3 b. Gerry Klaphke and John Dube are planning to
construct an office building for their real estate
CLERK! business on the Meierhofer property (the last parcel of
ADMINISTRATOR property between East Minnesota Street and Highway 75 on
Rachel Stapleton the west side of East Minnesota Street. This property
has not been annexed yet, but annexation is being
requested.
COUNCILORS 5. As the information from Chief Lindgren shows, the
. Ross Rieke Hiring Committee has recommended Dean Cichy as the top
candidate to fill the newly created position. We expect
Bob Loso him to be introduced to the Council, with a motion by the
Ken Hiemenz Council for approval to hire him, according to policy.
Cory Ehlert Base wages for a patrol officer is $10.72 per hour.
6. Mark Zimmer expressed concern that the Council was
questioning holding the music at his Octoberfest, later
than 9:00 p.m. He felt that he had discussed this with
Council approval at the July 20 meeting.
7 . Bud will discuss the St. Augusta Landfill situation
under his report.
9 a. We need window blinds for the window in Judy's
office and the two windows in Dick's office. Total cost
will be $59.01. This is over $50 so we need approval.
9 c. The PoI ice Federation turned in their requests to
me and are in your packet.
12. The State Auditor's Office has requested that the
Fire Relief Association revise their report. Ken will be
discussing this matter with you.
13. Joe Bettendorf will have an update on the Overlay
. Project, with a final application for payment.

RE: WAGE AND BENEFITS PROPOSAL FOR 1996
THE MEMBERS OF THE POLICE FEDERATION HAVE DISCUSSED IN
DETAIL THE ISSUE OF WAGES AND BENEFITS. IT SHOULD BE NOTED
THAT THESE REQUESTS ARE ON BEHALF OF THE POLICE OFFICERS AND
DO NOT APPLY TO OTHER EMPLOYEES OF THE CITY OF ST, JOSEPH.
WE RESPECTFULLY SUBMIT THE FOLLOWING PROPOSALS FOR YOUR
CONSiDERATION:
WE ARE REQUESTING AN iNCREASE IN WAGES TO REFLECT THE
COST OF LIVING INDEX FOR 1994 WHICH WAS 4.2%. WE ALSO ASK
THAT AN ADDITIONAL 5% BE ADDED TO REFLECT THE COST OF LIViNG
ADJUSTMENTS THAT WE HAVE NOT RECEIVED SINCE 1990. THE 9. 2?6
WAGE INCREASE WOULD ALSO BRiNG THE DEPARTMENT BACK iN LINE
WITH THE COMPARABLE WORTH AND COMPARISONS WITH OTHER CITY
POLICE DEPARTMENTS.
WE REQUEST A STEP INCREASE FOR OFFICER KLINEFELTER AND
. OFFICER GUSTIN.
BECAUSE THE COST OF UNIFORMS AND EQUIPMENT HAS STEADILY
INCREASED OVER THE YEARS, WE REQUEST AN INCREASE IN THE
UNIFORM ALLOWANCE TO $500 PER YEAR.
WE REQUEST AN INCREASE IN THE LONGEVITY BENEFiT. THE
PROPOSED PLAN WOULD GIVE MUCH MORE INCENTiVE FOR OFFICERS TO
CONTINUE EMPLOYMENT WITH THE CITY, THEREBY CUTTING THE COST
OF HIR!NG AND TRAINING NEW OFFICERS. THE PLAN WE PROPOSE IS
BASED ON THE 2080 HOUR WORK SCHEDULE. AFTER AN OFFICER'S 2ND
YEAR OF EMPLOYMENT THROUGH THE 5TH YEAR, 1% OF EARNINGS WOULD
BE EARNED. FROM THE 6TH YEAR THROUGH THE 10TH YEAR, 1-1/2?6
WOULD BE EARNED. FROM THE 11TH YEAR THROUGH THE 15TH YEAR,
2% WOULD BE EARNED. FROM THE 16TH YEAR THROUGH THE 20TH
YE..\R, 2-1/2% WOULD BE EARNED. AFTER 20 YEARS OF EMPLOYMENT
HAS BEEN ATTAINED, 3% WOULD BE EARNED.

Dear Rachel:
At Bud Reber's request, I examined the drainage problem that has developed on Lot 3, Block 3, Pond View
Ridge. The neighboring lots have been graded in such a way that matching into the lot Bud is building on
will be difficult, and no provision was made to drain the lots to the street. The lot to the south is high and
will have to be regraded to provide a reasonable match along the property line, and the lot to the north is
low so water will likely pond in the rear yards. It does appear, that in the event of a serious storm, the water
will work its way north across the rear yards to Baker Street without endangering the buildings. All of the
. lots have the necessary drainage easements, but the actual lot development was left up to the imagination
of the individual property owners and builders.
In the past we have not asked Developers to provide a detailed grading plan along with their preliminary
plat submittal. The subdivision regulations require that drainage and utility plans be submitted with the
preliminary plat, but this does not carry over to the individual lots. Though this is a time consuming
requirement for the Developer, more and more cities are requiring this kind of detail, and I think it is time
we added it to the St. Joseph Subdivision Ordinance. Specifically, I'd suggest changing the contents of
Subd. 3h, Supplementary Requirements, to reflect the need to submit a separate grading and erosion control
plan. There are a few other minor revisions that could also be made at that time.
Once we have a grading plan for the lots, then someone would have to check the final grading to be sure
it is in general conformance with the plan. This could be done by the building inspector as he checks the
house for conformance with the building code.
Please let me know your feelings on this matter. If you wish to proceed, let me know and I will prepare the
necessary changes. Thank you.

BACKGROUND
. On August 23, 1995, the Commission issued its Order Setting Method For Introducing New
Area Code In Minnesota. In that Order, the Commission determined that the existing 612 area
code would be geographically split into two area codes and that five telephone exchanges in the
existing 612 area code to the southeast of the Minneapolis/St. Paul metropolitan calling area
(Red Wing, Wabasha, Lake City, Goodhue and White Rock) would be transferred into the 507
area code. The Minneapolis/St. Paul metropolitan calling area would retain the 612 area code
and that portion of the existing 612 area code to the south, west and north of the metro calling
area would be reassigned to the new area code.
On August 28, 1995, Bellcore (the current telephone numbering plan administrator in the United
States) notified US West that the new area code for Minnesota would be 320.
On September 12, 1995, the Commission received requests for reconsideration of the August 23,
1995 Order from the following formal parties: the Department of Public Service, Bridge \\Tater
Telephone Company, GTE and Sherburne County Rural Telephone Company. The Commission
has also received hundreds of calls and letters from the public residing in telephone exchanges to
be assigned to the new 320 area code or reassigned to the 507 area code.

* Council discussed the issue of open bur'ning and comments received
concerning the issue. City Attorney John Scherer will re-draft
Ur'dinance No. 103 to prohibit open burning with an allowance for
recreational fires.
* Council approved application for payment for Pumphouse No. 2. and
also approved the change order concerning starter equipment.
* Assessment Hearing for the upcoming overlay project is scheduled
for Uctober 19, 1995 at 7:00 PM.
* Ken Jacobson gained Council approval for a change in parcel size
ior properties located at 109 and 115 Cedar St £.
* Council approved purchase of roller through CASE Credit Corp.
* Council to discuss snow removal policy at the Uctober 19, 1995
meeting.
* Council discussed problem of rollerblading along Minnesota St £.
It was decided that the upcoming street improvement project may solve
the problem by providing wider shoulders.
* Councilor Rieke reported on the success of Community Day. He also
reportE'::'d on thE'::' discussion held at the last City/Township meeting
regarding the proposed Fire Hall. The City requests that there be an
investigation o:f grants and ather available :funding :for the Fire Hall.
. When this search is exhausted the City will proceed.
* Ken Borgert appeared be:fore the Planning Commission to discuss the
possibility of extending Joseph to meet with Ridgewood Rd.
* Councilor Ehlert discussed issue of installation of fence along
HRA project on 10th Ave SE.
* Dennis Stueve requested paving a:f the alley located adjacent to
property located at 111 Able St E' City Engineer Joe Bettendorf will
review and submit a cost estimate to the Council.
* Councilor Hiemenz encouraged Council members to attend the Star
City Workshop on September 26, 1995.
* CUkE Committee is receiving written comments regarding the bus
stop located west o:f 120 - 2nd Ave NW. This item is on the CUkE
Committee agenda for discussion on October 2, 1995
* Of:ficer Kline:felter introduced reserve o:fficers Darren Holthaus
and Dean Cichy to the Council.
* Mayor Reber will attend a meeting regarding the St. Augusta
land:fill.
* The water storage facility grant has been closed and the audit
accepted.
* At the recent City/Township meeting APO presented a land use map
for both Planning Commissions to review.

* Background investigation of the top candidate for the patrol
officer position is to be performed during the coming week. A
recommendation will be made to the Council upon completion. The City

Department. Chief Lindgren will draft a job description for the
Per'sormel Committee to revie...... and position on the wage scale.
* Council requests Mark Zimmer to appear before the Council to
discuss the time period allowed for outdoor music as planned for the
upcoming Oktoberfest.
* All Star Wrestling will be held outdoors adjacent to Sal's Bar on
Sunday, October 22, 1 ~95. Alcohol will be served outdoors and secur'i ty
provided by the pr'operty o......ner and SJPD.
* A four-way stop will be installed at the intersection of 1st Ave
NE and Date Street on a six month trial basis.
* The issue of angle parking on the north side of Floral Arts ......as

alternative of time limited parking with the property owners.

reviewed the ditch on the west edge of property located at 52Ø - 1st
NE. The installation of a culvert and restoration of property would ·

- - Minutes of meeting September 25, 1995
Meeting was called to order by John Anderson, Chairperson at 6:35 pm.
Members present: Marge Lesnick, Irma Lanier, Joe Braun, John Anderson, Darwin
Erickson, Claudette Klein and Liaison Bob Loso. (Fay Gretsch was present for
15 minutes.)
Minutes from August were approved by Marge Lesnick and seconded by Irma Lanier.
Liaison Report: The parking lot in Morningside Park will be completed this fall
with curbing and bituminous surface with a cost bid from the City Engineer of
$l2,400.
Bbbalso brought a plan of Northland Park. The park contains 7 acres of land and
the builder has paid $2400 into the park fund. Bob Loso asked a local farmer to
cut the weeds and till the soil and then plant winter rye tbis fall. A sub-
committee was formed to study this park and members are: Irma Lanier, Bob Loso,
JOhn Anderson and Marge Lesnick.
Bob Loso brought a plan for Millstream Park for a ball field for Babe Ruth in
this park. Bob will take this plan to the Task Force of Recreation Association
to look at and maybe also help with money.
Mr. Heid is talking about a second phase in his addition east of town.
. Old business:
Summer Recreation - John will contact Chris Verlo for a summarized report for the
next meeting.
Status of Playground Equipment for Morningside Park. The Tower and Bike racks
have arrived. Irma wi11 make a flyer and ask neighborhood people to help to set
up the Tower. Park Board members should meet at 5:~0 on October 9 to decide
where to place the Tower.
Northland Park funding has been cut from $10,000 to $4,000. The rest of the budget
will stay pretty much as proposed. Also a request for $2,000 for the Hockey Rink.
Cadillac Dinner: no report.
Fencing for the backstop in Morningside Park has been removed from the sand lot
east of the church and is at the Maintenance Shed.
Soccer Goals: tabled for next spring.
Sprinkler system: tabled till next spring.
New Business:
2 trees were broken down in MOnument Park over SJU Homecoming weekend.
Skating Rink: Bob will set up the hours again this year.

VETERAN'S PREFERENCE POINTS APPLICATION IRSTRUCTIONS
Preference points are awarded to qualified veterans and spouses of deceased or disabled
~erans to add to their exam results. Points are awarded subject to the provisions of
nnesota Statutes 43A.ll. To be eligible for veterans preference points you must:
l. be separated under honorable conditions from any branch of the armed forces of the
United States after having served on active duty for 181 consecutive days or by reason
of disability incurred while serving on active duty, and be a citizen of the United
States or resident alien; or be the surviving spouse of a deceased veteran (as defined
above) or the spouse of a disabled veteran who because of the disability is not able
to qualify; AND
2. NOT be currently receiving or eligible to receive a monthlÿ veteran's pension based
exclusively on length of military service.
The information you provide on this form will be used to determine your eligibility for
veteran's preference points. You are not required to supply this information, but we cannot
award veteran's points without it.

OUTLINE OF THE ST. JOSEPH POLICE DEPARTMENT
POLICE OFFICER SELECTION PROCESS
I . The candidate will request, receive, and complete the
general employment application for the City of st. Joseph.
Upon completion, the candidate must return the
application by the deadline stated in the advertisement.
II. The candidate will receive the rated application form by
mail. The candidate must complet~ and re~urn the rated
application by the due date listed.

III. When the Police Department receives the rated application,
it will be scored. If the candidate achieves a score high
enough to allow the candidate to continue in the process,
the candidate will be notified. If the candidate does not
receive a score on the rated application which would allow
the candidate to continue in the process, the candidate
· will be notified by mail. It takes approximately two to
three weeks for this process. The number of candidates
considered depends upon the department's personnel
available to perform the required task during the
selection process. -'
IV. The selected candidates will be sent a background
investigation packet after the rated applications are
received and scored. The candidates should complete and
return it to the Police Department by the dates listed on
the packet. 1(
V. An oral interview is conducted by the st. Joseph Police
Officer Hiring Committee. The candidate will be scheduled
and notified of the date for this interview. The
interview is scored and the candidate is placed on a list
according to the score achieved. The committee will
recommend one of the top three candidates to the
Mayor and City Council.
vI. The background investigation is the most lengthy and
involved part of the process. During the investigation,
documents provided will be compared to the information on
the rated application. Interviews will be conducted and
information verified. If necessary, a clarification
· interview may be requested by the Chief of Police. The
length of time needed for the completion of the background
investigation depends upon the number of candidates being
considered.

Vll. Upon a job offer being made, the candidate will be
scheduled for a psychological examination.
VII. Upon successful completion of the psychological
examination, the candidate is scheduled for a medical
exam. The examining physician will evaluate the health
and physical condition of the candidate and make a
recommendation regarding fitness for duty.
lX. Upon completion of the medical examinakion, if the
examining physician finds the candidate not fit for duty,
the job offer will be withdrawn.~:

Felony and Gross Misdemeanor Drug Conviction.
Criminal Sexual Misconduct Conviction.
Evidence that the applicant has misrepresented or falsified any information

GENERAL AUTHORIZATION AND RELEASE
I, , hereby authorize and grant my
informed consent to permit you, to
release to and make available to the st. Joseph Police Department
and/or its agents and/or representatives data classified as private
which concerns me and which may be in your possession.
The data which I authorize to be released consists of private data,
as defined by Minn. stat. 13.02, Subd. 12, and has been collected
by you as a result of my contacts and associations with you and/or
your agents and representatives. The information for which release
is authorized includes all data which has been collected, created,
received, retained or disseminated in whatever form which in any
way relates to my dealings with your or your agency.
. I understand that I am not legally required to authorize the
release of this data, however, failure to do so is grounds for
exclusion from the selection process.
I also understand that the purpose of permitting the st. Joseph
Police Department to have access to this information is to
determine by suitability for employment with that department.
The information I provide may be shared with the staff and/or
representatives of the st. Joseph Police Department who require
this information to fulfil1 specifically related responsibilities
of their positions.
I further understand that this information may subsequently be
utilized for other purposes relating to my possible employment with
the department, including verification of my records and analysis
by consultants to the department who may review my suitability for
employment.
