construction, along with
the capital improvement prioritization. The Council generally felt that the
list of Capital Improvement projects should be laid out along with the costs
of financing them. Although the fire haIl project was determined to be one
of the top priorities, the Council generally felt that any possible
additional means of revenue for financing, including grants, should be
researched prior to beginning the project.
Loso made a motion to adjourn at 9:15 p.m.; seconded by Ehlert.
Ayes: Reber, Rieke, Loso, Hiemenz, Ehlert.
Nayes: None. Motion carried.

PLEASE FIND ENCLOSED THE AUG MONTHLY INCIDENT REPORTS.
A COUPLE OF ITEMS WORTH MENTIONING RELATIVE TO THIS REPORT
ARE: UNDER THE U.O.C. CODE OF 9250 YOU WILL NOTE 1 IS FOR
NOISE AND THE OTHER IS BLANK A COUPLE OF LINES DOWN. THIS
· ONE IS ALSO FOR NOISE AND IS THE SAME U.O.C. THE COMPUTER IS
NOT PRINTING IT CORRECTLY, AND I HAVE NOT HAD THE TIME TO
CORRECT IT.
RELATIVE TO D.W.I. ARRESTS, THERE ARE 4 LISTED IN THE
INCIDENT REPORT, AND 2 LISTED IN THE CITATION REPORT. THE
REASON IS 2 OF THE D.W.I. TESTS REQUIRED EITHER A BLOOD OR
URINE TEST FOR VARIOUS REASONS. THE RESULTS WERE NOT BACK
FROM THE LAB YET, AND CITATIONS WERE NOT ISSUED BY THE END OF
THE MONTH CUT OFF TIME FOR THIS REPORT.
SPEEDING: ALTHOUGH WE WROTE MANY SPEEDING CITATIONS
LAST MONTH, AND REMEMBERING GENERALLY SPEAKING WE DON'T WRITE
UNLESS THE SPEEDS ARE AROUND 45 IN A 30 OR NEAR 70 IN A 55,
IT IS SOMEWHAT DISHEARTENING THAT YESTERDAY (9/13/9='> AT
10:30 PM, WE CLOCKED, CHASED SHORTLY, AND CHARGED A 16 YEAR
OLD JUVENILE COMING INTO THE 45 ZONE ON CR 75 AT 93 M.P.H.
FOR WHAT IT'S WORTH, I MENTION IT HERE.
UPDATE ON DARE. I WAS ABLE TO SPEAK WITH THE LAB
SCHOOL, THEY STILL WANT THE DARE PROGRAM. I SPOKE WITH ONE
OF THE DARE OFFICERS WITH STEARNS COUNTY, AND HE IS MORE THAN
WILLING TO HELP US OUT WHILE WE DO NOT HAVE A DARE OFFICER
AND TEACH THE CLASSES AT THE LAB SCHOOL. I AM VERY GLAD, AND
GRATEFUL THIS WORKED OUT AND WE DO NOT MISS ANY LOCAL KIDS
WITH THIS PROGRAM.
POLICE OFFICER HIRING PROCESS: WE ADVERTISED, AND SENT
OUT OVER 70 APPLICATION PACKETS. THE PACKETS WERE VERY
· LENGTHY. OVER 20 PAGES TO BE FILLED OUT IN WRITING, COMPLETED
AND RETURNED. THE PACKETS, THAT ARE CALLED GRADED
APPLICATIONS. HAD TO BE NOTARIZED, AND ASKED MANY, MANY
QUESTIONS. EVERY THING FROM PAST EMPLOYMENT HISTORY, ANY
EMPLOYMENT WHERE THE APPLICANT WAS FIRED, ASKED TO RESIGN, OR
HAD A NEGOTIATED RESIGNATION. TO INVOLVEMENTS IN LAW SUITES,
OR OTHER CIVIL LITIGATION, TO HISTORY IN EXPERIMENTATION WITH
DRUGS AND ALCOHOL, AND AN AUTOBIOGRAPHY. THE APPLICATIONS
WERE SET UP IN SUCH A MANNER THAT WHAT THE HIRING COMMITTEE

RACE, MARITAL STATUS, ETC. ETC. JUST EMPLOYMENT HISTORY AND
ANSWERS TO QUESTIONS. THE CITY OFFICE SEPARATED THE
APPLICATIONS FOR THE HIRING COMMITTEE INCLUDING MYSELF. I DID
PULL THE FULL PACKETS OF 2 CANDIDATES, WHO ON THE FACE OF THE
APPLICATIONS LOOKED LIKE THEY WOULD BE DISQUALIFIED, BUT WERE
NOT. THE CITY OFFICE PUT A LOT OF TIME AND WORK ON THIS, AND
I VERY MUCH THANK THEM FOR THEIR WORK AND HELP IN THIS
PROCESS. 39 APPLICATIONS WERE RETURNED, AND GRADED BY THE
HIRING COMMITTEE. VETERANS PREFERENCE WAS ALSO INCLUDED IN
THIS PROCESS, AND THE APPROPRIATE POINTS WERE GIVEN. THE TOP
TEN APPLICANTS ARE SCHEDULED FOR INTERVIEWS THIS NEXT WEEK,
STARTING 9/18. I SHOULD NOTE AT THIS POINT HOW THE TOTAL
RATING PROCESS WENT. OUT OF THE 4 RATERS, THERE WERE A TOTAL
OF A POSSIBLE CUMULATIVE SCORE OF 400. THE TOP APPLICANT HAD
320 POINTS THE 10TH APPLICANT HAD 279 POINTS. FROM THIS
SCORE (279) THE GROUPING WAS TIGHT, 3 TIED FOR 11TH AT 278 .
POINTS AND ANOTHER 6 OR 7 APPLICANTS RATED BETWEEN 270 TO 277
POINTS. THERE WERE SEVERAL MORE AT 240 TO 270 AND A COUPLE
THAT ENDED UP AT THE BOTTOM IN THE LOW 200'5. THIS
SEPARATION IN RATINGS OF UNKNOWN PERSONS, TO ME INDICATES A
VERY FAIR WAY THE CANDIDATES WERE RATED.
THE INTERVIEW COMMITTEE NOW HAS THE FULL APPLICATION
PACKETS OF THE TOP TEN. WITH THE CITY APPLICATION, LETTERS
OF REFERENCE, COMMENDATIONS, AND OTHER IDENTIFICATION AND
DOCUMENTATION OF THE APPLICANTS. IN REVIEWING THE FULL
PACKETS, I BELIEVE THE COMMITTEE PICKED MANY VERY QUALIFIED
CANDIDATES.
DEPENDING ON HOW THE INTERVIEWS GO, AND THE BACKGROUND
INVESTIGATIONS, ETC. AND MY HAVING TIME TO COMPLETE THIS
WHILE PULLING A SHIFT, WE SHOULD HAVE THE RECOMMENDATION BY
THE FIRST OR THIRD MEETING IN OCTOBER. I SHOULD ALSO NOTE
HERE THAT THE COMMITTEE HAS PERFORMED A CONSIDERABLE AMOUNT
OF WORK, READ THROUGH AND EVALUATED OVER 10Ø0 PAGES OF
APPLICATIONS, AND HAS WORKED VERY WELL TOGETHER IN THIS
PROCESS. THEIR GOOD WORK SHOULD BE NOTED, AND I WANTED TO
BRING THIS TO YOUR ATTENTION.
PLEASE ALSO FIND ENCLOSED A LETTER FROM THE DEPARTMENT
OF PUBLIC SAFETY INDICATING A GRANT AWARD OF $45,00Ø.00 FOR
THE SAFE & SOBER PROJECT NEXT YEAR. AS I HAVE INDICATED
BEFORE, ABOVE AND BEYOND THE PURPOSE AND INTENT OF THIS GRANT
AND TRAFFIC SAFETY. THE PROJECT PERIODS RUN DURING TIMES .
WE NEED EXTRA COVERAGE. SUCH AS LAST YEAR EVERY WEEKEND IN
APRIL AND MAY, AND DURING THE 4TH OF JULY. THIS YEAR, THE
PROJECT PERIOD ENDED WHEN COLLEGE STARTED, HOWEVER WE ARE
ABLE TO USE PART OF THE GRANT MONEY OUTSIDE PROJECT PERIODS.
I SAVED THIS TIME AND NOW WE ARE USING IT. WE WILL BE ABLE

SEPTEMBER. THIS IS AN EXCELLENT USE OF THE ALLOTTED MONEY TO
THE BENEFIT OF THE CITY.
IN TALKING WITH THE NEWSPAPER A COUPLE OF WEEKS AGO
ABOUT HIRING AN ADDITIONAL OFFICER THROUGH THE COPS FAST
PROGRAM, WITH THE COLLEGES SHARING PART OF THE COSTS, THE
SAFE AND SOBER PROJECT AND FUNDS, AND OTHER PROJECTS. I
STARTED ADDING UP ALL OF THE GRANTS I'VE WRITTEN,
PARTICIPATED IN, AND HELPED COORDINATE, WHILE HERE IN ST
JOSEPH. I BELIEVE THE TOTAL AMOUNT OF GRANT MONIES RECEIVED,
OR WILL BE RECEIVED, EQUALS OR IS GREATER THAN THE TOTAL
AMOUNT OF SALARY I HAVE DRAWN FROM THE CITY SINCE I WAS HIRED
HERE FIVE YEARS AGO. (LOOKS LIKE MY TIMING STINKS THOUGH, I
SHOULD HAVE BROUGHT THIS UP PRIOR TO RAISES (HA, HA»
. A SIGN OF THE TIMES, AND SOMETHING WORTH MENTIONING HERE
ARE MORE SERIOUS CALLS BEING RECEIVED. WE ARE READING ABOUT
IT MORE AND MORE IN THE LOCAL PAPER. THIS WEEK It THE CHIEF
WHO WORKS MOSTLY DAYS CONDUCTED A FELONY BUILDING SEARCH
(FELONY SEARCHES & FELONY STOPS USUALLY MEAN YOUR OR ANOTHER
OFFICERS WEAPON IS DRAWN) ON AN ORIGINAL CALL FROM A 13 YEAR
WHO WENT HOME ALONE FOUND THE DOOR OF THE HOUSE OPEN &
FURNITURE KNOCKED DOWN. (HE LEFT THE SCENE & CALLED) LAST
WEEK FRI. I FOUND A SUSPECT VEHICLE LEAVING THE CITY AND MADE
A FELONY STOP WITH STEARNS COUNTY. THE SUSPECT WAS WANTED
FOR AN ARMED ROBBERY IN WAITE PARK EARLIER IN THE WEEK. THE
SUSPECT WAS NOT IN THE VEHICLE, ACQUAINTANCE'S WERE, DRUGS
WERE SEIZED, AND THE SUSPECT WAS ARRESTED LATER IN THE
EVENING. THE WEEK PRIOR, THE STAND OFF AND ARREST OF AN
ARMED ST JOSEPH MAN. (TIMES ARTICLE ENCLOSED) A COUPLE OF
WEEKS PRIOR, A FELONY STOP OF A STOLEN VEHICLE AND OCCUPIED
BY BURGLARY SUSPECTS. I REMEMBER MY DAD AND HIS FRIENDS WHO
USED TO BRAG "IN 20 YEARS I NEVER HAD TO PULL MY GUN"
"MINNEAPOLIS IS THE ONLY PLACE THEY DO THAT" MY, HOW TIMES
HAVE CHANGED, AND I SOMETIMES WONDER WHAT THEY WOULD SAY NOW
READING THE ABOVE, AND REGULARLY WORKING WITH OFFICERS WHO,
IN RECENT YEARS HAVE BEEN INVOLVED IN SHOOTING INCIDENTS.
AGAIN, FOR WHAT IT'S WORTH.
ONE FINAL NOTE: THE POLICE DEPARTMENT WAS ASKED TO
ADDRESS THE ISSUE OF A FOUR WAY STOP ON 1 NE & DATE. I GUESS
. THERE IS NO MAJOR OBJECTION, OF OPINION ONE WAY OR THE OTHER
ABOUT THE ISSUE. IF ANYTHING IS TO BE CONSIDERED, THERE IS A
CONSIDERABLE AMOUNT OF PEDESTRIAN TRAFFIC IN THE AREA, ALONG
WITH INCREASED VEHICLE TRAFFIC DURING SCHOOL. THESE TWO
ITEMS IN A SMALL AREA MAY VERY WELL WARRANT THE STOP SIGN(S).
IF THE SIGNS ARE PLACED THERE, ONE THOUGHT AND ONE
SUGGESTION. THE THOUGHT IS, YOU'LL TAKE UP PARKING SPACES

WOULD BE TO ALSO MAKE, MARK, AND MAINTAIN CROSSWALKS AT THE
SIGNS. AGAIN, IT'S A 50/50 PROPOSITION, IF THE COUNCIL IS
LEANING TOWARDS IT TRY IT FOR A YEAR, 6 MONTHS, ETC. AND SEE
HOW IT GOES.

On behalf of the National Highway Traffic Safety Association and the Minnesota Department of
Public Safety, I would like to extend a congratulations on your selection as a participant in the
1996 Safe & Sober Campaign. The selection process was not easy and there were many .
extraordinary applications. However, your application illustrated that extra creativity,
dedication, and commitment to the underlying message that Safe & Sober is attempting to
achieve, We intend to fund your project in the amount of$45,000.00
The next step in this process is to go through the required administrative paperwork. Basically,
this involves creating a DPS project application, reviewing the grant agreement, and answering
any questions you may have regarding the coordination of the project. We will cover these
topics at a meeting I would like to schedule with you, Chief Dickinson and Chief Lindgren. I
will travel to St. Cloud for the meeting. Would you please contact me at your earliest

Authorities led away St. Joseph resident Troy Richard Koopmein-
ers after he surrendered Wednesday to end an hourlong armed
standoff with St. Joseph and Steams County authorities. Koop-
meiners, 28, was arrested in connection with an aggravated
domestic assault that morning, St. Joseph Police Chief Brad Lind-
gren said. He was being held in Steams County Jail this morning.

* Council approved a change in the lot line for property located
north of the former Krebsbach Chevrolet site, and owned by Krebsbach
Oil Company.
* A committee consisting of the following members met to define the
term "dwelling unit" in reference to rental housing fees: John Scherer,
Al Rassier, Rachel Stapleton, and Dale Haug. Fees will be assigned
on a per building basis for rental units with multiple units.
* Rick Heid requested the City accept the development of Pond View
Ridge. Council tabled issue until reviewed by City Attorney and
Engineer.
* September 12, 1995 the Council will meet to finalize the proposed
budget. The budget must be certified to the County Auditor by
September 15, 1995.
* Mayor Reber received a letter of complaint regarding traffic
activity along MN St E.
* A request has been received for the installation of a four-way
stop at the intersection of 1st Ave NE and Date St E. Also, diagonal
parking has been requested for the area immediately north of Floral
Arts along Date St E. Council requests Police Dept. to review and make
recommendations. Council will discuss these issues at the next Council
. meeting.
* Community Day is scheduled for September 17, 1995. CORE will be
meeting September 11, 1995 to discuss this event.
* On September 26, 1995 the Star Commission is hosting a planning
workshop for their members, the Planning Commission, and City Council.
* City engineer Joe Bettendorf reported on the possibility of
installing a new starter in the pumphouse.
* A lengthy discussion was held regarding the bus stop in front of
Der Wohnplatz apartments located at 120 - 2nd Ave NW. The issue was
turned over to the CORE Committee to make recommendations to the
Council.
* Mark Zimmer appeared before the Council regarding the Oktoberfest
he has scheduled for October 19-22, 1995. He wishes to place a tent
into the alley north of the LaPlayette for several days. Zimmer will
contact Maintenance Dept. to mark the blocked area accordingly. Beer
and food will be served outdoors until 11:00 PM.
* Council discussed distribution of keys to park shelters on
weekends. Police Dept. will be asked to assist in this matter.

* Sentenced to Serve persons to paint the trim on the City Annex the
last week in September.
* Vickie Ostendorf of 513 - 1st Ave NE requested the City install a
culvert on the west side of her property. Council referred the matter
to Dick Taufen and Joe Bettendorf.

. * Purchase of an asphalt roller was tabled until the next Council
meeting. Taufen to investigate leasing with option to purchase and
renting options.
