. AMENDMENT TO THE JOINT RESOLUTION
FOR ORDERLY ANNEXATION
BETWEEN THE TOWNSHIP OF ST. JOSEPH, MINNESOTA
AND THE CITY OF ST. JOSEPH, MINNESOTA
The Township of St. Joseph and the City of St. Joseph hereby
jointly agree that the area designated for orderly annexation in
the Joint Resolution between the Township of St.Joseph and the City
of St. Joseph designating an area for orderly annexation dated
October 10, 1975 be amended to include the following:
Both the Township and the City agree that no alteration of the
stated boundaries of this agreement is appropriate. Furthermore,
both parties agree that no consideration by the Board is necessary.
Upon receipt of this resolution, the Municipal Board may review and
comment, but shall, within 30 days, order the annexation of the
following-described property in accordance with the terms of the
Joint Resolution.
Whereas, the following described property is currently
designated for orderly annexation in zone 2;
The undersigned jointly resolve that the described property is in
- need of orderly annexation, is urban or suburban in character,
abuts the city boundaries on the east and resolve that the
-
property be annexed.
The property is currently bare land, with no population, and in
need of municipal water and sewer for construction of an office
building.
Zoning classification upon annexation of the parcel is General
Business according to Section 52.14, Subdivision 4 b of the St.
Joseph Code of Ordinances.
The property is legally described as follows:
All that part of the Southwest Quarter of the Northwest
Quarter and the Northwest Quarter of the Southwest Quarter of
Section 11, Township 124, Range 29, Stearns County, Minnesota,
lying easterly of Mohs Second Addition and southerly of the
southerly right-of-way line of County Road #75 (Formerly
S.T.H. #52) and northerly of the centerline of County Aid Road
#134, subject to the right-of-way of said County Road #134.
Together with the easterly 25.00 feet of Lot 1, Block 1, Mohs
Second Addition, according to the recorded plat thereof,
Stearns County, Minnesota. Subject to the easements of
record. The parcel is .33 acres.

Dear Rachel:
I have reviewed the addressing proposal submitted to the St. Joseph Planning Commission by
- Ben Poepping dated June 26, 1995. I have a few general comments and will follow this with
comments specific to Ben's proposals.
General
The addressing grid was assembled to provide consistency in street naming and house
numbering regardless of location. As you will recall, this all started because addressing in
new developments was being done without regard to the development's relationship to other
current and future growth areas. Streets were named and numbered sequentially, but it was
found that doing this without an overall plan would eventually lead to inconsistencies in
other parts of town.
Redesignation of Street Names
Ben recommends extending the East Minnesota Street designation to 88th Avenue east of the
motel, eliminating Lancer Road. I agree.
Ben recommends changing Lynx Road to East Baker Street. I agree.
Ben recommends changing 88th A venue to 18th Avenue SE. I agree with the concept, but the
street name would be 20th Avenue SE if we follow the grid. This is a good example of the
difference between Ben's approach and use of the grid. Ben's approach makes the street
numbering sequential and easy to follow on the ground. You would go east from 16th
- Avenue (fonnerly 91st), to 17th Avenue (fonnerly 90th), to 18th Avenue (fonnerly 88th),
Eventually, however, streets numbered the same way in other developments will not match
up, and there will be no overall geographic correlation with the numbering system.

In this case, designating the street 18th Avenue SE puts it well east of 19th Avenue SE
(Joseph Street) in the Industrial Park.
In all three of the above situations, the Township and the residents should concur, and the
changes must be cleared with Donald Adams, Steams County Environmental Services, the
new agency responsible for 911 addressing.
East Minnesota Street
Ben's recommendation of using 1300 numbers provides a unifonn progression from 12th
A venue SE to 16th Avenue SE. Since there will be no new streets cutting into this area, this
would work and will be easy to follow on the ground, There is a sharp inconsistency,
however, with Styles and Cotton being numbered 1368 on a lot that is located at the comer of
16th Avenue SE. If the grid is used, the numbers increase gradually with Styles and Cotton
being numbered in the 1500's. -
90th Avenue SE -
Ben's recommendation is to use 10 digit numbers (8,13,21, etc.) on the east side of the street
and 100 numbers (103,106,111, etc,) on the west side of the street. This conflicts with the
current odd/even system used for opposite sides of the street. The grid preserves the current
odd/even system, Beginning at Minnesota Street and going south, 10's digit numbers would
be used to mid-block, and 100 numbers would be used to Lynx Road, (future East Baker),
South of Lynx Road, 200 numbers would be used, which is consistent with the numbering
that will take place south of East Baker Street in future developments to the west.
91st Avenue SE (16th Avenue SE)
Ben's recommendation is to use 10's digit numbers south from Minnesota Street to about
mid-block, 100 numbers to East Baker Street, then 200 numbers, and so on. This is very
close to the grid proposal. I'm not sure what methodology Ben uses for establishing the break
between the 200,300, and 400 numbers, The grid provides a definite framework for making
these decisions.
95th Avenue (7th Avenue SE)
Ben's recommendation is to use 200 numbers south from East Baker Street, 300 numbers
south from Callaway Drive, and 400 numbers south from Dale Street. This is consistent with
the grid system. It then goes to the 500 numbers at mid block. The grid would continue with
the 500 numbers beyond the Palmersheim residence.

Summary
It is obvious that a lot of planning an hard work went into Ben Poepping's proposals. I agree
with changing the street names on the east end of town - this would eliminate a lot of
confusion for everyone. We must, however, be sure that the Township, residents, and
County concur. I believe the grid prepared for the City last year should continue be used to
name and number streets as the City grows. Though it is far from perfect, it continues to give
us a framework that fits in different geographic parts of the community, and should make
finding an address by emergency personnel easier. With the grid system, developments
occurring in different parts of S1. Joseph should eventually come together with relative ease.

I'm writing in regard to the possibility of street addresses
being changed again.
Based on the letter of December 14th, 1994 which I've enclosed,
we were told our address would be 1514 East Minnesota Street.

Acting on good faith to have the change done by June 1, 1995,

we changed all our correspondence letterheads, and professional
cards.
I've enclosed a sampling of some of the things we have changed
along with a copy of what we have paid to date to make those
changes.
Dr. Styles and myself would greatly appreciate it if you would
stay with your original decision and leave our address 1514 East
Minnesota Street.

street Addressinq: Enclosed please find correspondence with regard
to street addressing. The City Council at their March 16, 1995
Council meeting referred the matter to the Planning Corrroission. To
assist with some background information, I have prepared a brief
synopsis of events that have taken place. The attached minutes
will further detail the events described below.
Also, we would like you to be aware that the City has been working
on street Addressing since 1993. Much time, energy, and money has
been spent on this before it went to the Council for approval. We
have not received any complaints from residents, utility companies
or emergency services for the addresses as assigned by Joe
Bettendorf.
June 21, 1994 - City and Township jointly agree on a street
addressing grid system that would be used
throughout the City and Township.
Sept 1994 - City Offices notified residents on 13th Avenue
- SE, portions of East Baker street, and portions
of Northland Addition that their address had
~ changed and provided the residents with new
addresses. The recently annexed East Minnesota
Street Residents were also informed that they
would be receiving a City Address short! y .
Sept 15, 1994 - City Council receives an objection from Ben
Poepping concerning his address and offers to
help the City with City addressing needs.
Council tables the matter so Mr. Poepping can
meet with the street Addressing Committee. City
Offices are instructed to send letters to the
affected residents telling them to hold changing
their addresses until they are reviewed.
Oct 20, 1994 - Joe Bettendorf presents the Council with options
for addressing 13th Avenue and portions of East
Baker street. The Council adopts one of the
options, and residents are notified of their
address change.
Dec 15, 1994 - The City Council appoints Joe Bettendorf and Brad
Meyer as the City street Numbering Officials.
Dec 21, 1994 - Joe Bettendorf assigns street numbers for
residents along East Minnesot~ street using the
jointly approved grid. Residents and utility
companies are notified of the changes.
Mar 16, 1995 - Ben Poepping appears before Council to discuss the
addressing system and feel s that errors were made.
The Council tabled the matter to the Planning
Commission.
As a result of the March 16, 1995 meeting, a letter was sent to all .
residents along East Minnesota street with addresses greater than
1400 (s ee attached). Since that 1 et ter has been sent, we have
received concerns in the Office from residents who do not wish to
change their address again. Those that have called stated they
went through much time and expense to change over all their
addresses. One of the affected property owners is a ~entist, who
has already changed all the business letterhead and correspondence.
Hopefully the above information is helpful.

. 3) Joe Bettendorf's grid for addressing will be presented at
the City/Township meeting to be held on May 24. Because Bi:'ad
Meyer has worked on the existing addressing in the City and
made recommendations on needed address changes, the Council
felt that he should attend this meeting and agreed to invite
him. ì
4) Mark Twain Cablevision has agreed that they will provide

ADDRESSING GRID: Joe Bettendorf presented a grid for an
addressing system which takes the system of the City an:£
extends it out into the area surrounding the City. Loso made
a motion to approve the addressing system as presented with
the recommended corrections, on acceptance of the system by
the Join.:t Township/City Board; seconded by Hiemenz.
- Ayes: Reber, Rieke, Loso, Hazen, Hiemenz.
- Nayes: None. Motion carried.
Extract of the June 21, 1994 Joint City/Township Minutes
ADDRESSING SYSTEM: Joe Bettendorf presented the addressing grid and
discussed the numbering system and street names. The Township
officials stated that they had no problem with it.
Loso made a motion to approve the addressing grid ,system as layed out;
seconded by Hazen. Discussion - Bechtold asked how this would effect
the different postal zones when the properties are annexed into the
City. Joe Bettendorf stated that this addressing system is not tied
into the postal zones, but an extension of the City addresses. He
stated that it probably should not be extended beyond the City
boundaries. This system will allow for change of addresses only on
annexation or merger. Linda Fuchs Johnson asked if the college and
convent could be included in the City map, when they get their
addressing done to correlate with the City addresses. The motion was
amended to include the Convent and College on the addressing map. The
motion passed unanimously.

OPEN TO THE PUBLIC
Ben Poeppinq: Ben Poepping requested to address the Councfl with
regard to the street numbering grid. Mr. Poepping stated that he
recently has been informed that his address was going to change from
13th Avenue SE to 15th Avenue SE. He stated that he understands that
·the City has' adopted a new street addressing grid and from what he has
seen it is a very good system. However, he feels that 13th Avenue did
not need to be changed. If changing his address would cause a problem
for emergency services, or be difficult to locate if he didn't change
it, he would be willing to do so. Poepping also stated that he was
willing to work with the City but was never informed. Mayor Reber
extended his appreciation for his willingness to help the City and felt
that the Committee should meet again and review the addressing system.
Reber made a motion to table address changes based on the new grid
system, until the Committee has time to review the addressing system;
seconded by Rieke.
Ayes: Reber, Rieke, Loso, Hazen, Hiemenz.
Nayes: None. Motion Carried 5:0:0
Weyrens questioned what addressing system is to be used for new homes. -
After discussion, it was determined to use the old numbering system
until the Committee has had a chance to review the situation. Hazen
made a motion to notify those residents who have already received a
notice of address change, requesting that they continue to use their
current address until the Committee makes a recommendation. This
notice is to be hand delivered as soon as possible. Additionally, if
the affected residents express concern about receiving their mail in a
timely manner, the City would offer to pay for the rent of a post
office box until the matter is resolved. The motion was seconded by
Hiemenz.

Pursuant to due call and notice thereof/ the Planning Commission
for the City of st. Joseph met in regular session on Monday,
October 2/ 1995 at the st. Joseph City Hall.
Members Present: Chair Hub Klein. Commissioners S. Kathleen
Kalinowski, Linda Sniezek, Marge Lesnick/ Dan Nierengarten.
Council Liaison Cory Ehlert. Secretary Judy Weyrens.

Ron Philippi - Storaqe units: Ron Philippi appeared before the
Planning Commission requesting an extension of the special use
permit issued to him on April 23, 1993. Philippi stated that his
plan consisted of constructing two (2 ), twenty six (26) unit mini
storage facilities. However, due to financial constraints only
two-thirds of the units have been constructed. Since a special use
permit is only valid for one year, Philippi IS requesting an
extension of the special use.
Commissioners discussed that since the building has been an on-
going project with construction in each 1993 and 1994, and there
- objections at the public hearing public hearing
were no a new
- should not be necessary.
Kalinowski made a motion to grant the extension of the special use
permit issued on April 23, 1993 allowing the construction of two
(2L twenty six (26) unit mini storage facilities. The extension
is granted with the stipulation that the plans must be consistent
with those presented, at the hearing. If the plans are not
identical, a new hearing must be conducted. The motion was
seconded by Ehlert.
Ayes: Klein, Kalinowski/ Lesnick/ Sniezek, Nierengarten/
Ehlert.

Street Addressinq: As requested by the Commission, Weyrens
discussed the street numbering with a third party, Dale Haug. Mr.
Haug stated that during his tenure as Building Official for the
city of st. cloud, he was very involved with street addressing.
After reviewing the st. Joseph street addressing options, he stated
that he used a system similar to the one designed by the City
Engineer and encouraged the contInued use of such a system.
Jerry Klaphake and Joel Vogel spoke on behalf of Ben Poepplng and
reiterated his method of street addressing. After a lengthy
discussion of Mr. Poepping's proposal, Ehlert made a motion
recommending the Council rescind adoption of the current street
addressing method and make the following address changes:
l. Minnesota street East to continue to the Del-Win, changing
88th street to Minnesota street.
2. Lynx street to be changed to East Baker street

3 . 91st Avenue to become 14th Avenue
4. 90th Þ_venue to become 15th Avenue
5. 95th Avenue to become 7th Avenue.
6. A six skip number system between addresses (the current
City addressing system assigns a house number every 30
feet with each block begining with 01 or 02)
The motion was seconded by Sniezek.

Jerry Klaphake - Proposed Office Buildina: Jerry Klaphake appeared
before the Commission to discuss the construction of an office
building for his real estate business. He stated that he and his
partners are in the process of purchasing the Meierhofer property
located on the furthest northeast lot on Minnesota street East.
The property ~s currently in the Township and is zoned General
Business. Klaphake stated that their may be a need for a variance -
with regard to parking, but he will address this issue after the -
plans are finalized. Commissioners present generally agreed this
was a good use for the property and wished Klaphake good luck on
his business venture.

Land Use Map - st. Joseph Township: The Commissioners discussed
the proposed land use map of st. Joseph Township as presented at
the joint City and Township meeting. The matter was tabled until
the maps are made available to the Planning Commission for their
review.

STREET ADDRESSING: Joe Bettendorf presented three options for naming
13th Avenue SE. Option One was to leave it as 13th Avenue SE; Option
Two changed it to Fifteenth Avenue SE; and Option Three changed it to
Pond View Circle. Ben Poepping stated that adoption of Option 1 would
only require an address change by McDonald and Mehr. After
considerable discussion Mayor Reber made a motion to adopt option
number one as follows; seconded by Loso.

Discussion - Loso stated that all options require that Mehr and
McDonald change their addresses. Mark Grams is using 2Ø6 13th Avenue
. and Ron Scherer is using his address as 12Ø6 East Baker Street as Ben
Poepping stated. Loso made a motion to amend the motion to include
that Mehrs and McDonalds will have to change their addresses that are
cast in granite. The city will incur the costs of having those numbers
changed; seconded by Mayor Reber.

Ben Poepping generously offered his services to the Council to assist
in addressing at any time.
Residents of 91st Avenue questioned if their addresses would change
scan. Council generally agreed that most of the area is still Township
property so this would stay Township numbers until more is annexed.
Minnesota Street residents asked i£ their address would change.
Council generally agreed to consider this further.

Extract of the December 15, 1994 Council Minutes
Pursuant to due call and notice thereof, the City Council for the
Ci ty of st. Joseph met in regular session on Thursday, December 15,
1994 at 7:00 p.m. in the st. Joseph City Hall.
street Addressing: Hazen made a motion to not accept the
resignation of Brad Meyer from the street addressing committee and
structuring the committee to be composed of Brad Meyer and the City
Engineer Joe Bettendorf. The motion was seconded by Hiemenz.
Discussion: Hiemenz stated that he spoke with Meyer at which time
he stated that he could only w'ork with the Engineer and did not
wish to get involved with politics. Rieke requested that the
motion be amended to encourage Meyer to rescind his resignation and
work with the city Engineer in future street numbering. He also
stated that he wished he would have supported Meyer and Bettendorf ·
when the presentation was made. The plate in front of him requires
that he makes decisions for the betterment of st. Joseph and wishes
to move forward. Hiemenz concurred that he may have erred and
supports the amendment.

Pursuant to due call and notice thereof, the City Council for the
City of st. Joseph met in regualr session on Thursday, March 16,
1995 at 7:00 p.m. in the st. Joseph City Hall.
OPEN TO PUBLIC
Ben Poeppinq: Ben Poepping, 201 - 13th Avenue SE appeared before
the Council to discuss street numbering. Poepping feels that the
City is addressing homes in error and needs to review the process.
He requested that the Council review the addressing system again or
turn the matter over to the Planning Commission. Reber concurred
with Poepping and felt the addressing committee should meet and
review the matter. Rieke stated that he is not familiar with
assigning numbers and is not sure if it is possible to have a
"flawless" system that satisfies everyone. The Council agreed to
ref.er the matter to the Planning Commission and notify Poepping as
· to the date and time.

· CORE COMMITTEE
October 2, 1995
The CORE Committee, a community relations committee of the
Community and City of st. Joseph met in the St. Joseph City Hall on
Monday, October 2, 1995 at 6:00 p.m.
Present were John Pihaly, Ross Rieke, Rachel Stapleton, Maria
Plonski, Marjorie Lesnick, Stephen Yuhas, Wendy Wuebben, Patrick
Bicen, Linda Sniezek, Emily Levthner, Cory Ehlert, Tillie Wasner,
Shawn J. O'Meara, Dawn Gallett, Pam Novak, Nelda Lampher, Diane
Schneider, Laurie Smith.
The purpose of the meeting was to find an acceptable solution to
the location of the student bus stop, as requested by the City
Council.
Linda Sniezek, a st. Joseph Landlord and Steve Yuhas, a St. John's
Senator, presented written proposals.
The group discussed possible stop 10cations of the church sand lot,
parks, downtown locations, and vacant properties, including the
corner of 2nd Avenue NW and West Minnesota Street because the City
owns the pie shape property on the Northeast corner. There was
discussion of moving the curb cut farther back for better traffic
· flow from the 4 way stop. Also discussed was the need for bus
shelter and lighting.
After consideration of the matter, Steve Yuhas made a motion to
recommend continuing the existing drop off locations of 2nd Avenue
NW by Centennial Park and the one on West Minnesota Street for
individuals returning to St. Joseph from St. Johns. The bus stop
pick up location would be on the Northeast corner of 2nd Avenue NW
and West Minnesota Street for individuals wishing to be transported
to Saint Johns. The motion was seconded by Tille Wasner. Upon
call of the vote the motion carried unaminously.
Funding for the shelter was discussed, with a proposal that the
cost be split between CSB, SJU, St. Johns Senate, St. Bens Senate
and the City.
Next meeting will be in the Fireside Lounge at St. Johns on October
16, 1995 at 6:30 p.m. with the fOllowing meeting will be held on
November 13, 1995 at CSB in the TRC Board room in the main
building.
The meeting was adjourned at 7:00 p.m.
