JOSEPH POLICE FEDERATION RE: WAGE AND BENEFITS PROPOSAL FOR 1996 THE MEMBERS OF THE POLICE FEDERATION HAVE DISCUSSED IN DETAIL THE ISSUE OF WAGES AND BENEFITS. IT SHOULD BE NOTED THAT THESE REQUESTS ARE ON BEHALF OF THE POLICE OFFICERS AND DO NOT APPLY TO OTHER EMPLOYEES OF THE CITY OF ST, JOSEPH. WE RESPECTFULLY SUBMIT THE FOLLOWING PROPOSALS FOR YOUR CONSiDERATION: WE ARE REQUESTING AN iNCREASE IN WAGES TO REFLECT THE COST OF LIVING INDEX FOR 1994 WHICH WAS 4.2%. WE ALSO ASK THAT AN ADDITIONAL 5% BE ADDED TO REFLECT THE COST OF LIViNG ADJUSTMENTS THAT WE HAVE NOT RECEIVED SINCE 1990. THE 9. 2?6 WAGE INCREASE WOULD ALSO BRiNG THE DEPARTMENT BACK iN LINE WITH THE COMPARABLE WORTH AND COMPARISONS WITH OTHER CITY POLICE DEPARTMENTS. WE REQUEST A STEP INCREASE FOR OFFICER KLINEFELTER AND . OFFICER GUSTIN. BECAUSE THE COST OF UNIFORMS AND EQUIPMENT HAS STEADILY INCREASED OVER THE YEARS, WE REQUEST AN INCREASE IN THE UNIFORM ALLOWANCE TO $500 PER YEAR. WE REQUEST AN INCREASE IN THE LONGEVITY BENEFiT. THE PROPOSED PLAN WOULD GIVE MUCH MORE INCENTiVE FOR OFFICERS TO CONTINUE EMPLOYMENT WITH THE CITY, THEREBY CUTTING THE COST OF HIR!NG AND TRAINING NEW OFFICERS. THE PLAN WE PROPOSE IS BASED ON THE 2080 HOUR WORK SCHEDULE. AFTER AN OFFICER'S 2ND YEAR OF EMPLOYMENT THROUGH THE 5TH YEAR, 1% OF EARNINGS WOULD BE EARNED. FROM THE 6TH YEAR THROUGH THE 10TH YEAR, 1-1/2?6 WOULD BE EARNED. FROM THE 11TH YEAR THROUGH THE 15TH YEAR, 2% WOULD BE EARNED. FROM THE 16TH YEAR THROUGH THE 20TH YE..\R, 2-1/2% WOULD BE EARNED. AFTER 20 YEARS OF EMPLOYMENT HAS BEEN ATTAINED, 3% WOULD BE EARNED. WE REQUEST $300 PER YEAR PER OFFICER FOR THE PURPOSE OF ACQUiRING MEMBERSHIP IN A HEALTH CLUB OR ACQUIRING HEALTH RELAiED EQUIPMENT. THE DU¡!ES OF AN OFFICER ARE VERY STRESSFUL ON ONE'S BODY, AND KEEPiNG PHYSiCALLY FiT SHOULD BE .... P R lOR: TY . TriE CiTY OF ST, JOSEPH EMPLOYEE MA~0AL (PAGE 19) ALSO STATES THAT EMPLOYMENT WITH THE CITY MAY BE CONTINGENT ON PASSING A PHYSICAL EXAM. THERE MAY ALSO BE A~ ADDED - SAViNGS TO THE CITY IN WORKMAN'S COMP AND HEALTH iNSURANCE PREMIUMS DUE TO LESS LIKELIHOOD OF INJURIES. - . I . ....saJ 113S. FIFTH AVENUE, po. TRANSPORT A nON September 26, 1995 RE: St. Joseph, Minnesota Pond View Ridge SEH No. A-STJOE 9601.00 Ms. Rachel Stapleton Clerk! Administrator/Treasurer City of Saint Joseph 21 NW 1st Avenue P.O. Box 668 Saint Joseph, MN 56374-0668 Dear Rachel: At Bud Reber's request, I examined the drainage problem that has developed on Lot 3, Block 3, Pond View Ridge. The neighboring lots have been graded in such a way that matching into the lot Bud is building on will be difficult, and no provision was made to drain the lots to the street. The lot to the south is high and will have to be regraded to provide a reasonable match along the property line, and the lot to the north is low so water will likely pond in the rear yards. It does appear, that in the event of a serious storm, the water will work its way north across the rear yards to Baker Street without endangering the buildings. All of the . lots have the necessary drainage easements, but the actual lot development was left up to the imagination of the individual property owners and builders. In the past we have not asked Developers to provide a detailed grading plan along with their preliminary plat submittal. The subdivision regulations require that drainage and utility plans be submitted with the preliminary plat, but this does not carry over to the individual lots. Though this is a time consuming requirement for the Developer, more and more cities are requiring this kind of detail, and I think it is time we added it to the St. Joseph Subdivision Ordinance. Specifically, I'd suggest changing the contents of Subd. 3h, Supplementary Requirements, to reflect the need to submit a separate grading and erosion control plan. There are a few other minor revisions that could also be made at that time. Once we have a grading plan for the lots, then someone would have to check the final grading to be sure it is in general conformance with the plan. This could be done by the building inspector as he checks the house for conformance with the building code. Please let me know your feelings on this matter. If you wish to proceed, let me know and I will prepare the necessary changes. Thank you. Sincerely, - djg - c: Mayor Bud Reber G:ISTJOEICORRISE-25A95 SHORT ELLIOTT HENDRICKSON INC Sf PAUL. Genl!ral statement of what you cco"""ll~hed: Apologized for çnd repaired some personal property damage some friends and I had accidentally caused. In doing so I made..friends with an elderly "shut in" and ma'ã-e her feel better about the "younger gene~ation." Oescrlptlon of exactly what you dId: Three friends and I were driving home at about 1: 00 a.m. during a thunderstorm. The driver lost control ~hile making a turn and skidded intd someone's yard, knocked down some bushes and flowers, and left deep tire" tracks in the lawn. I tried to convince my friends we should notify the owners, explain what happened, and offer to repair or pay for the damage, but they just wanted to forget it. The next morning I went .er to the place by mýself. An elderly lady in her 70's came to the door. first she seemed frightened, but after I explained what happened she started yell.ing about how I and all the members of the "younger generation" were nothing but "hoodlums" "hot rodders" and "dope addicts." Then she threatened tò call the police and slammed the door in my face. I was pretty upset and ready to give up, but I went to a nursery about two miles away and got some flowers, sod, and dirt, and spent the rest of the morning repair lng the damage. When I was almost finished, the elderly lady, Mrs. Schumann, came out and apologized for what she had said earlier, and asked if I could do her yard work on a regular basis. " Awards or formel recognitIon: None, but Hrs. Schumann IIsings my praises" to all her friends, and several have called me to do odd jobs for them (yard work, painting, electrical repair, etc.). I made a small income from this an the side, but more than that I get satisfaction from helping others.
